BAGHDAD

Political developments

Prime Minister Abadi met in his office with Secretary of Defense Ashton Carter and discussed the military cooperation between Iraq and US. This includes increasing the Coalition’s support to the Iraqi forces in the Mosul military sector with training, weapons, advice, and equipment according to a statement from the Prime Minister’s office. They also discussed cooperation in cutting off Daesh supply lines between Mosul and Syria and providing air cover for Iraqi forces in the Mosul liberation. They also discussed what would happen after the liberation. [Xendan]

 

The U.S. has agreed to deploy more than 200 additional troops to Iraq and to send Apache helicopters for the first time into the fight against (Daesh) in Iraq, U.S. defense officials said Monday. The uptick in American fighting forces—and the decision to put them closer to the front lines — is designed to help Iraqi forces as they move to retake Mosul.

Speaking to reporters Monday in Baghdad, Defense Secretary Ash Carter said the decision to move U.S. advisers to the Iraqi brigade and battalion level will put them “closer to the action,” but the U.S. will do what’s needed to reduce the risks.

A senior U.S. official said unofficially that eight Apache helicopters will be available to help the Iraqi forces when Iraq leaders determine they need them. The official was not authorized to discuss the numbers publicly so spoke on condition of anonymity.

Carter also met with Lt. Gen. Sean McFarland, the top U.S. military commander for the anti-Daesh effort, and Minister of Defense Khalid Al-Obeidi.

He also spoke by phone with the President of the KRG, Masoud Barzani. Later, Carter announced to the troops that the U.S. aid will extend to the Kurdish Peshmerga forces fighting in northern Iraq. Carter said the U.S. has authorized sending up to $415 million to the Kurds over a period of time. [ABCNews]

 

President Masoum issued a statement suggesting that all CoR members attend a session to discuss the leadership of the CoR. He suggested that another CoR member could lead the session instead of Jubouri and his two deputies. [Mada]

 

Prime Minister Abadi also issued a statement asking CoR members to hold a session within the next few days. [Mada]

 

Saleem Al-Jubouri’s office issued a statement saying that the Sunni alliance in the CoR is still supporting Jubouri and doesn’t recognize the earlier vote in the CoR. The statement also called on CoR members to “return to their blocs” and not create obstacles against the reform. [Sumaria]

 

The sit-in CoR members couldn’t get the required quorum for a second rump session after major blocs boycotted it, including several members who had joined the sit-in at the beginning. The rebels don’t want any session held to be led by Jubouri. [Mada]

 

Hundreds of Sadrists besieged the Green Zone, 10 ministries, and the Iraqi Media Network in Baghdad, forcing the ministries to stop their work. The Sadrists demanded that the ministers resign. Sadrists protestors also “attacked” a Badr senior commander on Haifa Street in downtown Baghdad, accusing him and other Iraqi officials of being thieves (video). Badr issued a strong statement condemning the attack and threatening anyone who wants to attack its leadership and PMFs with dire consequences. [Mada] [Mada] [Mada] [Mada]

DaeshDaily comment. Iraqi politicians tend to think their only job is to represent, and too often represent narrowly defined and personal interests, and forget they also have to lead. Iraq needs statesmen, real leaders, who listen to what people want, but also tell people what really needs to be done. Democracy in Iraq is still not strong enough to stand up to wannabe leaders who can mobilize angry thugs and stop the government anytime they like. These people know they are the minority, but they also know the silent majority will not stop them. As recent developments show, there aren’t enough real leaders to stand up to those who play political games for the benefit of themselves and their parties.

 

Security developments

Iraqi received 3 Russian Sukhoi-25 fighter planes. [Mada]

 

Coalition aircraft conducted 17 airstrikes in Iraq, using ground-attack, fighter, and remotely piloted aircraft against Daesh targets. There were three strikes near Baghdadi, one in Falluja, and two in Hit; there was another strike near Bashir in Kirkuk; and in Ninewa there was one airstrike in Sinjar in the far west, three in the Kasik area west of Mosul, four in the Mosul area, and two near Qayara. DaeshDaily comment. We note that of seven reported incidents in South Baghdad, five were reported by Daesh, three of them in Arab Jubour. We are left to wonder why the government doesn’t have more to report, and whether Daesh’s reporting is exaggerated.

 

Southwest Baghdad

An MoI source says an IED exploded in a market in Hay Al-Furat, killing one person and wounding seven. [Mada]

A member of the Anbar Provincial Council says Daesh is still using underground tunnels and hideouts in preparation for a surprise attack on Iraqi civilians and military forces in the city. [Mada]

A Counter Terrorism commander says troops cleared and secured the “strategic” road between Ramadi and Hit that runs through Mhamdi. He says this operation will facilitate the movement of displaced families back to Hit. [Mada]

A Salahuddin Operations Command source says Coalition warplanes mistakenly bombed civilians in Sdaira village in east Shirqat, killing eight civilians and wounding twelve. [Ghad]

 

A Salahuddin Operations Command source says IAA helicopters destroyed several Daesh boats near Safina village in Shirqat. The source says the boats were used to move weapons and equipment between the Shirqat and Hawija areas. The source also says the attack damaged some civilian boats without causing human casualties. Baiji

A Salahuddin Operations Command source says Iraqi sources stopped a major Daesh attack in the Makhoul Mountains north of Baiji. He says seven Iraqi fighters were killed and one wounded. 20 Daesh terrorists were killed in the attack. The source also says IAA helicopters attacked Daesh in the area and destroyed 3 vehicles. A security source says IFP troops and Al-Abbas Combat Division fighters stopped a Daesh attack on Mtaibija village south of Tikrit, killing 8 Daesh terrorists. Seven PMF fighters were killed and three IFP troops were wounded. [Mada]

A medical source says the seven tribal PMF fighters were killed when an IED exploded on their vehicle in Mtaibija. The source says all seven were from the Jubour tribe. [Ghad]

Baquba

The Chairman of the Abbara subdistrict council says 5 mortar shells fell on Zaghinya village, causing material damages. [Sumaria]

A security source says PMF fighters stopped a “violent” Daesh attack on Tal Hamad village near Bashir, killing 15 terrorists and destroying 2 vehicle bombs. The source also says a PMF fighter was killed and 20 wounded. [Mada]

Daesh says one of its Iraqi suicide terrorists attacked PMFs in Tal Hamad near Bashir with a vehicle bomb, killing or wounding many fighters. Daesh says another terrorist “parked” his vehicle bomb near the PMFs before returning safely, then detonated it from a distance, killing more PMFs. [JustPaste]

Hawija

Daesh says two people were killed and ten wounded in American airstrikes on civilian boats in Al-Zab, near Hawija. [A3maq]

 

A security source says the IAA destroyed the Daesh Bayt Al-Mal (finance office) in Hawija, killing “tens” of terrorists. [Mawazin]

 

NINEWA

The JOC says Coalition warplanes killed more than 11 Daesh terrorists and destroyed gatherings, weapons, and vehicles in Ninewa military sector. [Harbi]

 

Mosul

The KRG’s Counter Terrorism Service says it implemented a helicopter-to-ground operation in coordination with a US Special Forces in Hammam Al-Alil south of Mosul city, killing a Daesh emir called Salman Abd Shabib Al-Jubouri and 2 of his associates. Jubouri was a member of the Daesh war council and the military commander of south Mosul. [Sumaria]

 

A member of Ninewa PC says American troops conducted 2 similar helicopter operations, in Badoush and Mazraa west of Mosul, but gave no details. [Mawazin] Eyewitnesses and 2 Kurdish sources say a Coalition helicopter landed in Badoush and arrested a Daesh member within 10 minutes, without identifying the terrorist. [AIN]

 

A PUK official also reported the helicopter operation in Badoush, which he described as a 6-helicopter operation at the Daesh headquarters near the Badoush prison.

The same official also reports that the Coalition conducted a 6-helicopter operation on Daesh headquarters in Sabouniya on the road between Tal Afar and Mosul. He says 3 notable Daesh leaders were captured in the two operations and no gunshots were exchanged. [PUKMedia]

 

A PUK source says Peshmerga and National Mobilization Forces’ troops liberated Nouran and Bariman villages in Bashiqa. He also says they are fighting Daesh in Khorsabad village in the same area. The 3 villages belong to Iraqi Shabaks. [Sumaria]

The United for Reforms Coalition, led by former vice president Osama Al-Nujaifi, says NMF fighters supported by Peshmerga, Turkish and the International Coalition liberated the 2 villages. [BasNews]

However, the JOC issued a statement refuting the reports about the participation of Turkish troops in Ninewa liberation operations, asking media outlets to stop “fabricating news”. [Sumaria]

DaeshDaily comment. Media confusion like this makes our job difficult. Even if the JOC statement is accepted, we still don’t know whether these villages were liberated or not, or whether the NMF participated, and if so how that was possible. As for Mr. Nujaifi, we should apparently give no credibility to any of his self-serving statements.

A source in Mosul forensics department says Coalition warplanes bombed Daesh in the Al-Farouq area west of Mosul on Sunday, killing 6 terrorists, including 2 Germans. [BasNews]

The IWMC says Coalition warplanes in coordination with Ninewa Operations Command launch an airstrike on Daesh in Omar village, Hamdaniya, killing a group of terrorists including Barzan Hussam, the new wali of Hamdaniya. [IraqPress]

 

Makhmur/Qayara

A PUK official says Daesh buried the bodies of 150 terrorists killed in battles in the Makhmur area in a big mass grave south of Mosul, without informing their families. [PUKMedia]

 

The MoD says Coalition warplanes killed 15 Daesh terrorists in Wadi Shuwaim. [PUKMedia]

Northwest Ninewa (Tal Afar, Sinjar)

A JOC source says Coalition warplanes destroyed a Daesh zakat (tax) office in Tal-Afar on Sunday. [Buratha]

 

The IWMC says Iraqi F-16s destroyed a Daesh vehicle bomb in Tal Afar District, killing more than 10 terrorists, including foreign explosives experts. [Sumaria]

 

Daesh says it shelled Sinjar with 50 120mm mortar shells. [JustPaste]

 

A PUK official says Daesh terrorists were planting IEDs and preparing rocket launches against Peshmerga in Salhiya village in Zamar. He says Coalition warplanes bombed them, killing 8 terrorists and destroying the rocket launchers in addition to 2 vehicles. [PUKMedia]

 

A Peshmerga Commander says Daesh attacked his troops with shells filled with chlorine in Domiz for the fourth time. He says 15 Peshmerga fighters were wounded in the attack. [Harbi]

KURDISTAN

A PUK CoR member says anyone who wants the PKK to leave Kurdistan must demand that the Turks withdraw their troops from Ninewa also. [SotKurdistan]

 

The Islamic Kurdistani Union repudiated Adel Nouri, an IKU CoR member, because he joined the CoR sit-in. [SotKurdistan]

The sit-in CoR members issued a statement saying that Adel Nouri and Tafka Ahmed (a Gorran CoR member reportedly expelled from her party for the same reason) have joined the “reform and change” movement in Iraq. [SotKurdistan]

SOUTHERN IRAQ

Muthanna

The Muthanna Chief of Police says security forces arrested a Daesh member in Samawa. [Mada]

 

REPORTS FROM TURKEY

 

The Kilis state says Daesh launched 4 Katyushas in different areas in Kilis, on the Turkish side of the border, killing four Syrian refugees including three children and wounding six others. The source says a hospital and a high school were evacuated after 2 rockets fell near them. [BasNews]

 

REPORTS FROM SYRIA

 

Ahmed Al-Jarba, the former chairman of the Syrian Opposition Coalition, which had been the umbrella organization for anti-Assad groups, formed the Elite Syrian Forces, which will be fighting against Daesh. The ESF has already announced it captured areas from Daesh in Hasaka and Deir Ez-Zor (video). [BasNews]

 

On April 17, Coalition military forces conducted three airstrikes using ground-attack and remotely piloted aircraft against Daesh targets in Syria. One was near Deir Ez-Zor; two were near Manbij, destroying two anti-aircraft artillery pieces.

 

Northeast (Hasaka, Raqqa)

A local activist says the YPG captured a wounded terrorist south of Shaddadi. He also says the YPG captured another Daesh terrorist as he attempted to drive a vehicle bomb into the city. [BasNews]

 

Warplanes, thought to be Russian, launched several airstrikes on Raqqa, killing or wounding several civilians. [Qasioun]

 

Awad Al-Dahal, a Daesh security official, was killed in a Coalition airstrike on his vehicle in Hasaka’s southern countryside. [ARA]

Northwest (Aleppo, Idlib)

A YPG source says the liberation of Manbij was postponed because of differences between the United States and Turkey. The source says Turkey insisted that there should be more Arab and Turkmen fighters than Kurds in the Syria Democratic Forces before attacking the city. [BasNews]

DaeshDaily comment. This would postpone the capture of Manbij indefinitely, as a decided majority of SDF fighters are YPG. It’s just one more example of the fact that defeating Daesh is not Turkey’s highest priority in Syria, and also further evidence that aside from the important cooperation of allowing the US to use the Incirlik airbase, Turkey’s participation in the anti-Daesh effort has done more harm than good.

 

Meanwhile, local sources say Daesh executed 11 people publicly in Manbij. The source says the victims were arrested in Al-Ra’i in Aleppo’s northern countryside. [Hawar]

 

A local activist says Daesh issued orders preventing people from using Turkish mobile phone networks in Manbij. He says Daesh is trying to isolate the city, preparing for upcoming attacks against it. [ARA]

 

An opposition commander says Daesh advanced further in Aleppo’s northern countryside, kicking out Turkey-backed opposition troops. He says Daesh captured Tal Battal village after heavy shelling forced opposition groups to retreat. He also says Turkish artillery shelled Daesh in Kafr Ghan and Tal Hussein villages. [ARA]

Syrian opposition groups continued their heavy shelling on Sheikh Maqsoud, a Kurdish neighborhood in Aleppo city. [Hawar]

 

A Syrian military source says Syrian troops attacked Daesh locations and gatherings in several villages northeast of Aleppo. The source also says Syrian troops attacked Daesh in Deir Hafer, in Aleppo’s eastern countryside, killing several terrorists. [SANA]

A local activist says heavy fighting took place between Daesh and Al-Nusra in Yarmouk Camp south of Damascus. He says 6 Daesh terrorists were killed and 8 Nusra were wounded. He also says a Daesh sniper killed a 15 year old boy and wounded his brother. [ARA]
