NATIONAL NEWS

Prime Minister Abadi refuted the Turkish allegations that the Iraqi Government had requested Turkish troops in Iraq. He also says there are no foreign troops fighting in Iraq, and the Coalition provides help only with training and logistics. He also says Iraqi doesn’t want a conflict with Turkey, but also doesn’t want the Turks to think that their presence in Iraq is a “picnic”. [Mada] [Sumaria]

According to Al-Iraqia TV, US Department of State spokesman Mark Toner says Iraq neighboring countries should respect its sovereignty, and if there is any role for Turkey in the Mosul battle it should be decided by the Iraqi government. [Sumaria]

 

Turkey’s Prime Minister says the Turkish military presence in Bashiqa will continue in order to “guarantee the prevention of demographic changes in the area”. [Sumaria]

The Deputy Turkish Prime Minister Numan Kurtulmus criticized the objections of “some fronts’” to the Turkish presence in Iraq. He says “the people of Bashiqa, Arabs, Kurds, and Turkmens are our brothers, while you are strangers and crossed thousands of miles to get to the area, and know nothing of its people, culture, or tradition.” [Anadolu]

DaeshDaily comment. We do know a phony politician when we hear one. We also know that when a country asks you to remove your troops from their country you are expected to leave, according to international norms. The distinguished gentleman has a Ph.D., but he appears not to have learned much either.

 

The KRG spokesman says the Turkish two camps in Dobrdan and Bashiqa were established with the knowledge of the Iraqi Ministry of Defense, and the KRG just facilitated the issue without knowing about the details. [Sumaria]

DaeshDaily comment. If this were actually true, the KRG could have provided a lot of details about its role in the situation long ago. Its total lack of transparency created suspicions that can’t be papered over with a quick press statement by a spokesman. The truth almost certainly is that Barzani and others in the KRG were in on this with Erdogan and Nujaifi. Yesterday’s White House announcement about Vice President Biden’s conversation with Barzani seemed to suggest that Barzani was separating himself from the scheme, but the spokesman has now created new doubts by defending the earlier actions. (We do get some encouragement from the statement of the Peshmerga director—reported under Mosul below—that neither Turkish nor NMF troops will participate in the Mosul liberation.)

 

The former governor of Ninewa, Atheel Al-Nujaifi, republished an MoD video showing the former Minister of Defense, Khaled Al-Obeidi, in an NMF camp. Nujaifi claims that the video is a proof that the Iraqi government knew about the Turkish troop presence. [Facebook]

DaeshDaily comment. How? The video doesn’t show or even mention Turkish troops.

Besides, even if these claims were somehow true, which we doubt, Iraq has asked Turkey repeatedly, more times than we can count, to remove its troops. The Turkish position is absurd; having established a phony premise for occupying military camps in Iraq, it has decreed that Iraq is not entitled to overrule this deployment, so Turkey is therefore entitled to stay there as long as it wants. Turkish officials are just embarrassing themselves with these statements which any diplomat (and most other intelligent people) would recognize as diplomatically incompetent.

 

The Iraq Ministry of Foreign Affairs says it submitted a request to the U.N. Security Council to discuss the Turkish violations on Iraqi lands and Turkish interference in internal Iraq affairs. [Sumaria]

 

The Ministry of Finance says it released 110 billion Iraqi Dinars ($90 million) to the Ministry of Migration and Displacement to support the anticipated number of displaced people from Mosul. [Sumaria]

 

Human Rights Watch said in a letter to Prime Minister Abadi that the Iraqi government should make a commitment to prevent any armed forces implicated in laws of war violations from participating in planned operations against Daesh in Mosul. HRW asked Abadi to restrain the PMFs in order to prevent war violations similar to what happened in Falluja and other areas. [HRW]

A member of the Anbar Provincial Council says 4,500 displaced families have returned to their houses in Falluja since mid-September. [Sumaria]

 

An Anbar Operations Command source says Iraqi Army 8th division cleared 45 houses in the Nassaf and Hassi areas and defused tens of IEDs. [Sumaria]

However, the Mayor of Falluja says a displaced man who returned was killed by an IED planted in his house in Hay Al-Andalus. He says the house was supposedly cleared by Iraqi forces. [Maalomah]

Hawija

A local source says leaflets were distributed in Hawija, threatening Daesh members. The source says the leaflets were signed by a group called Ahrar Al-Hawija (Free People of Hawija). [Sumaria]

 

A security source says the Coalition killed 4 Daesh terrorists in an airstrike on Hay Al-Zira’a, in Hawija. [Sumaria]

NINEWA

Mosul

Mosul campaign

Battle planning. The KRG Peshmerga director Jabbar Al-Yawer said Thursday that Baghdad and Erbil had agreed not to involve any foreign fighters in the battle for Mosul, apart from Coalition air support including ground-based Coalition units to assist in guidance. He said that the NMF fighters organized by Atheel Al-Nujaifi would not participate in the battle for Mosul, nor would Turkish troops. [AYN]

 

Preparations are complete for the upcoming Mosul operations, Ninewa Operations Commander Maj. Gen. Najm Abdullah Al-Jubouri said. His troops are awaiting orders to begin. Al-Jubouri said he expected Mosul to be under Iraqi control by the end of the year. Daesh attacks are ongoing in Qayara he said. His troops have killed 66 Daesh fighters in the area south of Mosul in the last week. [Ghad]

 

However, Al-Jubouri also said that the launch of Mosul operations would be preceded by the recapture of Hawija from Daesh in Kirkuk governorate. [AlMirbad]

 

Ninewa Council member Abd Al-Rahman Al-Wikae said it is likely that Mosul operations will begin at the end of October. [AlEshraq]

DaeshDaily comment. This is 10-15 days later than the previous public estimate a couple of days ago. Perhaps no one really knows.

 

Air campaign. Unidentified warplanes targeted two Daesh hisbah sites in the Al-Tayran neighborhood of Mosul, killing seven Daesh members, according to a local source. [Ghadeer]

 

A local source says Coalition planes bombed 2 Daesh hisbah offices in Mosul, killing several terrorists. [Sumaria]

 

Local sources say Coalition planes launched heavy airstrikes on Daesh in several areas in Mosul, including destroying 4 headquarters Hay Al-Muhandiseen, killing or wounding the terrorists inside, in addition to airstrikes on Daesh positions in the Ghabat area. [ARA]

 

Daesh says one person was killed and eighteen wounded in “American” airstrikes on several areas in Mosul. [A3maq]

 

Internal resistance. Ninewa MP Nayif Al-Shumari has said that “cooperation of the citizens with the security forces will lead to a quick end to the battle in Mosul.” The MP praised the Mosul residents who are involved in fighting Daesh. [AlEtejah]

 

A Ninewa police captain says resistance groups in Mosul killed 3 Daesh security officers in 3 different areas in the city. He says the group killed an Egyptian terrorist called Abu Hamza in Hay Al-Yarmouk in west Mosul, an Iraqi terrorist in the Islah area in west Mosul, and another Iraqi terrorist in Hay Sumer in east Mosul. Another source says armed men shot and killed an Egyptian terrorist called Abu Dawood in the Cultural Group area, in north Mosul. The terrorist used to live in a house that belonged to a Mosul University professor and has been responsible for several crimes against civilians in the city. [Harbi]

 

A local source says two armed men on a motorcycle shot and killed 3 Daesh terrorists in Hay Al-Jami’a in Mosul city. [Sumaria]

 

A local source says armed groups in Mosul want to attack Turkish troops exactly like they attack Daesh. [Maalomah]

Conditions in Mosul

A report citing “PMF Intelligence” says that an unspecified number of Daesh leaders have fled Mosul with their families to the border areas inside Turkish territory. [PressIraq]

The number of Daesh members from Muslim northwest China (referred to as Uighurs) has increased in Mosul in the last few months according to a local source. One of the Uighurs had been appointed to the high-level security of security commander on Mosul’s Right (West) Bank by the Daesh caliph Awwad Baghdad, the source added. The Uighurs have been moved with their families from Raqqa to Mosul, the source said and have been deployed to all areas of Mosul. Many have been incorporated into the Daesh “Islamic Police” and can be seen patrolling the markets and intersections of the city. [SotAlIraq]

Similarly, a local source is reported as saying that the number of Daesh Uighur terrorists has increased in Mosul recently, and one of them was given a senior security position in the city. [Sumaria]

 

Daesh has deployed more checkpoints throughout Mosul as it searches for fugitives and former members who have fled its ranks, local sources said. Daesh members are using computerized databases of members to check if those it is detaining are wanted by the group. Daesh has also escalated its raids on Mosul residences searching for wanted individuals and forbidden items such as phones and weapons, according to local sources. [Mawsleya] [Mawsleya]

 

Daesh distributed salaries to its fighters in Mosul in small bills and coins, after withholding pay for more than a month, local sources said. Some of the coins and notes are damaged, the sources added. Sources suggested this reflects Daesh’s financial difficulties in Mosul after losing Qayara and other revenue-generating areas. Daesh may even be trying to trick some of its members into thinking that salaries are coming by distributing flour and foodstuffs to them, which sources said might be to encourage Daesh members to think that regular salaries will be resumed. A woman in her 40s and her 17-year-old daughter died in Mosul Hospital on Thursday after Daesh prevented a doctor from treating them because he was male, local sources said. The two were bleeding heavily after a road accident and died about an hour after arriving at the hospital.

Karemlash publishes the names of 8 local doctors who collaborated with Daesh in Mosul. One of them, a woman, has allegedly left recently for Canada. [Karemlash]

DaeshDaily comment.  “Collaborate” needs to be defined. Did they provide medical service to wounded Daesh fighters (arguably a professional obligation) or help Daesh to kill people? After this nightmare is over, someone should add up the large number of medical doctors executed by Daesh for refusing to collaborate.

 

A local activist says Daesh publicly stoned a woman to death in Darkazliya in east Mosul after accusing her of adultery. He says people of Mosul know the woman was innocent but she might have refused a marriage proposal from a Daesh terrorist. [ARA]

DaeshDaily comment. Daesh usually accuses its enemies with honor-related crimes not only to justify the killing, but also to make others afraid. People might accept death as a punishment but no one wants to be associated with adultery. The same cruelty was used by the Baathists.

Qayara

The Iraq War Media Cell (IWMC) has released a statement “clarifying” the circumstances of the Coalition airstrike yesterday that killed at least 21 Tribal Mobilization fighters. According to the statement, “The Coalition airstrike came after information presented by the Tribal Mobilization that there was enemy fire from one of the houses in the village of Kharayeb Jaber.” The statement adds that “the information was closely examined with its source who confirmed the information, after which the airstrike was implemented on the specified target according to the information.” A Joint Operations Command (JOC) statement also says that investigation was opened immediately after the deaths and injuries of the tribal fighters. DaeshDaily comment. A PUK official said yesterday the airstrike targeted NMFs. Today’s clarification seems to refute that. Mzahem Al-Huwiet, a separatist and self-proclaimed spokesman of Arab Tribes in Ninewa said yesterday the victims were tribal fighters. 

 

The PMF Commission issued a statement expressing its discontent with the airstrike and demanding an investigation. [Sumaria]

 

Daesh launched four shells loaded with chlorine gas on Qayara city from its positions in Al-Hawd, according to the chairman of Qayara municipal council, Falih Al-Jubouri. The four shells landed near a café in the center of the city. Specialized units rushed to the scene and established a cordon around the sites where the shells landed. Kerbala

The Mid-Euphrates Operations commander says his troops captured several Daesh members, including 4 Sahwa fighters, who helped Daesh move suicide terrorists and vehicle bombs to Kerbala. He says the arrestees were involved in the suicide attack on a wedding in Ain Al-Tamr in August that killed or wounded tens of people. [Mada]

 

The Kerbala police chief says his troops captured a man wanted on terrorism charges who was trying to make it into Kerbala in the Rafi’ area, west of the city. [Mada]

 

Najaf

The Najaf Criminal Court sentenced a man to death who was involved in killing taxi drivers and stealing their cars for terrorist activities. [Ghad]

 

REPORTS FROM SYRIA

 

The U.N. envoy for Syria, Staffan de Mistura, has urged Al-Qaeda-linked fighters in the eastern parts of the northern Syrian city of Aleppo to leave the area.

De Mistura also suggested Russian and Syrian forces should immediately stop their “aerial bombing” of Aleppo, if the militants from (Al-Nusra) leave the city.

He said if the militants lay down their weapons “in dignity” and leave, he would “personally” accompany them out. De Mistura’s remarks underscore the brutality of the fighting in Aleppo, where a besieged population of 275,000 in the eastern, rebel-held part of the city, is in desperate need of aid. The U.N. considers the Nusra Front a terrorist group. [CBSNews]

Daesh publishes photos of beheading two men publicly in Raqqa, after accusing them of witchcraft. Many children attended the execution as usual. [DawaAlhaq]

Northwest (Aleppo, Idlib)

Idlib

At least twenty-five people have been killed in a bomb attack on Atma Tent City on the Syrian border with Turkey, timed to coincide with a duty changeover by the Free Syrian Army.  [Cumhuriyet]

A local activist says thirty-five civilians and FSA fighters were killed and tens were wounded in 2 explosions near Atma Border Crossing in Idlib. They say that the first explosion was by a bomb that was in a bag near a restaurant, while the other one was by a suicide terrorist and a vehicle bomb. [BasNews] [Dorar]

The Atma Hospital publishes the name of 25 people killed in the attack. [Hawar]

The Chairman of the opposition’s “High Judicial Council” in Aleppo and the general attorney of the council and an Ahrar Al-Sham senior commander were killed in the Atma explosion. [EnabBaladi]

Daesh says it attacked an opposition group convoy with a vehicle bomb at Atma Border Crossing. [A3maq]

 

Al-Bab

Turkish artillery shelled Shadoud village north of Al-Bab and Al-Ghor village east of Mare’, forcing tens of civilians to leave their houses. [Hawar]

 

Kurdish activists say Daesh is arresting Kurdish civilians in the Al-Bab area in order to use them as human shields. They also say Daesh is charging $5,000 for every family that wants to leave the area. [BasNews]

DaeshDaily comment. This is cynical from all angles, and there are many such reports. They will arrest you or kill you for trying to escape, unless you pay them off. It sounds like a Mafia extortion scheme. It also shows how desperate Daesh has become financially, however, after having its oil and other assets bombed incessantly for the past two-plus years.

 

Azaz

An opposition groups commander says the opposition, supported by the Turkish Army, captured the Kurdish-majority town of Akhtarin on the Turkish border, killing or wounding several terrorists and capturing 5. [ARA]

Local sources say Daesh executed fifteen men east of Deir Ez-Zor, after accusing them of hijacking and theft. [BasNews]

 

A local activist says Russian warplanes destroyed Siyasiya Bridge in Deir Ez-Zor, cutting off the city from its eastern countryside. Warplanes also targeted Daesh controlled areas in the city, near the Panorama Barricade, and near Deir Ez-Zor Military Airport. Daesh targeted Qusour in Joura areas, wounding several civilians. The Twitter account of the Syrian presidency shares remarks attributed to President Assad claiming that Daesh, the Nusra Front, and the “Moderate Opposition” all share the same origin, stemming from “what was called the Free Syrian Army four or five years ago.” [Twitter]

 

Supporters of various Syrian factions opposed to Daesh are tweeting furiously against the Jund Al-Aqsa [Al-Aqsa Soldiers] militia using the hashtag (in Arabic) “The Soldiers [i.e. Jund Al-Aqsa] Are Protecting Daesh.” [Twitter] The Twitter assault broke out after Jund Al-Aqsa members reportedly intervened to secure the release of a Daesh cell that had been captured by Ahrar Al-Sham fighters two days ago. [Twitter] [JustPaste]. Many of the anti-Jund tweets use the hashtag (in Arabic) “Jund Al-Afraa” which rhymes with the group’s name but means “Soldiers of Snakes.” [Twitter]

In spite of widely publicized agreements between Baghdad, Irbil, and the Coalition that the PMF will not enter Mosul, a newly released animated video on a PMF YouTube page shows PMF fighters infiltrating a city and attacking animated Daesh fighters. The caption reads “The PMF [Al-Hashd], soon in Mosul.” [YouTube]
