NATIONAL NEWS

Vice President Biden arrived in Baghdad for a surprise visit and met with Prime Minister Abadi. The Prime Minister’s office issued a statement announcing the meeting but giving no details. [Mada] The

Vice President also met with Speaker Jubouri. [Mada]

President Masoum’s office issued a statement saying he talked by phone with Vice President Biden to discuss political security and economic issues. Biden couldn’t meet with him due to a delay in his arrival in Baghdad, according to the statement. [Mada]

 

The CoR suspended its session today and it will meet again Saturday. It formed a committee to begin negotiations with the sit-in MPs. [Mada]

However, the sit-in MPs suspended their attendance in the CoR and accused Speaker Jubouri of treason. A State of Law MP denied during a press conference the reports that the sit-in was directed by former Prime Minister Nouri Al-Maliki. [Mada]

DaeshDaily comment. Managing a legislative process in Iraq is sometimes like running a kindergarten. Boycotting legislative sessions (refusing to play with the other children) is a tactic for getting one’s way. In Iraq, in the CoR and governorate councils, boycotts have often been used as a tactic to object to some decision, reject decisions made by the majority, or to just show contempt. It goes back to the CPA days. Such tactics are not constructive for institution-building, of course.

    We think there is a way to discourage such boycotts and force legislators to engage instead of leave when they disagree, and sometimes to accept that they are in the minority. Base legislator’s salary payments on attendance. When you attend sessions, you get paid; when you are absent, you don’t. This would discourage both the kindergarten behavior and the CoR’s chronic absenteeism.

 

A CoR source says Speaker Jubouri and his First Deputy Humam Hamoudi went to court today against the sit-in MPs, for the physical damage to the CoR hall. [Mada]

 

The CoR voted favorably and unanimously to declare Sinjar a disaster-stricken city. [Mada]

 

An investigative judge (prosecutor) says Daesh is financing some of its operations through different business ventures, including fish farms and car dealerships. He says investigations revealed that 2,500 fish farms in Baghdad, in addition to car dealerships in many places, generate funding for Daesh. He says some of the local businesses were established by Daesh directly, and others were seized by force, while some of owners agreed to share profits with Daesh in exchange for not being attacked.

The investigative judge also says Daesh reactivated some state-owned factories in its areas and is using hawala (money-transfer) offices for money-wiring services that go to Erbil and from there to other Iraqi governorates. [Maalomah]

DaeshDaily comment. We have reported several attacks against fish farms and car dealerships in Baghdad, and people in those businesses have been murdered, but it was not clear why they were targeted. Starting in 2003, Al Qaeda in Iraq made millions of dollars from extortion, forcing local businessmen to pay in exchange for not attacking them. Daesh continued the practice and made it even more organized. Now it seems that certain of the people murdered were people who resisted the extortion. In this regard, Daesh can be seen as an organized crime organization functionally similar to the Mafia, and supported by corrupt officials and tribal networks.

 

The Combined Joint Task Force reported 15 airstrikes in Iraq yesterday (Falluja (2), Baghdadi (2), and Hit (4) in Anbar; Hawija (1); and Mosul (1) and Qayara (5). [CJTF]

The IWMC says it captured a Daesh terrorist group responsible for explosions in Karrada and Jadriya. It also says security forces confiscated an explosive vest and several IEDs. The terrorist’s plan was to use these weapons against Shia pilgrims on the road to Khadimiya. [Maalomah]

An MoI source says an IED exploded, targeting a van in Hurriya, killing the driver and wounding five other people. [Mada]

DaeshDaily comment. The arrival of Counter Terrorism units is a significant development. These have been Iraq’s elite troops in key battles with Daesh, and have won consistently. Their arrival in Falluja suggests that Falluja has finally become a priority government target.

A PMF Commission member says 4,000 PMF fighters arrived in Salahuddin to secure its borders with Kirkuk. He says security forces are coordinating with the Peshmerga commanders to start attacks on Daesh in Hawija and Bashir. [BasNews]

 

Baiji

A PMF source says Saraya Al-Jihad, a Shia PMF, destroyed a Daesh armored construction shovel on the road between Baiji and Siniya. The source says Daesh wanted to use the shovel to break through the Iraqi defense lines in the area. [Harbi]

Samarra

A Samarra Operations Command source says SOC troops captured a cell of 12 Daesh terrorists in Jibairiya in Samarra. [Harbi]

 

There were several developments west of Samarra.

The Samarra Operations commander says Iraqi forces started a large military operation to clear the remaining Daesh pockets west of Jazeera Samarra. He says the troops chased out a large group of Daesh terrorists, killing some of them, and cleared several roads and booby-trapped houses. [AIN]

A JOC source says Samarra Operations Command troops defused 7 IEDs in 3 areas in Jazeera Samarra. [Harbi]

 

Tooz

Peshmerga and PMFs began the withdrawal of their troops from Tooz. [BasNews]

 

The spokesman of the PMF Commission says that peace has returned to Tooz after the agreement between PMFs and the Peshmerga, and all of the roads have been reopened. [Maalomah]

However, the Chairman of the Security Committee in the Tooz District Council says Peshmerga violated the cease fire several times and its snipers killed a policeman and a woman and wounded two other civilians. [Etejah]

 

DIYALA

Baquba

A member of Diyala Provincial Council says the Governor didn’t attend his hearing and for that reason, the PC decided to turn the session into an impeachment session that will be held a week from today. [Sumaria]

 

A security source says security forces defused a car bomb parked near the Diyala Provincial Council building in Baquba center. The car was found prior to a council meeting called to question the Governor. [Mada]

DaeshDaily comment. We cannot separate the Daesh story in Iraq from the political problems on the national and provincial levels. Violence is being used as a political tool, by everyone. And this is the reason why Daesh thrived in Iraq.

 

A security source says 3 mortar shells fell near an elementary school in Qatoun, wounding three people. 2 more shells fell near the Sawamra area in Baquba center, killing one person and wounding two. [Mada]

Muqdadiya/Abu Saida

The Diyala Police chief says security forces raided a Daesh hideout in the orchards of Imam Safr north of Muqdadiya. He says the terrorists fled the location and the security forces found 7 IEDs in addition to other weapons and military uniforms. [Mada]

A JOC says security forces also found a record with the names of the women who had visited the terrorists in that hideout. The source also says an officer and a policeman were wounded in the clashes. [Harbi]

DaeshDaily comment. Checkpoints usually don’t search women in Iraq. That made it an obvious tactic for armed groups to use women in their logistics. The real question here is why these women would support an organization that opposes women rights? And we are not talking here about crazy jihadi women but about ordinary women: farmers, government employees, housewives, etc.

A local source says tribal fighters clashed with Daesh terrorists in Hawija. 4 Daesh terrorists were killed and their pickup truck destroyed. [Maalomah]

 

A JOC source says Coalition warplanes destroyed a Daesh vehicle-rigging factory in Wasatiya village in Hawija, killing 3 terrorists and destroying a vehicle. [Harbi]

 

Southwest

The Al-Abbas Combat Division says its artillery shelled Daesh hideouts near Bashir, killing several terrorists including a Daesh military commander, Matluq Al-Harbi. [Mawazin]

 

A local source says Daesh is collecting taxes from farmers in areas under Daesh control south and west of Kirkuk. The source also says Daesh brought electric generators from Turkey and Syria and is selling electricity to people in those areas. [Mada]

 

NINEWA

Mosul

The Director of the General Attorney Service says the Iraqi armed forces command sent cases involving 76 officers to military courts to investigate their role during Mosul’s capture by Daesh. He also says that cases involving 800 security officers and personnel were sent for investigation. [PUKMedia]

 

A PUK official says Coalition warplanes bombed a Daesh checkpoint on Baghdad Street in south Mosul, killing 15 terrorists. He also says Coalition warplanes bombed the Ghizlani fuel station on the west side of Mosul, killing 6 terrorists and destroying 2 vehicles. [PUKMedia]

He also says the bodies of 47 Daesh terrorists killed in the recent battles in Makhmur arrived in Mosul.  [PUKMedia]

 

Local sources say Daesh closed a mosque in east Mosul, saying there are too many mosques for the few worshippers. Daesh is using mosques as storage houses for its weapons, explosives, and media center operations following Coalition bombings of other locations. [ARA]

Three anti-Daesh attacks were reported by Kata’eb Al-Mosul.

Kata’eb Al-Mosul says it killed a Daesh communications official in the Matahen area. Daesh terrorists surrounded the area after the attack and began shooting randomly. [KM Facebook Page]

The KM says it targeted a Daesh van with an IED in Adhba village, killing 2 Daesh terrorists. [KM Facebook Page]

A JOC source says Coalition warplanes bombed the Daesh hisbah office in Qabchi village in Bashiqa, killing 3 terrorists and destroying a weapons storehouse. A JOC source says Coalition warplanes bombed a Daesh hideout in Batnaya in Tel Keif, killing 3 terrorists. [Harbi]

 

Makhmur/Qayara

The Ninewa Operations commander says Iraqi army 72nd brigade stopped a large Daesh counter-attack on Mahana village, taken back yesterday by the government, killing several terrorists and destroying 2 vehicle bombs. He says Iraqi forces have stopped 5 Daesh attacks on the village during the last 24 hours. [BasNews]

Daesh says it targeted Iraqi forces near Mahana with 30 Katyushas and 130 mortars. [JustPaste]

Daesh says two of its Iraqi suicide terrorists attacked Iraqi soldiers with a vehicle bomb near Mahana, destroying several vehicles and killing many soldiers. [JustPaste]

DaeshDaily comment. This is a good example of Daesh war reporting when they seem to be losing. They report what they did to inflict pain on the enemy and extol their terrorists who blow themselves up (or more often get blown up by government troops). Missing from the heroic narrative is the fact that they lost. At the media propaganda level, Daesh is always victorious (even when it loses).

KURDISTAN

Barzani’s office issued a statement saying the 2 leaders discussed the war on Daesh in Iraq and Syria, and the coordination between Coalition, Peshmerga and Iraqi forces and the plans to liberate Mosul as well as post-liberation measures. [BasNews]

DaeshDaily comment. So the President’s unofficial point man for Iraq shows up in Baghdad and Erbil on the same day to meet the top leaders. Neither of them tells us in his official statement what was discussed, beyond the usual generalities. However, logic says that Biden doesn’t show up just to have a conversation, so something is up. We have to wait to find out what that is.

 

The leader of Gorran, Nawshirwan Mustafa, arrived in Suleimaniya, returning from a medical trip in the UK. [Sumaria]

 

The Chief of Staff of the Canadian Army says in a meeting with the KRG President Masoud Barzani, that Canada will continue with the Coalition in the war against Daesh. Barzani praises the role with the Canadian forces in supporting the Peshmerga. [Mawazin]

 

SOUTHERN IRAQ

Babel

A security source says 2 men wanted on terrorism charges were captured separately while trying to enter Hilla, at the Athar checkpoint in north Babel. [Harbi]

 

REPORTS FROM TURKEY

 

A Turkish security source says Daesh targeted a border station in Karkemish in Gaziantep with mortars, destroying the station and damaging an artillery cannon. The Turkish military responded by shelling two villages west of Jarabulus.  [ARA]

A Turkish military source says 11 Daesh terrorists were killed by the shelling. [Anadolu]

Northwest (Aleppo, Idlib)

Local sources say Syrian warplanes bombed a field hospital in Sukkari neighborhood in Aleppo, killing twenty people. The sources also say the warplanes bombed other neighborhoods in Aleppo, killing thirty-eight civilians, including nine children. [Rudaw]

The manager of Doctors without Borders in Syria says fifty people were killed during the airstrike on the hospital in Aleppo. [BasNews]

 

Turkey reportedly requested Ahrar Al-Sham and Failaq (Corps) Al-Sham to send 1,000 fighters to Aleppo to fight Daesh. Some of these fighters have been entering Turkey from different places in northwestern Syria and then getting sent back to other locations in Syria. Media sources say the fighters arrived in Turkey but only some were sent back south because an American veto prevented the participation of the Ahrar. [Hawar]

An opposition group commander says Daesh targeted Mare’ with Grads and mortars, causing civilian casualties. He says Daesh deployed a large number of its terrorists near Mare’ to take over the city. He also says that Daesh targeted Dudyan with two vehicle bombs, and after that, heavy clashes erupted between Daesh and the opposition groups. [ARA]

 

Local activists say Turkish artillery shelled Daesh locations near Jarabulus heavily. The sources say Daesh raised the level of alerts in Jarabulus when Turkish troops brought reinforcements to the border. Turkish security sources say Daesh attacked a Turkish border station west of Karkemish on the other side of Jarabulus with several mortars. The sources say the Turkish Army responded by shelling Daesh locations, and brought more reinforcements and tanks and evacuated citizens from the area. The shelling is still ongoing from both sides.
