NATIONAL NEWS

On Saturday morning, after the cabinet confirmation discussions resumed but before the CoR could finish voting on the new cabinet, Sadrist protestors entered the Green Zone in Baghdad. It is not clear why or how the Iraqi Army at the checkpoints allowed the protestors to enter, but some protestors entered the parliament building. A Shia MP from Fadhila Party was assaulted, and other MPs were humiliated, but most of the MPs were escorted out safely. The Sadrist demonstrations committee then gave the protesters orders to leave the Parliament building and head to the Crossed Swords parade ground within the Green Zone. Several Shia PMF units, including from Badr and the AHH, were deployed to protect the perimeters of Baghdad.

 

The CoR rapporteur says it is highly unlikely the CoR will resume its sessions this week, warning that the entire political process could collapse because of Prime Minister Abadi’s weakness. [Mada]

 

The Sadrists withdrew from the Green Zone on Sunday, after being so ordered by the Sadr demonstration committee. The committee issued a statement saying the CoR should vote on the technocrat government otherwise they would remove the leaders of the three presidencies. [Mada]
DaeshDaily comment. All the political baggage of Iraq seems to be loaded onto this situation, which makes for instability. As for Al-Sadr, he seems willing to break the entire political process if necessary in order to increase his own power. By contrast, we notice that the Shia marjiya is silent. The other Shia groups could unite and overcome Sadr’s effort to break the process, but that won’t happen without the uniting voice of Sistani.

    Of course, the other side of the problem is the refusal to date of too many CoR members to support a reform government.

 

The MoI says it’s not responsible for the Saturday CoR break-in. It says Baghdad Operations Command and the Green Zone security division are responsible for the security of the Green Zone. [Sumaria]

 

A source in Najaf airport says Moqtada Al-Sadr left for Tehran. [Mada]

Meanwhile, millions of Shia arrived in Baghdad to commemorate the anniversary of the death of Imam Kadhem.  [Sumaria]

 

The United States Embassy in Baghdad issued a statement condemning the Daesh suicide attack in Samawa and the terrorist attacks on Shia pilgrims in Baghdad. [Facebook]

 

Amnesty International says Iraqi terrorism suspects are held in “shocking” conditions. [Amnesty]

The Combined Joint Task Force says the Coalition conducted 18 airstrikes on Daesh in Iraq: in Baghdadi (2), Hit (2), Falluja (4), and Habbaniya; in Kirkuk (2), and in Kasik (2), Mosul (3), Qayara, and Sultan Abdullah.)  [CJTF]

There were 410 Iraqi civilians killed in April (including 11 federal police, Sahwa civil defense, personal security details, facilities protection police, fire department), and the number of civilians injured was 973 (from the same organizations, including 20 federal police). A total of 331 members of the Iraqi Security Forces (including Peshmerga, SWAT and militias fighting alongside the Iraqi Army but excluding Anbar Operations) were killed and 401 were injured. (Civilian and military casualties together thus totaled 741 killed and 1,374 injured.) The overall casualty figures are down from March, when a total of 1,119 were killed and 1,561 injured. Daesh issued a video threatening Shia with more attacks. [AKI]

DaeshDaily comment. Even with its military losses in Iraq Daesh can still attack Iraqi civilians in many places. Even if Daesh is defeated militarily and Mosul is liberated, there is still the risk that Iraq will revert to the sectarian conflict that brought Daesh into the picture in 2013 and early 2014. Daesh will keep on killing Shia civilians, and some Shia elements will cooperate with their strategy by retaliating against Sunnis, creating more anger among Sunnis. This story never seems to end.

Daesh, and the AQI before that, used Shia pilgrimages and ceremonies as an opportunity to attack civilians, because of the masses of people they attract. Such attacks are not intended to prevent Shia ceremonies. Daesh just wants high casualties and the resulting heavy media attention. However, Daesh attacks persuaded even more Shia to join the ceremonies. It is an identity issue more than a religious issue.    

 

BAGHDAD

An intelligence source says security forces captured 4 members of a Daesh cell responsible for developing explosives and chemical weapons. He says the cell includes a chemistry professor and a biology researcher, in addition to 2 former members of Saddam’s military industry commission. The cell made explosives and chemical weapons from items sold at the local market, using Turkish-made equipment for mixing and storing the materials. [Mada]

An MoI source says an IED exploded near a market in Tarmiya District, killing one person and wounding eight. [Mada]

A parked car bomb exploded in Dora (but next to Saidiya) targeted Shia pilgrims, killing ten people and wounding thirty. South (Baaj, Hatra)

A Ninewa police source says Coalition warplanes destroyed a Daesh training camp in Baaj killing the Daesh wali of Baaj along with 3 others. [BasNews]

 

KURDISTAN

An informed Kurdish source says the Kurds put in place 3 conditions for participating in the Ninewa liberation campaign. The conditions are: (1) making Sinjar a governorate that belongs to the KRG; (2) making Christian areas in Nineveh Plains a separate governorate, and also the Turkmen areas, with the option to join the KRG permanently or stay with the National government; and have the Sunni areas including Mosul become their own governorate. The sources say the KRG President Barzani told the Coalition that an agreement should be reached on these things before starting the liberation operations. The KRG-appointed Mayor of Sinjar says he requested from Barzani to make Sinjar a 5th governorate within Kurdistan. He says the Peshmerga is already in charge of 31 administrative units (the implication being they can’t be dislodged anyway). [BasNews]

 

KDP and Kurdish Islamic Union officials say the PKK are still “kidnapping” kids from the KRG areas. They say the PKK “kidnapped” 17 children from Karmayan in southern Suleimaniya, and put them in schools in Sinjar to train them as PKK fighters. [BasNews]

 

The KRG decided to send a wounded Yazidi girl to Italy for treatment. She was one of three girls who escaped Daesh, but an IED exploded on them, wounding her and killing the other two. [Rudaw]

 

SOUTHERN IRAQ

Muthanna

The Deputy Governor of Muthanna in far southern Iraq says thirty-nine people were killed and seventy wounded in the car bomb attacks in Samawa on Sunday. He says the car attack happened due to a security breach. He also says the Ministry of the Interior has imposed security commanders on the governorate, and blamed the “confused” political situation in Iraq. [Ghad]

A security source says that the National Security Agency knew about the 2 car bombs in Samawa but they didn’t capture them in order to keep the identity of the secret informant hidden. He also says that security forces evacuated people from Samawa but the two bombs were detonated prematurely when the terrorists realized they have been followed by security forces. [Mawazin]

 

Daesh claimed responsibility for the attacks and published photos of the suicide terrorists. [DawaAlhaq]

 

The Muthanna Chief of Police says security forces in the governorate had gotten information about the vehicle bombs 10 minutes before the explosion. He says there is no coordination between federal security agencies and their counterparts in the governorate. [Maalomah]

 

Dhi Qar

The Governor of Dhi Qar issued a statement saying he raised the security alerts in the governorate following the vehicle bomb attack in neighboring Muthanna. [Ghad]

 

Qadessiya

Security forces in Diwaniya published the photos of 2 Daesh terrorists caught while trying to smuggle 2 car bombs into the city. [Ghad]

The Turkish Ministry of Interior says the terrorist who conducted an attack on Gaziantep on Sunday was linked to Daesh. 2 policemen were killed and twenty two wounded in the attack. [BasNews]
