NATIONAL NEWS

Political developments

The CoR held a fiery session today. The majority voted to restore Speaker Jubouri and his two deputies to office. The sit-in MPs tried to stop the session but failed. The official session was attended by 179 MPs. They voted that the previous rump sessions were not valid, in effect reaffirming that Al-Jubouri’s status as Speaker was unchanged. However, the sit-in MPs did make a lot of noise, and one of them threw a bottle of water at Prime Minister Abadi.

The CoR voted to approve five new technocratic ministers nominated by Abadi (Electricity, Water Resources, Health, Labor, and Higher Education). It did not confirm the nominees for Justice and Education. The voting on the Ministry of Foreign Affairs candidate, Sharif Ali Bin Al-Hussein, was postponed because of the objection of the Kurdish alliance. A Turkmen MP says the Turkmen didn’t vote on the new cabinet because there was no Turkmen candidate in it. He also says that the clashes in Tooz and the CoR crisis “didn’t happen by coincidence.” [Sumaria] [Sumaria]

Meanwhile, it was also a dramatic day in the streets, as thousands of Sadrists demonstrated near the Green Zone, demanding a technocrat government and more reforms (photos). [Mada]

 

The United Nations’ Deputy High Commissioner for Human Rights, Kate Gilmore, said both Baghdad and its international supporters were too focused on defeating (Daesh) and had no strategy for mending the country after that. “It is beholden on the international community, which rightly focuses on the military action, to have . . . comparable investment in non-military relief,” Kate Gilmore said after a week-long trip to Iraq.

“The international community must not allow itself to be made complicit with the failed leadership of Iraq,” she said, and urged Iraqi politicians to fight corruption, reform the judiciary and foster reconciliation. “The first thing the politicians of Iraq have (to do is) to set aside their differences and form urgently a coherent, competent government of national unity,” Gilmore said. The Iraqi government issued a statement condemning Gilmore’s interference in Iraq’s internal issues and asking the UN not to damage national unity in Iraq. The statement also said that Gilmore listened to people who don’t want the political process in Iraq to move ahead. [Sumaria]

DaeshDaily comment. This will go down as one of the most ill-timed statements ever made by a UN official in Iraq. With Iraq’s future on the line in today’s session, the lady could only urge that they create a government of national unity. People with more actual knowledge of Iraq would say that the government of national unity it already has is the source of many of its problems, especially its pervasive corruption. Call it the national robbery government. This is the reason for the Prime Minister’s proposal for a non-political cabinet. The lady also wants Iraqi leaders to stop focusing so much on the war against Daesh, ignoring the sacrifices of thousands of Iraqi men and Daesh’s unspeakable  crimes against the Iraqi people. And she is, after all, the Deputy High Commissioner for Human Rights!

    It is not a hidden fact that the UN has a less than sterling reputation in Iraq. The UN failed Iraqi people when it ignored Saddam’s crimes against hundreds of thousands of Iraqis during the 1980s; it failed them again when its sanctions impoverished almost everyone and killed thousands of Iraqi children while top UN officials made lucrative oil deals with Saddam during the 1990s. It bailed out of Iraq for a while in 2003 after the fatal bombing at its headquarters, though we would certainly give UNAMI some credit for its contributions in recent years. If the UN wants to affect better outcomes in Iraq, however, it needs to make public statements that are more competent.

 

Security developments

The Combined Joined Task Force reported 18 Coalition airstrikes yesterday. In Anbar, the targets were in or near Hit (2) Baghdadi, Rutba, Falluja (6) and Habbaniya. There were also strikes around Baiji and Kirkuk (2). In Ninewa, the targets were in or near Sinjar, Kasik, and Mosul (2). [CJTF]

A security source says an IED exploded near a market in Hamamiyat in Taji District, killing two civilians and wounding eight. [Baghdadia]

A member of the Anbar PC security command committee in says “tens” of families are trapped at a checkpoint near Ameriyat Al-Falluja and security forces will not allow them to return to their houses in Ramadi because of the IEDs. [Sumaria]

 

A tribal PMF commander says Daesh is using toy drones (no more than 2 km in range) in its recon operations in the Falluja military sector. He says Iraqi forces have shut down “tens” of these drones. [Mada]

North of Falluja

A tribal PMF commander says the IAA destroyed a Daesh suicide bomber training camp in Mukhtar village north of Falluja, killing “tens” of terrorists. [Maalomah]

Qarma

The commander of Qarma PMF brigade says the IAA bombed a Daesh gathering in Qarma, killing 12 terrorists. The IAA also destroyed several Daesh vehicles and tunnels. He says the IAA intensified its attacks on Daesh in Qarma, preparing for the Iraqi force’s attack. [Maalomah]

Iraqi army 14th division troops killed 77 terrorists, wounded 49, and destroyed 9 machine gun mounted vehicles at 7 combat positions and defused 69 IEDs in the Albu Shijil/Qarma/Nadhem Al-Taqsim military sector. A tribal PMF commander says Iraqi forces liberated Dolab and raised the Iraqi flag over its buildings. [Maalomah]

The Anbar PC says Iraqi forces liberated Dolab after heavy battles, killing or wounding “tens” of Daesh terrorists. [Mada]

Speaking more cautiously, an Anbar Operations commander said Iraqi forces have liberated 75% of Dolab, including the municipal building, the police station, and the central clinic, killing 87 terrorists, including many foreigners. He says Iraqi forces have surrounded the city from 4 sides and Daesh terrorists are caught in small pockets. [SANA]

 

The Jazeera Operations commander says Iraqi forces, supported by Coalition warplanes, killed 23 Daesh terrorists in Dolab, and destroyed 3 vehicle bombs, 4 motorcycles, and 311 IEDs in addition to a weapons cache. [Mada]

 

The Iraqi army 16th division commander says the road between Mhamdy and Hit was cleared of IEDs. The first group of 70 families has returned to their houses in Hit. [MoD Website]

 

The leader of the Albu Nimr tribe says 750 tribal fighters and 100 vehicles headed out today to hold the ground in Hit. [Mawazin]

DaeshDaily comment. In the darkest days of Daesh’s takeover in Anbar, the Albu Nimr was one tribe that showed the courage to oppose them and take the consequences. They are also a tribe that many US servicemen will remember favorably from the “surge” days. Daesh executed hundreds of their young men in Hit and nearby areas, many of them “fingered” by Daesh supporters in the local population. So the Albu Nimr will have plenty of motivation to hold the government’s gains in Hit and keep Daesh from returning.

However, as with many areas in Iraq, the attitudes of city dwellers and the tribesmen living around the city are to some extent conflicting, and some people still living in Hit are complicit in Daesh’s crimes, creating a more than plausible motive to settle scores after the losses endured by the Albu Nimr. Therefore, the government needs to make sure that no arbitrary retaliation and revenge occur under this assignment.

Shirqat

The IWMC says Coalition warplanes bombed Daesh locations in the orchard area on the east side of Shirqat, killing 10 terrorists and destroying a 57mm cannon. [Mawazin]

Samarra

Tooz

A Badr commander warns that Daesh has sleeper cells and incubators in areas near Tooz, and they might infiltrate the District, taking advantage of the current crisis between the Peshmerga and the Shia PMFs. [Sumaria]

DaeshDaily comment. Daesh is lucky to have the Peshmerga and the PMFs as its enemies. They can always kill each other and forget about Daesh. Many photos are published on the internet showing civilians, including women and children, shot by Peshmerga snipers. Killing civilians is definitely not about self-defense.

A security source says Peshmerga continued its heavy shelling on a Turkmen neighborhood in Tooz after reinforcements arrived from Kirkuk. [Baghdadia]

 

The Deputy Governor of Salahuddin says Peshmerga snipers were deployed on several buildings in Tooz. He says one of these snipers shot at a police car, killing a policeman and wounding a captain and two other policemen. [Sumaria]

 

A security source says Peshmerga fighters kidnapped two wounded civilians–an ambulance driver, and a paramedic–at a checkpoint in south Tooz. A Ninewa police source says the Daesh minister of oil, Talib Al-Maytouti, and minister of finance, Saleh Al-Kaabi, were killed by a Coalition airstrike on the Al-Qadisiya area in Tal Afar. [BasNews]

 

REPORTS FROM TURKEY

 

Turkey’s Cumhuriyet newspaper reports that 30% of the population of the town of Kilis, in which a total of 17 people have been killed and 61 injured by shells fired from Daesh-controlled parts of Syria, has deserted the town and many families have put their homes up for sale. [Cumhuriyet]

Turkey’s Minister of Foreign Affairs says the United States will deploy a system of satellite-guided rockets on the border near the Syrian city of Manbij in response to Daesh shelling on Turkish lands. [Sumaria]

 

The Turkish Deputy Prime Minister says military reinforcements will be sent to the Syrian border in addition to recon drones to monitor Daesh activities on the Syrian side. [BasNews]

 

An Iraqi intelligence source says Daesh is still smuggling oil to Turkey on average of 100-150 fuel tanker trucks per day. [Harbi]

 

REPORTS FROM SYRIA

 

Coalition military forces conducted seven airstrikes in Syria, in or near Manbij, and especially Mare’ (6), hitting four separate tactical units and destroying two fighting positions and two vehicles. Strike assessments are based on initial reports. All aircraft returned to base safely. [CJTF]

 

Northeast (Hasaka, Raqqa)

Local sources say Daesh restored the internet service in Jarabulus and Manbij after installing spying and monitoring systems. Daesh had cut off the internet in early February. [Hawar]

 

A local activist said Daesh terrorists whiplashed a woman publicly in Manbij because she refused to marry her daughter to a Daesh terrorist. [ARA]

 

Kurdish military sources say Nusra and other Islamic groups attacked YPG positions south of Azaz, and heavy clashes are still going on. [BasNews]

 

Northwest (Aleppo, Idlib)

Turkish security sources say Turkish drones destroyed 2 Daesh rocket launchers, 12 and 26 km south of Kilis on the Syria side of the border, killing 11 Daesh terrorists. The sources also say Turkish artillery destroyed a Daesh 3-story building. [Anadolu]

 

An opposition group commander says Turkey-backed opposition groups continued their attacks to regain Al-Ra’i city and exchanged heavy shelling with Daesh. Daesh targeted residential areas in Joura in Deir Ez-Zor, wounding several civilians, including a lady and a child. Syrian warplanes launched intensive airstrikes on Sinaa and Haweiqa in addition to the artillery shelling on the 2 neighborhoods. A Syrian military source says Syrian warplanes bombed Daesh locations east and south of Deir Ez-Zor airport, killing several terrorists and destroying their vehicles. The bodies of two African men, most likely Daesh members, were found shot southeast of Sirte. It is unclear whether the men were killed by Daesh or by people from Sirte. [Libya24]
