Rutba/Western Anbar

A Tribal PMF commander says Daesh senior leaders held a meeting in Anah and appointed Yasin Al-Ma’adhidi, AKA Abu Taha, as its new “minister of war” to replace Abu Omar Al-Shishani, who was killed by an American airstrike a few months ago. Further elements of the 16th Division will also deploy to the area and will be based in Iraqi Kurdistan near the Ninewa border. The alert comes after Daesh moved reinforcements to Bashiqa subdistrict next to Mosul and to Bartella and other locations in Hamdaniya District east of Mosul, according to a Ninewa Operations Command source.

The source also confirmed that the “NMF” unit of Atheel Al-Nujaifi was targeted with rocket fire on Monday at its headquarters in Camp Zilkan near Bashiqa. No further information was available. [BBCArabic]

Conditions in Mosul

Daesh has permitted some of its members to dress in “civilian garb,” including wearing civilian clothes and cropping their beards, because of the rising number of assassination attempts against Daesh members in Mosul, local sources said. Eyewitnesses said that Daesh members walk through crowded markets with their fingers on the triggers of their guns for fear of assassination attempts. [Mawselya]

Daesh’s hisbah office has added the option of paying a fine in dinars as an accepted penalty for various offenses that formerly carried sentences of the whiplash or detention, according to a local source in Ninewa. The source says the new option is a sign of Daesh’s worsening fiscal health. [Sumaria]

In a further sign of severe budget difficulties, Daesh has cancelled the aid payments and housing support it was providing for the families of its slain fighters, local sources in Mosul said. Daesh is operating in increasing confusion in Mosul according to unidentified sources. The sources said that the ongoing air campaign is degrading Daesh’s capabilities, and it is unable to replace the members of its cadre who have been killed in battle. Daesh is also trying to integrate its members who retreated from Shirqat into its ranks in Mosul as it had done with those who fled Falluja and Qayara.

Many Daesh vehicles are inoperable due to damage on the battlefield and cannot be repaired under current conditions, the sources said. It was also reported that Daesh is unable to find safe parking locations for its vehicles because of the air campaign over Mosul. [PressIraq]

Daesh has moved “tens” of governmental vehicles stolen from government services in Salahuddin and from other parts of Ninewa to Mosul, a local source said.

The source also said that Daesh had decreed that it is forbidden to wear or display in markets clothes bearing the emblem of Spanish soccer clubs Real Madrid and Barcelona because both contain the sign of the cross in the team’s emblem.

Daesh is reportedly using a freezing chamber in Mosul to execute its members who fled fighting on the front lines, according to a report citing “PMF intelligence.” [PressIraq]

Daesh has also executed seven of its members who fled the fighting in Shirqat by binding their hands and legs and running them over with heavy machinery, according to a “well-placed source” on Monday. Most of those executed were of non-Iraqi nationality, the source added. The execution reportedly took place in public in Mosul, as an apparent warning to others who might flee from upcoming fighting in Mosul. [Non14]

REPORTS FROM TURKEY

Journalist Zeynep Yüncüler conducted an interview with a Daesh fighter living in Istanbul that appeared in the independent left-wing BirGün newspaper on September 26th. It’s not clear why Daesh would want to give an interview to a paper that has a very strong anti-Daesh line. The journalist gives the man’s name as “El Muhammed El Kurdi,” which is in that spelling neither Turkish nor Arab. A more probably transliteration in English would be Al-Muhammed Al-Kurdi in English, although Arabs never use Al- before first names. But on the other hand, if this is genuinely an interview with somebody from Daesh, it is clearly interesting.

Daesh fighter Al-Muhammed Al-Kurdi, alias Abu Suhaib, lives in Istanbul, has his own business and says he has no problem in crossing back and forth across the Syrian border. He was injured in the neck during the Euphrates Shield Operation (Jarabulus operation) and is now back at home in Istanbul. Al-Kurdi gave the female reporter some startling quotes.

He said Daesh withdrew from Jarabulus without resistance, and was not drive out by the Turks and their militia allies as claimed.

He said Turkey invaded Jarabulus only to placate Joe Biden when he came to Turkey, as a misguided token of friendship towards America.

The main reason Daesh withdrew was to clear the way for the Free Syrian Army to fight the YPG, which happened within one week. When Turkey entered Jarabulus, it also said that it would attack Manbij, but it didn’t, and then said it would move towards Daesh-held Al-Bab.

Part of Daesh’s motivation was to prevent the YPG from getting the petrol. Abandoning the border to Turkey or the Free Syrian was preferable. He says Daesh is still dealing in the oil business, collaborating with Turkish and even Iranian merchants.

Al-Kurdi also alleged that an exchange of hostages took place with Turkey a year and three months ago, and that such events are frequent even though Turkey keeps this hidden from public and media attention. In the most recent case, two Turkish soldiers were exchanged for 12 Daesh commanders. A major terrorist was exchanged four months ago despite having given orders for multiple bomb attacks in Turkey and helped many fighters cross into Syria from Turkey.

Al-Kurdi says the Syrian border is still easy to cross despite the presence of Turkish troops. He has gone to Syria and back four times in nine months. The Turks can’t really cover the whole border, and he and others are able to cross easily by going through mountainous terrain. [BirGun]

The EU Counter-Terrorism Coordinator, Gilles de Kerchove, said, on Monday, that the threat of terrorist attacks in EU member countries is too high. One reason, he says, is that armed groups could use the flow of illegal migration to infiltrate terrorists into Europe.

Kerchove told the European Parliament that thousands of Daesh foreign fighters with Daesh wanted to go to Europe after they were defeated in Libya.

He said that despite recent success in fighting Daesh in the city of Sirte, the terrorist group still exists in Libya. He added that Libya could still be the platform for Daesh attacks inside Europe. [LibyaProspect]
