REPORTS FROM IRAQ

The spokesman for Anbar GC says their sources could not determine whether Daesh “caliph” Awwad Baghdadi was hit in the airstrike on Sunday in Western Iraq. However, he does say that Baghdadi was in the targeted convoy. [Etejah]

The lead Daesh spokesman, Taha Hamama, calls himself Abu Mohammed Al-Adnani, in a rambling statement that reflects Daesh’s ideology, he says Russia and America will be defeated; that America is weak and had to ask Australia, Turkey, Russia, and Iran for help against Daesh. He says “we dragged you to fights in Afghanistan and Iraq and now in Syria”. He says they will drag the Americans to the final battle in Marj Dapeq, where in accordance with a Daesh prophecy the US will be defeated completely. [YouTube]

DaeshDaily comment. The Marj Dapeq prophecy is considered false by most Muslim scholars.

Hamama says President Obama thought he could defeat Daesh by air and through his allies and so delayed a land attack, though it would fail anyway. He says Iraqi forces and the US have announced many times they took Baiji but Daesh is still in control of the refinery and many areas in Baiji. He says Americans think they are winning when they take a village here and a town there and kill some Daesh from time to time. After threatening the US, he threatened the anti-Daesh armed groups, including Al-Qaeda. He also says Daesh will continue its takfir—killing, destroying, and creating chaos.

He also says the Muslims in the West are living in humiliation and asks them to join Daesh.

He asks Daesh supporters in Saudi Arabia to rebel and praises the 2 brothers who killed their cousin, a soldier. He says what the brothers did was better than “dozens of car bombs” and ask Daesh supporters in Saudi Arabia to fight even with knives and ropes.

DaeshDaily comment. We reported sad incident of the cousins in Saudi Arabia on October 8. It happened in September and many Daesh supporters online condemned it, saying it was not ordered by Daesh leaders. What will they say now, after Adnani endorsed it?

In the same audio statement, Adnani belatedly acknowledges the death of Abu Mutaz Al-Qurashi, aka Abu Muslim Al-Turkmani, Daesh’s supposedly No. 2. He says in a threatening way that Americans should not be happy with this. The US announced the terrorist was killed in an airstrike near Mosul on August 22. [YouTube]

DaeshDaily comment. This is a propaganda speech issued at a bad time for Daesh, when it is on the defensive in Iraq and Syria and losing some of its top leadership. The intention is to reassure Daesh’s international audience that things are OK and everything is on track. This is also an invitation to Daesh supporters in other countries to contribute to the “victory” of the caliphate by killing people where they live. It is also a threatening statement to supporters of other armed Arab groups to show solidarity with Daesh and join it. In general, it is intended to project strength at a time when the caliphate seems to be weakening.

A Sistani rep also visits Baiji and asks the PMF troops to coordinate with each other and to keep citizens’ properties safe. [Buratha]

DaeshDaily comment. This is a euphemistic phrase meaning to stop destroying the homes of people the PMFs decide they don’t like. The hostility generated among the Sunni population makes this tactic counter-productive.

Today DaeshDaily is not publishing a full update because of the national holiday in the US. However, there are major developments in Iraq that you may need to know about, thus this Special Edition.

IRAQ

ANBAR

Western Anbar

Al-Suqoor Intelligence Cell says several top Daesh commanders were killed in an IFP airstrike on Awwad Baghdadi’s convoy in Al-Karabilah on the Syrian border Saturday. It names nine of them. Some reports yesterday said that Baghdadi himself was killed but the MoD said it has not verified that. [SIC Facebook Page] [Sumaria] [Ghad]

KURDISTAN

A major political crisis has erupted in the KRG. Prime Minister Nechirvan Barzani informed Gorran’s government ministers and MPs, including the Speaker of the KRG Parliament, the Minister of Interior and the Minister of Peshmerga Affairs, that they are being removed from the Cabinet and are not welcome in Erbil. The Speaker said a checkpoint at Altun Kupri, in Kirkuk near the KRG line, prevented him from entering Erbil. He also says the Parliament could work in any city in Kurdistan.

A Gorran official says Gorran refuses to accept the KDP’s orders and their officials will remain in their jobs. The KDP has not been supported so far by the other three parties in the current five-party government and does not have a majority on its own. A PUK MP described the KDP actions as a “coup against democracy”.

The KDP accuses Gorran of fomenting the recent violent demonstrations in Suleimaniya. KDP sources also accuse the PUK and the PKK of starting the violent demonstrations.

Later on, a KDP official says the Speaker was prevented from going to Erbil “for his own safety”.

[Rudaw] [Sumaria] [Rudaw] [Rudaw]  [Rudaw] [Sumaria]

DaeshDaily comment. Accusing the PUK along with Gorran makes everything worse, as it makes this an Erbil vs. Suleimaniya issue, reopening a lot of old political and personal wounds. Beyond the demonstrations, which were marred by criminal behavior that should be punished, the larger issue is the determination of President Barzani to continue as President even though he has no constitutional authority to do so. Attacking the demonstrations is a way to distract people from the larger issue but won’t resolve it.

Western Anbar

A source in Anbar Police says Daesh executed 19 men publicly after Friday prayers in Al-Qa’im, accusing them of cooperating with Iraqi forces. [Mada]

DaeshDaily comment. This story and the Hit executions seem to reflect the same pattern seen in Ninewa and elsewhere. As local opposition to it grows, Daesh responds by executing people, often publicly, to intimidate the population into staying in line. It’s cruel, it’s awful, and it’s a sign that Daesh’s grip is weakening.

An informed source says the Salahuddin Court issued an arrest warrant for Ahmed Nadhem Al-Jubouri, a member of the Salahuddin GC, on terrorism charges. [Sumaria]

DaeshDaily comment. This report comes as a surprise to us. IRFAD worked with Mr. Jubouri between 2009 and 2011 when he was an assistant to the Governor of Salahuddin, during a local government support project funded by a European organization. He went out of his way to be helpful. We will suspend judgment until we confirm the report by this “informed source.”

An IFP source says the IFP’s 10th Brigade stopped a Daesh attack on Mkaishifa south of Tikrit, destroying a vehicle and killing those inside it and forcing the rest to flee. [Harbi Press]

Some MPs have confirmed the reports but say the government is not providing a lot of details. Some sources say the government is negotiating with some “sleeper cells” of Sunni armed groups, to release Baathist prisoners, convicted former demonstration leaders including former political leaders, and men from armed groups, in exchange for having those groups participate in the fight against Daesh. KIRKUK

A Peshmerga source says Kurdish forces opened secured passages for the Arab displaced families escaping Daesh controlled areas to Dibis, 55 km (34 miles) northwest of Kirkuk city. [Mada]

Local sources say Daesh kidnapped 200 people from Al-Hilwat Village in Al-Zab in western Kirkuk province, accusing them of providing information to the Peshmerga and Iraqi forces about Daesh locations. [Asia]

DaeshDaily comment. This is a typical Baathist procedure that Daesh has also used. If you suspect some unknown person, you arrest dozens or hundreds of people from the same area, torture them, and someone will confess. We can’t see how 200 people could be giving information. These and other incidents repeatedly show the influence of Baathists within the Daesh leadership.

OTHER GOVERNORATES

Kurdistan

A security source says hundreds of people demonstrated in Qalat Diza in Suleimaniya province, demanding to settle the conflict over the presidency of Kurdistan, held by Masoud Barzani. The demonstrators attacked and burned KDP offices. [Ghad]

A KRG parliament member says 7 people were killed or wounded in the demonstrations. [Sumaria] Another source says 4 were killed and 17 wounded, including the District Police Chief. The demonstrators finally took over the building and burned it. [Qurtas]  The demonstrations started in front of the hotel where leaders of the 5 major political groups in Kurdistan were meeting to discuss the presidency issue, then the demonstrators moved to the mayoralty building. [BasNews]

DaeshDaily comment. This is even more complicated than it sounds.

Barzani is term-limited and completed his allowed tenure, but his party the KDP engineered a two-year extension that has also run out. The KDP does not have a majority in the KRG parliament to pass a further illegal extension and the other parties have not supported that, but Barzani has maneuvered for a further extension anyway. The scheduled election date has passed.

Barzani’s support has always been far lower in Suleimaniya than in Erbil and Dahuk, which helps explain the location of the demonstrations. In Erbil and Dahuk, however, many still regard the Barzanis as the ruling tribe. Masoud is the only President that Iraqi Kurdistan has ever had.

[Mada] Members of the Security and Defense Committee demanded to meet with PM Abadi and ask him about the Quadripartite Coalition. [Iraq Press]

DaeshDaily comment. This attack shows that Daesh is still active in Diyala and capable of targeting even the Baquba area, officially liberated months ago. This raises a question about the future of Iraq, even after the liberation of Anbar and Ninewa. Daesh will still be around and still a challenge to national security.

DaeshDaily comment. This video is interesting because someone in the background is saying “people who stay in other people’s houses should respect the house and its furniture”. We’re guessing those ill-mannered “visitors” are in a guesthouse for foreign Daesh terrorists. The video shows no human casualties and is published by an entity called “Iraqi Spring Media Center,” which says everything happening now in Iraq is a kind of peaceful resistance.

A local PM commander says Iraqi forces, supported by Iraqi airpower, are advancing towards Qarma center. [AIN]

DaeshDaily comment. There are so many success stories issued about Qarma from the government side, like a daily drumbeat, that one wonders how there can be any part of it left that has not been captured. This of course makes one wonder how meaningful these stories are.

BAGHDAD

A Shia MP says the new four-country coalition has created differences among Shia MPs. Some are supporting the new coalition and some are hesitant to give it any military role. [Sumaria] The significance of this statement is apparent from bizarre statements made by others in Baghdad.

A PMF senior commander says there is a possibility Iraq will provide GPS locations of Daesh targets to Russian jets. Presuming to speak for the government, he says the work of the Quadripartite Coalition has started and there are recon missions on the Iraqi-Syrian borders. [Mada]

A member of the Security and Defense Committee in the CoR says the Committee discussed the Quadripartite Coalition and will send a suggestion to the Iraqi government to ask Russia for airstrikes on Daesh in Iraq. [Buratha]

DaeshDaily comment. Statements favoring Russian air strikes in Iraq are dangerous. Russian and American planes are not likely to share air space over Iraq. Such statements from parliament members on an important committee raise large doubts about their competence. Perhaps the critics should consider how the war against Daesh would be going without the Coalition airstrikes.

In a related story, the Deputy Speaker of the CoR says the results of Coalition operations against Daesh are not proportional to the size and abilities of the 60 countries in it. [Sumaria]

DaeshDaily comment. We mentioned earlier that a few of our Iraqi military sources told us they give GSP locations to the Coalition but many of the targets don’t get hit. The same statement is being made lately by Iraqi officials. In our opinion this reflects a misunderstanding that can be overcome. The Coalition probably has its own technical reasons for not pursuing some targets but this message is not being shared on the Iraqi side. Better feedback to the Iraqis might help to defuse the issue.

He also says Kurdish security officials in Baghdad are not communicating the information about the new Coalition in Baghdad to the KRG. By prior political agreement, the Iraqi military’s Chief of Staff should be a Kurd but the position is currently held temporarily by an Arab. [Rudaw]

A delegation from Verso Il Kurdistan Associazione, an Italian organization, visits PKK-affiliated units in Kirkuk. The delegation wanted to go to Syria earlier but the KRG prevented them. [ROJ]

DaeshDaily comment. It is unusual to see a story showing that the PKK is in Kirkuk. There has been a PKK presence in Sinjar in Ninewa too, and YPG Kurdish units in Syria are presumed to include PKK fighters. Meanwhile, it is at war with Turkey, is still officially opposed by Barzani, and is a US and internationally-recognized terrorist organization.

DaeshDaily comment: A Yazidi community leader told us last year that the PKK are recruiting a lot of Yazidi young men and women, especially after it got good reputation for saving thousands of Yazidis from Daesh. The leader expressed his concern, saying Yazidis are peaceful people and don’t want to be dragged to the conflicts in the region.

The Commander of Al-Assad (the Lion) Brigade (a group of tribal fighters from Baghdadi and Barwana in Haditha) also asks Abadi for the same thing. [Sumaria]

DaeshDaily comment: The Iraqi government is training and arming tribal fighters from Anbar but many Shia politicians say that some of these fighters were part of other Sunni armed groups that were fighting the Coalition and the government since 2003 but refused to join Daesh later.

Hit/Haditha

The Jazeera Operations Commander says the Coalition bombed Daesh near Baghdadi, destroying a rocket launcher and heavy machine guns. [Mada]

An MP from Dawa bloc in the CoR says there are disputes between Abadi and others in the Shia Coalition because Abadi is depending on the advice of his executive team without consulting his partners in the Shia Coalition. [Maalomah] Another Dawa MP asked PM Abadi to explain his remarks 2 days ago where he allegedly compared former PM Maliki to Saddam. [Maalomah]

The Badr Commander says he respects the Iraqi government decision to allow the Coalition to bomb Daesh in Iraq but they have 3 “red lines:” establishing an American base in Iraq, bringing in American ground troops, and arming people outside the government. He also says he supports the Russians’ involvement in the war because they are “serious”. He says if the Coalition were serious they would have stopped Turkey from sending thousands of terrorists to Iraq and Syria. [Mada]

DaeshDaily comment. Aside from the anti-American slant now coming from the Badr militia, this arrogant statement highlights one of Iraq’s core problems: the instinct to be sectarian no matter what the cost to the country. Some people are slow learners. The even larger problem is having militia leaders presuming to speak as if they were the prime minister.

The Governor of Kirkuk says he will have to depend on other resource, like collecting electricity and services fees from the citizens, if the central government doesn’t pay Kirkuk’s allocations. [Mada]

DaeshDaily comment. This raises a question. The KRG seized Kirkuk city and some surrounding area when the Iraqi Army collapsed there in June 2014. How much is the KRG contributing to Kirkuk’s budget?

NINEWA

Ninewa GC elects Nawaf Hamadi Al-Aqoub as the new Governor. [Mada] Former Governor Atheel Al-Nujaifi says electing Al-Aqoub will make the local government “lose its popularity.” Nujaifi supported another candidate. [Mada] Nujaifi also says he doesn’t trust the new Governor and will not support him. [Sumaria]

DaeshDaily comment. The real meaning is more like this. The Iraqi forces suspect that many of the returning families are pro-Daesh, but usually don’t know which ones. The trench is intended to somewhat secure the area before people return by setting up a communications barrier to contact between the guilty residents and Daesh fighters. (Yes, we do know this is confusing.)

A security source says clashes erupted between Daesh and the pro-Baathist Naqshbandi Army (JRTN) in Abbasi, and 28 from both sides were killed in the clashes. [Mada]

DaeshDaily comment. Another clash between Daesh and the JRTN, their former allies. An explanation of the specific issues would be a clue to the internal dynamic in Iraq. It will not be surprising if the JRTN and other Baathists start to distance themselves from Daesh. They still have to live in Iraq after Daesh is gone.

NINEWA

The Iraqi Special Operations Command says the Iraqi F-16s bombed Daesh in Qayara and Mosul yesterday, killing many terrorists including Daesh’s deputy wali of Qayara, its Dijla wali, intelligence coordinator, a sharia official and its “minister of health,” in addition to destroying a car bomb factory and 8 vehicles. REPORTS FROM IRAQ

ANBAR

The spokesman of the Iraq War Media Cell (IWMC) now says he didn’t refute the reports about Coalition artillery fighting in Anbar. The Commander of the Iraqi 7th Division had said Coalition rocket-launchers had participated in the Anbar battles. The IWMC said in a statement on September 28 that the Coalition artillery did not participate in Anbar. [Sumaria]

DaeshDaily comment. So now he is refuting his reported refutation, while leaving obviously important questions unanswered. We have to say we are not so impressed in general by the IWMC’s work. Their reports are not comprehensive, don’t cover all military operations, simply ignore bad news (and some good news), and are difficult to read most of the time because IWMC issues the reports in a disorganized way.

The Deputy Governor of Baghdad Governorate says all infrastructure projects were stopped in Tarmiya and Abu Ghraib because of the deterioration in the security situation. Some of these projects will be given to more secure areas in Baghdad. [Ghad]

DaeshDaily comment. This is part of the “vicious cycle” in Iraq. Terrorist activities stop government projects, which deprives people of services and creates more resentment, which leads to more people joining terrorist groups, then more terrorist activities.

The major Sunni bloc in the Iraqi CoR expresses its “strong reservations” towards the “Coalition of 4” and says they were not consulted about it.  [Sumaria]

DaeshDaily comment. During his visit to New York, Abadi is facing a lot of criticism at home–from Sunni, Shia and Kurdish MPs. Some of it seems petty. A Shia MP close to Maliki described Abadi’s speech as “shameful;” a Kurdish MP criticized him for not mentioning the Kurds; a Yazidi MP criticized him for not mentioning the Yazidis; a PMF spokesman criticized him for not mentioning them.
