REPORTS FROM IRAQ

IRFAD sources in Baghdad have reported a potential deal, allegedly suggested by Qatar’s Minister of Foreign Affairs in a visit to Erbil two days ago, that would allow Daesh to leave Falluja and give control of the city to a tribal council. The sources say the Iraqi leadership refused even to meet the delegation coming from Erbil to discuss the deal. There are some elements in the government trying to make it happen, however, and there is talk about threats against the government if it doesn’t agree.

We could not verify this report from other sources, but if true it’s troublesome. Falluja is the symbolic focus of this nasty conflict. Losing in Falluja could be the beginning of the end for Daesh in Iraq, and both they and the government know it. Abandoning the Falluja campaign now would be a victory for Daesh. Falluja, since 2003, has been the Iraqi city most hostile to the government, one reason it was Daesh’s first major target in Iraq. Daesh’s departure from the city would leave effective control with the same people, many of them Daesh supporters. The civilians need to be protected and the city should be given back to its citizens, but not through a cynical deal that gives Daesh another life.

ANBAR

Iraqi Minister of Defense says military operations in Anbar are going according to plan and Ramadi will be liberated soon. He says Iraqi forces are very close to the city’s borders and the second stage will be about liberating the city. He says the military operations need airpower cover, which is being hindered by the high temperatures. [BasNews]

BAGHDAD

A member of the Security Committee in Baghdad GC says Iraqi security forces are facing a problem with the rural areas around Baghdad, where some people are providing secure locations and transportation to the terrorists. He says the security forces need K9 units, for which the GC has provided the necessary funds, but corruption may be preventing the deal from happening. [Al-Maalomah]

Other politicians blamed the government’s “austerity policy” for preventing the purchase and installation of security cameras. They say Iraqi security forces can’t infiltrate the sleeper cells and have to depend on chance or luck to foil terrorist attacks. Members of the Security Committee in the Iraqi Parliament say the terrorists have already infiltrated government agencies and are using official cover and government vehicles to carry out their attacks. [Al-Mada] Meanwhile, the Security and Defense Committee says Iraq has spent 149 billion dollars on weapon deals since 2003. [Xendan]

DaeshDaily comment: Security cameras are desperately needed, conceding that effective camera systems are expensive and many would need 24/7 staffing. Austerity policy or not, however, the Iraqi government’s record on surveillance devices has been embarrassing. It is still using the known-to-be-worthless explosive detectors that were purchased in one of the shadiest deals in Iraq history, even though the scandal was exposed some time ago. By contrast, there has been no significant security breach at Baghdad airport for years, partly because of its K9 units with bomb-sniffing dogs. Iraq is spending billions of dollars on security but the government can’t even create and train a couple dozen K9 units. Even under an austerity policy, you can buy a lot of Alpo.

DaeshDaily comment. We have reported an increasing number of incidents lately in which Daesh personnel were attacked in the Mosul area, mostly by unidentified people. We don’t yet know whether this pattern reflects a plan. At the same time, we have seen more reports of Daesh executions, like those above, usually a sign that Daesh is getting nervous.

Local sources say the Kurdish soldiers clashed heavily with the Syrian Army in Hasaka after the Army units tried to expand into the Kurdish controlled areas. [BasNews]

DaeshDaily comment. Hasaka Governorate and city are largely Kurdish, with a significant Assyrian Christian minority, which helps explain its importance to the YPG. The earlier Daesh takeover of much of this area forced many to leave. Reports indicate that the Kurds have been able to take much of it back, but the Syrian Army has also been active in the area.
