REPORTS FROM IRAQ

Speculation persists about American troops participating in the Anbar campaign. The reports of American advisors leaving their bases in convoys might be the reason, but the rumors are being taken seriously and favorably by many Iraqi officials. Some Shia militia leaders accused the government of halting the Anbar campaign on American orders but we think the American advisors are gathering more information about the battlefield (and perhaps advising the Iraqis to stop relying on bullrush attacks and try other more “Economy of Force” tactics). The Badr, AAH and KH militias issued a joint statement asking the Iraqi government not to depend on the Americans [Sumaria], but the leader of ISCI, Ammar Al-Hakim, in a meeting with the Spanish Ambassador, asked for a bigger role by the Coalition to fight Daesh [Buratha].

The spokesman of the PMFs says the PMFs respect the relationships and the agreements with the American side but they won’t accept having these agreements turned into orders given to them. He also says it’s highly unlikely the Americans will fight in Iraq, but the PMFs won’t fight alongside them anyway [Mada].

PM Abadi’s spokesman says the role of the American troops is advisory and that hasn’t changed yet. He also says it’s not accurate to link the American advisors coming to Iraq and the new Russian support to Syria, and that Iraq deals with the Daesh problem based on its own national interests. [Mada]

It’s not clear exactly when and where this attack took place or what happened to the soldiers inside the station.

SALAHUDDIN

Baiji

The Commander of IFP Special Forces says the IFP launched an attack on Daesh in several areas in Baiji, killing 25 terrorists. They destroyed 2 Humvee bombs, captured an armored construction shovel, and seized chemical materials used by Daesh in manufacturing IEDS. [Sumaria]

BAGHDAD

PM Abadi’s office issued a statement criticizing the Human Rights Watch report about Salahuddin. It says the report deliberately ignored several facts, including that Dasesh booby-trapped many houses before it left and also that the report was based on statements of unreliable witnesses. [Sumaria]

DaeshDaily comment. At issue are actions of Iraqi (mostly militia) forces after they entered Tikrit several months ago. (Click on the link for the report.) The behavior of Shia militias in Sunni areas is highly sensitive, and Abadi made strenuous efforts after earlier incidents elsewhere to exert some level of control over them and minimize human rights abuses.

A local source says disputes have escalated among Daesh terrorists in Mosul, especially due to the financial crisis caused by dwindling resources. [Maalomah]

DaeshDaily comment. The crisis seems to follow from all the recent bombing of Daesh assets by Coalition aircraft, the loss of the oil fields in Salahuddin to Iraqi forces, and the recent government decision to hold salary payments to its employees in Ninewa so as to stop Daesh from extorting much of the money for themselves.

A source in Dijla Operations Command says the IAA targeted a Daesh meeting in Qayara, killing 22 terrorists including the Daesh wali of Dijla (south Ninewa). [Maalomah]

DaeshDaily comment: Local sources on Facebook say the airstrike was conducted by the Coalition. Maalomah is a pro-Shia militia agency that usually downplays the role of the Coalition.
