BAGHDAD

An MoI source says an IED exploded near a Shia gathering in Nahrawan in east Baghdad, wounding 8 people. [Mada]

DaeshDaily comment. The annual Shia ceremonies for Ashura have started. Hundreds of thousands of people are walking to Kerbala and there are many guest services locations run by volunteers along the roads to Kerbala. Every year these gatherings get attacked by Daesh or other Sunni armed groups, especially in the Baghdad area. This is the first reported attack for this Ashura.

A Council of Ministers source says Prime Minister Abadi will sue the Speaker of the CoR for not implementing the 30% cut on the MPs salaries. Abadi issued the cut within his reform package 3 months ago. [Ghad]

DaeshDaily comment. The CoR salaries are highly excessive and 30% is not an unfair reduction, but we think it will be argued that CoR salaries are not, legally speaking, under the PM’s authority.

The Chairman of the Security and Defense Committee in the CoR says PM Abadi “has no right” to give guarantees to the US that Russia will not conduct airstrikes in Iraq. Reports say the PM assured the Americans he won’t Russian request airstrikes on Daesh. [Rudaw]

A KRG official meets with a representative from the Iraqi Ministry of Migration to discuss the legal affairs of the displaced persons in Kurdistan and how to provide them with services. The official says 286,000 displaced families are living in the IKR. [Rudaw]

SOUTHERN IRAQ

PMF commanders say Jurf Al-Sakhar and its surrounding areas in North Babel, which were liberated from Daesh more than a year ago, are still not habitable because of land mines, IEDs, and booby-trapped houses. They also say many Daesh members are trying to return with the displaced families. The Ministry of Environment signed a contract with a German company to remove the land mines but the contract was not implemented because of the financial crisis. [Ghad]

DaeshDaily comment. This area was one of the main strongholds of Daesh, and AQI before that. Thousands of people were killed while traveling on the road between Baghdad and the southern governorates before it was liberated last year. The area is mixed Sunni and Shia and many Sunni families say they are not allowed to return to their houses. This problem is happening and will happen in many former Daesh-controlled areas. Even in Sunni areas in Salahuddin, the tensions between the tribes are very high because of Daesh crimes, and Sunni tribes are not allowing some families accused of being Daesh associates to return.

REPORTS FROM SYRIA

Christian organizations in Jazeera oppose the PYD’s latest move to change the school curriculums to the Kurdish language. The PYD also prevented Kurdish children studying in private Christian schools from going to their classes in order to force them to study in Kurdish in the public schools. [Welati]

DaeshDaily comment. This is a seriously negative development indicating that the PYD intends to establish its own governmental entity in northern Syria and will force non-Kurds to live under their rules. The US is supporting the YPG militarily but hopefully this will not include any implied approval for self-serving PYD power plays like this. Such moves are likely to anger Arabs and increase support for Daesh.
