NATIONAL NEWS

Prime Minister Abadi said in a joint press conference with the KRG President Masoud Barzani that the government supports a decentralized system in Iraq, and supports political stability in Kurdistan. Abadi also says the final stage of Mosul liberation preparations has been reached. He says there is coordination with the Peshmerga because it is part of the Iraqi defense system.

Barzani said his visit shows his full support to Abadi, and that he had good talks with Abadi and he agreed with Abadi in solving all the issues. He also says there is good coordination between Iraqi forces and the Peshmerga to liberate Mosul. Barzani arrived to Baghdad for his first visit in 3 years to discuss the Mosul liberation battle, the relationships between Baghdad and Erbil, and the oil and budget issues. Abadi’s spokesman says the meeting was “the most successful so far”. [BasNews]

Barzani also met with President Masoum and with the head of the National Alliance, Ammar Al-Hakim. Barzani said in joint press conference with Hakim that independence is a natural right for the Kurds but it won’t happen without an agreement with Baghdad. [Mada] [BasNews]

The UN High Commissioner for Refugees (UNHCR) Iraq director warned on Thursday that up to one million people could need assistance in the wake of a military offensive to reclaim Mosul from Daesh.

“Mosul has the potential to be one of the largest manmade disasters for many, many years,” UNHCR Iraq director Bruno Geddo said at a press conference in Geneva. “More than a million could be displaced as a result of the forthcoming offensive.” “We are planning for at least 700,000 who will be in need of assistance, shelter, food, water, everything that you need in a situation of humanitarian disaster,” Geddo added.

However, the UN refugee agency does not have sufficient resources to host all those expected to flee the war zone, lacking capacities to offer the necessary humanitarian aid for more than 120,000 people currently. The Iraqi government has said it could provide emergency accommodation for an additional 150,000 people. This leaves a potential 300,000 people getting no help. [DW]

 

The Coalition spokesman, Air Force Col. John L. Dorrian, briefed Pentagon reporters by video conference from Baghdad, noting that in the past 30 days alone, coalition airstrikes have killed 18 Daesh leaders. Dorrian said 13 of the leaders were part of military, intelligence and communication networks in Mosul. [Defense]

 

The Governor of Ninewa says in a speech at a conference about Ninewa future that the Iraqi government should open the door for the people of Mosul to enter the Army and the police, and should keep the security issue in Ninewa away from political disputes. [Mada]

Hawija

A security source says Iraqi planes bombed a Daesh gathering in tunnels in Hawija, killing the Daesh wali of Hawija and 13 of his associates. [Mada]

 

A tribal leader says Daesh captured 50 young men in Hawija who were planning attacks on Daesh. He also says 250 tribal fighters finished their military training and headed to the Himrin Mountain area in order to participate in the upcoming Hawija liberation battle. [Mada] [Mada]

 

A local source says more than 10 women married to Daesh terrorists fled Hawija during the last few months. He says the women are afraid of retaliation after Hawija’s liberation. [Sumaria]

Daesh has built earthen berms along Baghdad Street in front of a nearby power plant to separate the Shuhada neighborhood in Mosul, providing only one entrance to the area, through a Daesh checkpoint. Daesh’s tunnel digging operations are also ongoing. Daesh’s tunnels reportedly run near Tel Kaysoum southeast of Mosul, near the Sahaji Road to the north of the city, by the village of Al-Huwaish to the west, and close to the village of Al-Jurn to the south. Inside the tunnels Daesh has been constructing underground bunkers and storage areas.

 

Unidentified warplanes reportedly targeted three Daesh vehicles inside Mosul, one of which was carrying anti-aircraft cannon, destroying the vehicles and killing those inside. [PressIraq]

Two Daesh members were killed in an airstrike in the Baladiyat neighborhood in eastern Mosul, a Ninewa security source said. [Mada]

Iraq’s “Second Elite” division has been reorganized at Camp Speicher in Salahuddin in preparation for the Mosul battle, according to the 2nd Elite commander, Maj. Gen. Maan Al-Saadi. [Ghadeer]

 

Rayan Al-Kildani a commander in a Christian PMF has said that his fighters are ready to participate in the battle for Mosul. He added that his PMF would treat any Turkish troops operating in Iraq in the same way as it would treat Daesh. [Maalomah]

Many former Iraqi Army officers remain in Daesh custody, the source added. Daesh has meanwhile been saying that all residents of Mosul who have not pledged allegiance to it are “cowards” and “infidels” and “apostates” and Daesh has been broadcasting Quranic verses and hadiths related to combat and war to steel its ranks for battle.  [Ghad]

Daesh has been moving “all” of its military vehicles and hardware to Mosul’s Right Bank, a source in the city said. The source speculated that this was an attempt to shift the upcoming battle to the Right Bank in order to keep the escape route to Syria clear on the Left Bank. [Mawsleya]

 

Conditions in Mosul

Daesh has begun displaying its military vehicles in civilian areas in a bid to prevent raids on its military hardware and to frighten Mosul’s population into obedience, a local source in Mosul has said. [Mawsleya]

 

Daesh members and their families are preparing to flee the city of Mosul for fear of what will happen to their children after the fall of Daesh in Mosul, local sources said. [Mawsleya]

 

A contingent of Syrian-national Daesh hisbah officers arrived in Mosul and were deployed immediately to the streets, where they have been harassing civilians, sources in Mosul said. The sources speculated that the new hisbah patrols are an attempt to sow fear in residents as the battle nears to dislodge Daesh from Mosul. [Mawsleya]

 

A local source says a Daesh Iraqi IT expert disappeared in Mosul. The source says the expert has files containing information about Daesh leaders in Iraq and Syria and used to have an office in Mosul University. The source also says Daesh has deployed its security members looking for him. [Sumaria]

 

A local source says Daesh threatened shop owners in Mosul with execution if they obeyed Ninewa Operations Command curfew. The Command has issued a statement asking the people of Mosul to stay in their houses and raise white flags on their houses. It also said it would issue a curfew when the liberation operations start. Daesh has been stopping private vehicles in the streets to convert their number plates from Iraqi plates to Daesh-issued plates. This is an apparent bid to prevent residents from using their vehicles to flee the combat area in the anticipated fighting for Mosul, a source in Mosul said. The fees for converting the plates also generate funds for Daesh. Many Mosul residents have taken to using other means of transport while leaving their cars at home, full of fuel, in anticipation of a possible emergency escape from the area, the source explained. Daesh has suddenly forbidden the return of bodies of those it has executed to their families and is instead burying the corpses in unmarked graves, according to a local source in Ninewa. Arguments have erupted between Daesh and families of executed people in various areas of Mosul as a result of the new order, the source added. [Sumaria]

 

Several Moslawi youths set fire to a Daesh media office in the Aden district in eastern Mosul, prompting Daesh to mobilize members to conduct an arrest campaign inside the city. [Mada]

 

A member of Daesh’s “Cubs” armed youth organization killed his emir in Mosul one day after the emir married the boy’s mother, according to a local source in Ninewa. The boy shot the Daesh member, a prominent trainer in the Daesh “cubs” group, in the head with a pistol in his house in the Al-Tahrir neighborhood on the east side of the city, the source said. The boy has since fled to an unknown location. [Sumaria]

 

A Daesh member known as Abu Marwa Aqdam massacred his family with a sword on Thursday in his home in the Al-Zuhour neighborhood of eastern Mosul, a local source in Ninewa said. The source added that the circumstances were still unclear but that Daesh had taken the perpetrator into custody. [Knooz]

Daesh has dispatched all of its foreign fighters to Mosul’s Hammam Al-Alil subdistrict, south of the city, according to a source inside Mosul. [Ghad]

A prominent Daesh commander in Tel Keif has been killed by Peshmerga special forces artillery fire on the front near Mosul Dam, according to a JOC statement citing intelligence information. The slain Daesh member Irshad Salih Ahmed Salih Al-Obeidi, known as Abu Hisham and as Abu Jarrah, from the village of Albu Saif, was reportedly a Daesh military official for the Nineveh Plain. REPORTS FROM TURKEY

The strains in relations between Baghdad and Ankara that first appeared when Turkey dispatched troops to Bashiqa in December 2015 have been escalated further with talk of Ankara possibly following up on its Euphrates operation with one in Mosul. In the very midst of this tension, Iraqi Ambassador Hisham Al-Alawi has voiced his opposition to any operation that Turkey might stage. Al-Alawi, who was appointed to Ankara four months ago, has spoken for the first time to Cumhuriyet.

Russian officials accused the U.S. on Thursday of siding with “terrorists” in Syria, in a sign of escalating tensions between Moscow and Washington amid the battle for the northern Syrian city of Aleppo.

U.S. State Department spokesman John Kirby’s warning that the collapse of U.S.-Russian cooperation in Syria could lead to a rise in extremism and potential attacks against Russia drew Moscow’s anger.

The Russian Foreign and Defense Ministries both cast it as U.S. encouragement of terror attacks on Russia. “We can’t assess those statements as anything else but a call, a directive for action,” Foreign Ministry spokeswoman Maria Zakharova said at a briefing.

U.S. Secretary of State John Kerry said Thursday that Washington is “on the verge” of ending Syria talks with Moscow because of days of deadly bombings of Aleppo by Russian and Syrian planes.

Kirby, asked Wednesday what the consequences would be for Russia if cooperation with the U.S. in Syria collapsed, said “that extremists and extremists groups will continue to exploit the vacuums that are there … which will include, no question, attacks against Russian interests, perhaps even Russian cities, and Russia will continue to send troops home in body bags.” [CBSNews]

Daesh says a woman and her three children were killed by an “American” bombing on their house in Haj Kousa village southeast of Al-Ra’i. [A3maq]

 

The Turkish Army says, opposition groups, backed by ground and air support from the Turkish Army, recaptured Talaar village, then captured Zayadiya and Ghurur villages southwest of Al-Ra’i. It says four opposition group fighters were killed and fifteen wounded in battles in Ayoubiya village southeast of Al-Ra’i while Turkish troops didn’t sustain any casualties. Opposition military sources say opposition groups also captured Awilin and Khalila villages southwest of Al-Ra’i. They say that by capturing Zayadiya the opposition groups are only 7km away from the strategic (Kurdish) village of Akhtarin in Azaz. [Dorar]

Daesh says it killed five opposition fighters with a rocket in Ghurur village. [A3maq]

 

Turkey backed opposition groups made an announcement to Sawran, Dabiq, Ihtaimlat, Akhtarin, and Turkmen Bareh military areas and asked people to leave their houses. A local activist says Turkish planes and artillery have started to target Daesh locations in those villages, killing or wounding more than 20 terrorists. [ARA]

 

Daesh says it killed twelve “PKK” armed men when they were trying to advance on Wahshiyah and Hasiya villages south of Mare’. [A3maq]

With the passage of the Justice Against Sponsors of Terrorism Act (JASTA) in the US, some Iraqis have taken to Twitter with the hashtag #JASTA_IRAQ to call for criminal prosecution of Saudi Arabia for allegedly sponsoring terrorism in Iraq. Followers of the Shia cleric Mahmoud Al-Hasany Al-Sarkhi, whose followers have had several violent clashes with the Iraqi government and with followers of rival Iraqi Shia movements since 2003, have taken up the hashtag “Al-Sorkhi_Smashes_Daesh’s_Thinking” (in Arabic) over the last few days, using it to share images and quotations from the cleric which criticize Daesh. DaeshDaily comment. This “cleric” has a very violent and dedicated group of followers. He was the one who ordered the first attack on the Coalition in Kerbala that led to massive demonstrations by residents who wanted to kick him out. He kept up his attack against the Iraqi forces until the government raided his headquarters in 2014 and forced him to flee. He changes his position from time to time, including previous outright support for Sunni armed groups and denying the existence of Daesh. This seems like one of his flip-flops.
