REPORTS FROM IRAQ

BAGHDAD

Political developments

The Ministry of Finance reports that Germany will give Iraq a 500 million euro loan for public services projects in the liberated areas. [Sumaria]

The Ministry of Foreign Affairs says the Saudi Ambassador promised not to repeat his statement against the PMFs after he was called to the Ministry on Sunday. The Ambassador appeared on Sumaria TV and said the PMFs are not accepted in some Iraqi areas, which was considered by the Ministry as interference in Iraqi internal issues. [Sumaria]

Jawad Al-Telaibawi, the spokesman for AAH, said that the preparations for further PMF military operations are halted due to American pressure on the Prime Minster, adding that the Americans succeeded in limiting the PMF role in Anbar for their own interests. [Mawazin]

DaeshDaily comment. A couple of days ago the same spokesman said the preparations to launch a massive attack on the Makhoul Mountains were finalized.

The general secretary of Asa’eb Ahl Haq (AAH), Qais Al-Khazali, met with Jan Kubis, the UN representative and head of UNAMI, and discussed international issues and recent Muqdadiya incidents. Al-Khazali assured Kubis that the PMFs are not trying to replace the Iraqi security forces. [Buratha] [But see next story]

Security developments

Daesh Daily sources in Baghdad have told us that Shia militiamen are killing women they accuse of prostitution. This is not a new thing in Baghdad, but these militias seem more aggressive toward women since joining the PMFs.

DaeshDaily comment. Exploiting poor women through prostitution is unacceptable, but killing them is a much bigger crime, even assuming they were actually prostitutes. These are thugs taking advantage of their militia cover, acting as witnesses, judges and executioners to show their dominance over unprotected women. If the government cannot stand for the weak in Baghdad, why is it bothering itself in Mosul or Anbar? Daesh is only one part of a much bigger problem in Iraq; the absence of the rule of law.

6500 new and used rifles and 7 million bullets are being sent by the Czech Republic to Iraq via the US, the Czech government said, adding that ammunition is also being provided to Jordan as part of the effort to confront Daesh. [Maalomah]

Daesh says nine PMF fighters were killed in an IED explosion in a market in Mahmudiya in south Baghdad. [A3maq] [JustPaste]

DaeshDaily comment. Everyone in a Shia market is a PMF fighter for Daesh, including women and children. But Mahmudiya is a mixed Sunni-Shia area. A3maq, Daesh’s media, omitted the work “market” from its report.

According to security sources:

Two police stations in Ramadi, Al-Qatana and Malaab, were reopened on Monday and started operating, according to an Anbar police commander. [Sumaria]

Commander of Anbar Ops, Major General Ismail Al-Mahalawi said today that families of Daesh members will not be allowed back to Ramadi. He added that this decision was reached during a meeting with Anbar Council members in Habbaniya. He added that people who join Daesh cannot be tolerated. [Maalomah]

DaeshDaily comment. The same issue has arisen in all liberated areas. The people who lost family members or whose houses were destroyed are not willing to let Daesh members’ families live near them. Mahalawi is from Ramadi and most likely his family members were targeted by Daesh. Through our contacts with local leaders in Anbar, we know they are not willing to reconcile with Daesh supporters in any way. They are even reluctant to talk to the provincial government, as they think its officials left them alone in the fight against Daesh. Daesh has divided the Iraqi community even more deeply than the already existing ethnic and sectarian divisions. A governorate-wide tribal solution, supported by the Iraqi government, in addition to rapid reconstruction efforts, might ease the tension.

Ramadi police found a mass grave in the middle of Ramadi containing over 40 bodies of police and army personnel executed by Daesh before the liberation. Some of the bodies are beheaded, a security source said. [Sumaria]

Falih Al-Essawi, Deputy Chairman of the Anbar PC, said army and security troops left Ramadi and handed it over to the Anbar Police. The Iraqi forces are reorganizing to finalize the campaign on Daesh east and west of Ramadi and in other areas of Anbar.  He added that weapons are arriving from the US, and that the Coalition killed over 40 terrorists in the last few hours. [Qurtas]

1st battalion of the 73rd army brigade initiated a surprise operation liberating the school in Albu Ghanem, one of the most important Daesh command centers north of Ramadi, killing several terrorists and raising the Iraq flag over the building, the battalion commander said.  [Maalomah]

Anbar Provincial Council called on government forces to exploit the collapse of Daesh by expediting liberation of eastern areas of Ramadi District such as Sajariya, Hsaiba, and Juwaiba, so as to connect the area to Khaldiya and consequently allow safe return of displaced families. The area is populated by 12 tribes and 300,000 persons, the Council aid. [Sumaria]

Joint government and tribal forces in Ramadi executed a large-scale operation in Juwaiba and Hsaiba east of Ramadi, killing a leading Daesh figure called “Al-Hajji” and seven of his assistants and destroying three vehicles. A spokesman for the Khaldiya subdistrict council said the delay in completing the battle is due to the presence of large numbers of civilians in the vicinity of likely battlefields. [Mada]

An army helicopter attacked a Daesh gathering in Juwaiba, killing 6 and destroying two vehicles. [Maalomah]

A Daesh tunnel extending from Hsaiba to Madhiq east of Ramadi was found and destroyed by AOC forces today. The tunnel extended to several buildings in east Ramadi. [Baghdadia]

A rocket attack on two Daesh hideouts by the Rapid Intervention forces killed 8 terrorists and inflicted damage on their positions in Hsaiba, AOC said. [Sumaria]

Daesh says its terrorists launched a surprise attack on Iraqi forces in Hsaiba, killing ten soldiers and destroying 4 Humvees, before its fighters returned safely. [A3maq] [JustPaste]

DaeshDaily comment. Given that every other report shows Daesh steadily losing, and Daesh’s reputation for making the news up sometimes, one could be skeptical about this report. We can’t verify either way.

Army artillery destroyed a machine gun-mounted vehicle and killed four terrorists in it, in Sajariya, east of Ramadi, a security source in Anbar said today. [Etejah]

Hit/Haditha

DaeshDaily note. Last week we reported an Iraqi attack on Kubaisa, a Daesh-held city in Hit District. It seemed like a major development. Since then we have seen no report about this from either the Iraqi side or from Daesh about any attack launched or repelled on Kubaisa. Is information being withheld? Was the original story false? We can’t verify what news sources report, and that includes government sources, though we express skepticism about some. We thought you might be wondering what happened on this one. So are we.

Western Anbar

A source in Al-Jazeera Ops Command said today that an attack by Iraqi army and tribal forces on a Daesh headquarters in Horan Valley killed 9 terrorists and destroyed three vehicles. It also destroyed a rocket launching platform, a fuel storage facility, and the headquarters. Horan Valley is in the desert in Rutba District and extends from Syrian to the Saudi border, with a lot of geographic diversity.  [Mada]

SALAHUDDIN

Shirqat

Daesh is now involving its elite “Red Regiments” in Salahuddin and Diyala operations, which is a sign of weakness according to the Diyala representative in the PMF organization, Oday Al-Kahdran. The regiment, mostly composed of terrorists from the Caucasus, was providing personal security to Daesh “caliph” Awwad Al-Baghdad. [Sumaria]

Tikrit

A security source says Iraqi forces attacked Daesh in Mkaishifa, killing “tens” of terrorists and destroying a vehicle. [AynIraq]

KIRKUK

The Kirkuk Governor, Najmaldin Karim, says Hawija and its subdistrict became a crossroads for Daesh terrorists to move to Kirkuk and other cities. He says the Central Government should coordinate with the KRG and with the tribes to liberate these areas. [Mada]

DaeshDaily comment

DaeshDaily comment. We endorse the Governor’s idea. Losing Hawija would be a major defeat for Daesh. However, it seems to us that this is why the Joint forces concept was adopted between Baghdad and Erbil, in which case there is already a mechanism by which to do this.

Local witnesses say Daesh blew up six houses in Hawija, all belonging to Iraqi security personnel. [Maalomah]

NINEWA

Mosul

Coalition warplanes bombed Daesh locations near the University of Mosul, killing 5 terrorists and wounding 7. The main target was the dentistry college, being used as a Daesh command center, which was totally destroyed, a local source said. [Sumaria]

Omar Al-Akari, a Daesh military leader, was among the terrorists killed in the University bombing Sunday night. A local source said that Daesh is trying to hide the news to keep its fighters’ morale up, especially the local ones. [Shafaq]

A PUK official says Kata’eb Al-Mosul killed two Daesh security personnel in Bab Al-Shams neighborhood on the left (east) side of the city. Meanwhile, the Coalition warplanes bombed the former Saddam presidential palace in the Al-Arabi neighborhood on the left side of Mosul, killing “tens” of Daesh terrorists. [PUKMedia]

A mass grave was found by local villagers in Al-Sada Bawiza village, 10 km (6 miles) north of Mosul. A local police source said 50 bodies were found buried there—all army and police personnel, including officers. The victims were killed by Daesh after it occupied Mosul in June 2014. [BasNews]

The attacks on Daesh banks caused the terror group to move their money to alternative locations in Mosul, a security source said. Daesh entrusted an Egyptian terrorist nicknamed Dhu Al-Qarnayn, to supervise money transfer operations. [Shafaq]

DaeshDaily comment. This terrorist is a former Al-Jazeera cameraman. He was supposedly killed by an airstrike in 2014 when he was Daesh’s education minister.

An armed man on a motorcycle shot two Daesh terrorists to death in Qayara subdistrict south of Mosul, a local source said. [Etejah]

A security source says a Daesh emir and his group stole 3 vehicles loaded with weapons and ammunition from the industrial area in east Mosul and fled to Raqqa. The source says the group is loyal to military leader Abu Omar Shishani, this following a dispute between him and Daesh’s leader Awwad Baghdadi. [Mada]

DaeshDaily comment. It does occur to us that this reported split could be an important story, but there are no other stories from which to confirm or evaluate it. With so many prominent Daesh leaders dying lately from Coalition bombs or encounters with Iraqi troops, we should expect some dissension within the ranks.

SOUTHERN IRAQ

Babel. Babel police command said that the counter-terrorism and intelligence units arrested Fadhil Al-Janabi, the mufti of Daesh, in the liberated Jurf Al-Sakhar north of Babel. The arrest was made in Kurdistan. It also arrested the person responsible of blowing up the Al-Fadhiliya Bridge in Jurf Al-Sakhar before liberation, a police commander said. Janabi told Al-Mada he was the sharia officer of the Islamic Army before joining Al-Qaeda in 2007 and becoming its official in Jurf Al-Sakhar and the surrounding areas. [Sumaria] [Mada]

DaeshDaily comment. Many Daesh members from the south and the west left for Kurdistan, taking advantage of the weak intelligence cooperation between Baghdad and Erbil. This arrest is significant because it suggests that cooperation might be improving.

Basra. A wide-scale security operation took place in Zubayr District, west Basra with participation of local police, intelligence, drugs department, and SWAT units, and covered Safwan and Um Qasr in addition to Zubayr. Several wanted persons and vehicles were arrested in the operation. [Mirbad]

North Africa

Egypt

Egyptian police raided an apartment in Kerdasa in the Giza Governorate on Sunday, the Interior Ministry said, seizing explosives like those that exploded in a neighborhood near the Pyramids last week, killing 8 policemen and three civilians according to official figures (after an eighth policeman died of his injuries over the weekend). Libya

While in several Western countries there are signs of increased planning for a large-scale intervention of ground forces in Libya, the Libyan government has rejected the idea of a foreign ground troop presence. The Deputy Prime Minister of the proposed Government of National Accord told the Telegraph (UK) that Libya seeks technical and logistical assistance, and a lifting of the arms embargo on the Libyan military; there is no support in Libya for foreign troops on the ground in Libya. The spokesman of the interim government said on Sunday that Libya only sought military intervention in the form of air cover for its own ground fighters in the battle against Daesh in the Oil Crescent area. Al-Sharq Al-Awsat claims to have obtained access to documents purporting to show that the Al-Qaeda–affiliated “Libyan Combat Group” seeks to form a unified “Shura Council” in Libya with Daesh and the Libyan chapter of the Muslim Brotherhood.
