The Ministry of Defense announced on Sunday that the third group of four F-16s arrived at Balad Airbase. The Iraqi government signed a deal in 2011 with the US to buy 36 F-16s. [Mada]

The Council of Ministers Secretariat says the mass grave found in Jazeera Khaldiya contained the bodies of more than 100 Daesh terrorists, mostly Asians, who were killed between 2 weeks and 2 months ago according to a forensics team report. [Sumaria]

A PMF commander says Daesh executed three brothers publicly in Hawija after accusing them of attacking its men. He says Daesh executions of civilians have increased rapidly in Hawija recently. [Sumaria]

 

A Sunni Arab MP from Kirkuk said on Sunday that Daesh executed two former security personnel in Hawija. He also says four families were killed by Daesh land mines as they tried to flee Hawija. [Sumaria]

 

A tribal leader says the situation in Hawija is deteriorating, and three babies died because of lack of milk in the market. He says the markets are closed and there is no water, electricity, or health service. He says Daesh is holding around 200,000 citizens hostage in the city. He is asking Iraqi forces to intervene as quickly as possible. [Sumaria]

A Peshmerga commander says the Kurdish forces stopped a Daesh attack on Humaira and Nawafel villages, in Rashad subdistrict, killing several terrorists and forcing the rest to flee. [Mada]

 

A local source said on Sunday that several Daesh leaders in southwest Kirkuk governorate withdrew their loyalty from Daesh’s leader, Baghdadi, and pledged allegiance to the Al-Qaeda leader, Zawahiri. [Sumaria]

Mosul

A source from Mosul city says Daesh publicly executed 8 of its terrorists who fled the battles in Jazeera Khaldiya, suffocating them with cooking gas in a closed car.  [Sumaria]

 

A local source says Daesh beheaded seven people in the industrial area in Mosul, after accusing them of communicating with Iraqi forces. [Sumaria]

 

A PUK official says Kata’eb Suqoor Al-Mosul killed the Daesh financial official and another local leader in the New Mosul area on the west side of the city. [PUKMedia]

 

A local source says unknown armed men broke into a house used by Daesh female hisbah members in Mosul. He says more than twenty-five women, mostly from Yemen and Libya, were taken to an unknown location. The source says the bodies of five of the women were later found shot. [Maalomah]

Makhmur/Qayara

Ninewa Operations Command troops, supported by Coalition warplanes, stopped a massive Daesh attack Sunday morning on Kermerdi, Kharbardan, Khara’eb Jabur, the floating bridge, the Qayara Airfield, and the residential compound, killing 104 Daesh terrorists and destroying 3 vehicle bombs, 3 mortar units, and a rocket launcher. The MoD’s Press Office says the Minister of Defense’s convoy was targeted by mortars near the Ihjala area. It says the Minister, the Army Chief of Staff, and the Commander of Ground Troops, and other senior commanders were in the convoy, but no one got hurt. [Maalomah]

The Minister of Defense said in a press conference after meeting with the Ninewa Operations Commander, that all Iraqi forces, including the Peshmerga and the PMFs, will participate in the Mosul liberation. He also says Iraqi forces have liberated 16 villages in southern Ninewa so far. [ROJ]

The Minister says the Mosul liberation battle will start soon. He also says what happened in the COR will not affect the military operations. [Mada]

 

The Chairman of the United for Reform Coalition, Osama Al-Nujaifi, issued a statement after meeting with the US Ambassador to Iraq, Stuart Jones, that his Coalition refuses the participation of PMFs in Ninewa’s liberation because it will send the wrong message to the people of Ninewa and it will serve the Daesh media campaign. Several other Sunni leaders attended the meeting. [Mada]

A PMF senior commander says Nujaifi is trying to extend the life of Daesh, and without the PMFs, Nujaifi (and other politicians) wouldn’t have been able to remain in Iraq. [SotKurdistan]

DaeshDaily comment. We recognize that letting the Shia PMFs participate in Ninewa is a mixed blessing. So is not including them. However, Nujaifi is mostly showing the usual anti-government sectarianism as he pretends to protect the people he has already failed. By ignoring his posturing, the Ambassador and the government would be giving the appropriate response to his phony “reform” coalition.

The Babel Police commander says a joint security force captured 5 men wanted on terrorism charges in Jbala and confiscated weapons and ammunition. [Mada]

A PYD Commission says it will finish its report regarding the relationships between Turkey and Daesh very soon. The committee was established by the PYD’s External Affairs Commission in Qamishli. [Hawar]

 

The PYD Asayesh captured a Daesh cell of 3 terrorists and confiscated large weapons and explosives near Tal Abyad. The source says the 3 terrorists were hiding in an isolated area near Suluk and they were wounded in clashes with the Asayesh before they were caught. [BasNews]

 

Raqqa is Being Slaughtered Silently says Daesh executed a young college student in Raqqa, after he was caught wearing military trousers. It says Daesh held him prisoner for 5 months before executing him. [EnabBaladi]

Manbij Military Council troops have captured most of Manbij city except for 2 neighborhoods north of the city center. [Hawar]

 

A local activist says Daesh withdrew from Manbij city center after burning down houses. He says Daesh only controls less than 1 sq. km, which is .3 sq. miles, in the city, and is holding civilians hostage in that area. [EnabBaladi]

A Syrian Democratic Forces source confirmed that Daesh controls the “security compound” in Manbij city, in addition to 2 neighborhoods in the north, on the road to Jarabulus. [ARA]

Another SDF commander says his troops entered the “security compound” and there are only 130 Daesh terrorists there, trapped from all sides. [Qasioun]

 

The Manbij Military Council General Command issued a statement allowing Daesh terrorists to leave Manbij city in return for Daesh releasing the citizens it is holding hostage in north Manbij. It says Daesh trapped all of the civilians in the area it controlled in Manbij and moved them to the northern part of the city in order to use them as human shields. [Hawar]

The Commander of Aleppo Conquest Operations Room, an opposition umbrella group, threatened the YPG with a ferocious war, accusing the YPG of supporting the Syrian Army in Aleppo. [Qasioun]

 

The Syrian Observatory for Human Right says Daesh released about 30 of its field-level leaders over the past two days after completing its investigations regarding one of its top commanders, Abu Al-Haija’ Al-Tunisi. Reliable sources told the Observatory that Daesh demoted the released leaders to soldiers. The Tunisian terrorist was a notable military commander, and was sent by the Daesh leader, Baghdadi, from Iraq, to manage the military operations in northeast Aleppo, but his was killed by a Coalition drone on March 30th. Daesh executed more than 50 of its terrorists after the airstrike, while tens of others are still imprisoned. [SyriaHR]

 

Central and West (Homs, Hama, etc.)

Daesh says it stopped a Syrian Army attack on the Shindakhyat area east of Homs. [A3maq]

Daesh says it killed thirteen soldiers, destroyed an armored vehicle, and captured weapons and vehicles in the same attack. [A3maq] [A3maq]

 

Daesh says it attacked 2 Syrian Army barricades in Tal Al-Maqlai’, east of Tadmur, killing all seventeen soldiers and capturing weapons and ammunition, planting IEDs at the barricades. Daesh says when reinforcement arrived at the barricades, it detonated the IEDs, killing or wounding more soldiers. [DawaAlhaq]

 

The Russian Ministry of Defense say one of its long range bombers, a T-22 M3 dispatched from Russia, launched extensive airstrikes on Daesh east and northwest of Tadmur, destroying a headquarters and a military camp near Sukhnah and destroying 2 headquarters, a weapons and ammunitions storehouse, 3 armored vehicles, and 12 machine gun-mounted vehicles, killing “large numbers” of Daesh terrorists. Daesh says it killed seven Syrian soldiers in an ambush near the T4 airport, east of Homs on Sunday. [A3maq]

 

East (Deir Ez-Zor)

On Sunday, Daesh said 2 of its suicide terrorists remotely detonated a vehicle bomb near a New Syria Army compound in the Al-Tanaf area in the Syria/Jordan/Iraq border triangle. Daesh says after that, the terrorists entered the camp and detonated their explosives vests. [A3maq]

 

South (Rif Damashq, Suwayda, Daraa, etc.)

A video of a Sunni mosque imam from Damascus saying Daesh kidnapped him and tried to force him to issue fatwas legitimizing killing any Sunni who supports the Syrian government, in addition to Shia and Alawites. He says when he refused, Daesh cut off his ear and forced him to eat it. He doesn’t say how he survived. [BasNews]

DaeshDaily comment. Again, Saddam cut off the ears of thousands of young men who didn’t join the military service in the 1990s. A lot of Daesh’s cruelties were not invented in other countries.

Central coast

A Libyan National Accord Government Airforce commander says American warplanes conducted 12 airstrikes on Daesh on Monday, targeting Daesh snipers and vehicles, destroying a vehicle bomb and killing 5 terrorists, 3 snipers and 2 suicide bombers. [Wasat]

 

A Libyan Field Commander says the Field Commanders are awaiting final military orders to enter the residential areas in Sirte. He says Libyan troops will liberate Sirte very soon. Daesh’s vehicle bombs, landmines, and snipers are the main reason for the delay. [Wasat]

 

The National Accord Government Military press says its troops liberated the guest palaces east of Hay Al-Dollar in Sirte. Libyan troops, supported by warplanes, launched a massive attack from all sides on Daesh in Sirte on Sunday. [Wasat]

The National Accord Government military said Sunday that its troops have captured around 90% of Sirte city. [Wasat]

 

The Military Field Hospital says four Libyan soldiers were killed and thirty-two wounded in the battles in Sirte on Monday. [AfriGate]

Afghanistan

A senior Afghani Army commander says Daesh’s emir of Khorasan was killed by a drone airstrike in Achin district in Nangarhar, on the Pakistan border, along with 23 other terrorists. [Anadolu]

 

On Saturday, Daesh issued a video of American weapons and military equipment it captured in Nangarhar, including an ID of an American soldier. [A3maq]

 

Brigadier General Charlie Cleveland told Fox News on Sunday the American soldier whose identification was pictured, U.S. Army Specialist Ryan Jay Larson, was not captured by Daesh.

“Obviously, SPC Larson is not captured – he is accounted for and with his unit despite having lost his ID card and possibly some of his equipment during recent operations,” Cleveland said in an email.  [FoxNews]

 

Pakistan

Medical sources say 93 people were killed and 120 wounded when a suicide terrorist detonated himself in the Emergency Section of a hospital in Quetta in Pakistan. The victims were attending the funeral of a famous lawyer who had been shot and killed earlier on Monday. [Rudaw] [Sumaria]

A senior intelligence source says Daesh was planning to launch major attacks in 7 areas in Baghdad, using vehicle bombs and suicide terrorists, in what Daesh called Grand Baghdad Attack, but the plan was foiled by the IAF attack on Al-Qa’im. [Mada] (Reported in yesterday’s Daesh Daily)

 

Hundreds of people demonstrated in Baghdad and other cities demanding professional and independent investigations of the accusations by the Minister of Defense. [Mada]

The Minister issued a statement saying he will sue the people who leaked the contents of his CoR question session to the media. He says the Chairman of the CoR’s Legal Committee told him the session would be private. He says it should not have been broadcast because it included military secrets, and the terrorists might benefit from the information. [Mada]

UNHCR says it has received reports that Daesh captured on 4 August up to 3,000 displaced people from villages in Hawija District trying to flee to Kirkuk city. Reportedly, 12 of the escapees have been killed in captivity. [Hurra]

IWMC says F-16s launched 4 airstrikes on Al-Qa’im. The first airstrike killed 18 terrorists, including 11 suicide bombers. The second airstrike, also in Al-Qa’im, destroyed 3 vehicle bombs, while the third airstrike destroyed a Daesh guesthouse, killing 13 terrorists and destroying a vehicle bomb. A security source says Daesh executed twelve young men from Hawija and trapped hundreds of civilians who were trying to escape Hawija areas. The source says many families are trying to leave the area after the Peshmerga secured 400 civilians on Wednesday to a displacement camp 15 km (9 miles) east of Kirkuk. [Mada]

DaeshDaily comment. With important battles going on elsewhere, Hawija isn’t getting much military attention. However, our reports indicate that conditions continue to deteriorate in Hawija, especially reflected in the fact that thousands are desperate to escape. This is the latest and worst of the incidents between Daesh and the Hawija population. What is Iraq going to do about it? Perhaps implementing its liberation campaign in Shirqat would be a step in the right direction.

Prime Minister Abadi received a phone call from US Vice President Joe Biden, according to a statement from Abadi’s office, and discussed the war against Daesh and the preparation for the Mosul liberation. Biden reportedly expressed the United States’ support for Abadi. The two sides agreed on accelerating the humanitarian and stabilization efforts in the liberated areas to match the pace of the liberation operations. [Sumaria]

 

A United Nations commission investigating human rights abuses in Syria said on Wednesday that Daesh is still committing genocide and other crimes against the Yazidi minority in Iraq. The commission urged action to prevent further death and suffering. Its report comes on the second anniversary of the Daesh attack on Sinjar.

It also says about 5,000 Yazidi men were killed by Daesh when it took control of Iraq’s northwest two years ago. Thousands more, mostly women and children, were taken into captivity. The commission of inquiry said Daesh’s actions against the Yazidis, including the crime of genocide, are “ongoing.” It called for a refocus on the “rescue, protection of, and care for the Yazidi community.” [ROJ]

 

Speaker Jubouri sued the Minister of Defense for “false accusations and trying to mislead public opinion,” according to a statement from the Speaker’s office. [Mada]

The Judicial Council says the General Attorney Office started its procedures to investigate all the officials mentioned by the Minister of Defense. [Sumaria]

DaeshDaily comment. Corruption is unacceptable in any shape or form. However, anti-corruption efforts should be fair and should include all corrupt officials from all parties. Many Sunni people say the Minister focused his accusations on Sunni leaders, including the highest ranking Sunni official, Jubouri. In this case, however, the accuser is also a Sunni. With Iraq still in the balance, however, this is not a good time to attack the Sunni elected leadership.

 

The Shabak representative in the CoR says he refuses the KRG’s attempts to add the Nineveh Plain to Kurdistan. He says he values the Peshmerga sacrifices in the battle against Daesh but the Kurds shouldn’t force their will on the people of the Plain. [Sumaria]

A Badr commander says Iraqi forces foiled a Daesh plan to retake Jazeera Khaldiya, after killing 100 terrorists and capturing more than 40 and confiscating large quantities of weapons hidden in canals and orchards. He says the captives admitted that Daesh ordered them to hide the weapons in order to prepare for a counterattack. [Sumaria]

 

The manager of the Anbar Civil Defense Department says his employees found 15 Daesh rockets loaded with chemical weapons in Ramadi, in addition to hundreds of IEDs.  [Maalomah]

 

Rutba/Western Anbar

The Mayor of Rutba District says Iraqi forces, supported by Coalition warplanes, cleared Al-Waleed subdistrict and the border crossing, killing tens of terrorists. He says Daesh blew up the houses of civilians, army and police personnel, in addition to government buildings and the water purification station. [Mada]

He also says Iraqi forces secured around 500 families from the area. [Mada]

DaeshDaily comment. Al-Waleed town is small but strategically located, and has been described as the primary border checkpoint between Damascus and Baghdad. Control of this location is important to controlling the Iraq-Syria border north and south of Al-Waleed.

 

The Jazeera Operations Commander says Coalition warplanes killed 4 Daesh terrorists and destroyed a fuel storehouse, a rocket launcher and a mortar unit in the Qutniya area in Rawa District. [Mada]

The following story might give people some respect for Iraq’s military engineers.

The just-built Qayara Bridge is the only span across the Tigris between Mosul and Baghdad. A civilian bridge had spanned the river, but Daesh had been using it so Coalition aircraft destroyed it.

The military bridge gives Iraqi troops mobility, allowing reinforcements and materials to cross easily. It also helps to isolate Daesh. Building it is a key accomplishment in the campaign to retake Mosul from Daesh control, officials in Baghdad said. American combat engineers observed the operation but had no role in building the span, officials noted.

The bridge is about 200 meters long, and the Iraqi military engineers built approaches on either side. They were under fire when they started, but Iraqi soldiers forced Daesh fighters away and construction proceeded, officials in Erbil said. “There was a bit of a bend in it at first, because they anchored it a bit loosely against the current, but they tightened it up and it is working very well now,” one official said.

The engineers also built the defenses for the bridge, and that is important, the official added, as Daesh fighters recognize the strategic importance of the span and have tried to destroy it. Daesh bomb makers hollowed out trees, packed them with explosives, and put them in the river upstream from the bridge. The idea was that the trees would float down the river and explode next to the span. It didn’t work. The Iraqi defenders caught the ploy, and the span was never in danger. Next, Daesh bomb makers packed a refrigerator with explosives and put that in the river. Again, the defenders intercepted the bomb and engineers disposed of the threat. Iraqi engineers also have placed defenses on the downstream side of the bridge.

Daesh terrorists now are reduced to lobbing mortars at the bridge. “They fire two or three shells at a time,” the official said. “They can’t do anymore, because Coalition air power would kill them if they stayed any longer.” [InherentResolve]

 

Northwest (Tal Afar, Sinjar)

The manager of the KRG’s Kidnapped Yazidis Office says in a conference in Dahuk, on the second anniversary of Daesh’s capture of Sinjar, that 2,460 Yazidi people have been liberated from Daesh so far, while there are still 3,770 people missing. He also says Daesh is training more than 1,400 Yazidi children to become suicide bombers. He says there are 400,000 Yazidis living under dire conditions in displacement camps. [Sumaria]

The KRG President, Masoud Barzani, says in the same conference that Kurdistan independence is the only way to prevent such massacres in the future. [Rudaw]

DaeshDaily comment. Notwithstanding that the Yazidi massacre immediately followed the sudden withdrawal of the Peshmerga from Sinjar as Daesh was approaching. Apparently Barzani was not a History major.

Prime Minister’s Abadi spokesman says the PM issued a temporary travel-prohibition order for the officials mentioned in the Minister of Defense’s statement yesterday. The Minister accused Speaker Jubouri and several other MPs of corruption. [Sumaria]

The National Powers Alliance, the Sunni CoR coalition, issued a statement defending Jubouri and accusing the Minister of Defense of targeting the legislative authority and the entire political process. DaeshDaily comment. There is a lot of history behind the travel-prohibition order. Any number of officials accused of major corruption have escaped Iraq before their cases got to court. They have then been convicted and sentenced in absentia but of course had no intention of returning and chose to live abroad, comfortably supported by their ill-gotten gains.

 

A Christian CoR member says the Nineveh Plain should be kept out of political conflicts and all its people should participate in deciding its future. A Shabak member of the Ninewa Provincial Council had said that the Shabaks would submit a request to the KRG President to join their areas in Nineveh Plain to Kurdistan. [Sumaria]

DaeshDaily comment. As with other groups in Ninewa, the leaderships are divided between people who want to join Kurdistan and people who don’t. This “proposal,” quite possibly connived in by Barzani, is rejected by many Shabak leaders.

The PYD issues a statement on the 3rd anniversary of the Sinjar massacre against the Yazidis, saying that not only should Daesh be held responsible for the massacre, but so should the KDP’s Peshmerga, who received orders to withdraw suddenly and left the Yazidis defenseless. [Hawar]

DaeshDaily comment. This statement is a broadside in a nasty argument. When the Peshmerga re-emerged to drive Daesh out of Sinjar, the KDP credited itself with saving the Yazidis. However, others remembered that soon after Daesh appeared, the Peshmerga suddenly bailed out for Erbil. This has been confirmed by eyewitnesses. The PYD, which also participated in the Sinjar liberation, but with no Kurdish acknowledgement, and which still has soldiers in Sinjar, is competing with the KRG and KDP for the loyalty of the Yazidis. Of course, Sinjar is officially within the Iraqi Government’s jurisdiction. This is yet another complication in the post-Daesh Ninewa scenario that is getting closer.

 

The Chairman of the Ninewa Provincial Council says the Council allocated 1 billion Iraqi dinars ($830,000) to support 1,710 Yazidi women who escaped Daesh. [Mada]

A big showdown occurred in the CoR on Monday. A Shia MP had earlier accused Minister of Defense Khalid Al-Obeidi (a Sunni) of corruption. The Minister attended his question session today at the CoR, where he accused the MP of corruption herself. Then he accused Speaker Jubouri (a fellow Sunni) of trying to force the Ministry of Defense to sign multi-million dollar contracts with favored contractors. He specifically accused Jubouri and his brothers of being involved in multi-million dollar military equipment deals. He also accused Haidar Al-Mullah (a Shia MP in a Sunni bloc), Jamal Al-Karbouli (a Sunni MP), and other MPs of using CoR question sessions to force the Ministry into financial deals including an aircraft deal and a billion-dollar deal for Army food supplies.

Speaker Jubouri left the CoR meeting room after the accusation but returned later and sat with the MPs. He says he will not return to his chamber until he is proven innocent. He also says he will go to the Judiciary and to the Commission on Integrity himself to answer the accusations. Jubouri’s Islamic Party issued a statement defending him and accusing the Minister of “trying to mix the cards.” Other accused MPs said they would sue the Minister.

Prime Minister’s Abadi spokesman says the accusations are “dangerous” and the investigation will reveal the facts about them, stressing that there is no one above the law. [BasNews]

DaeshDaily comment. The allegations go beyond using one’s political position to favor special interests. There have been past corruption cases in which politicians were revealed to have arranged contracts in various ministries for favored contractors, for which they would then get a fee. The current accusations seem to reflect a similar scenario. This kind of scheme is illegal under Iraqi law. So the accusations, whatever the truth about them, are about major felonies that could involve lengthy jail terms.

 

The leader of Kata’eb Sayyed Al-Shuhada’ (a Shia PMF) says his group is loyal to Wilayat Al-Faqih (the Iranian religious authority), and doesn’t care about the mess created by the politicians in Iraq. [Sumaria]

 

A total of 759 Iraqis were killed and another 1,207 were injured in July by acts of terrorism, violence and armed conflict, excluding Anbar, according to casualty figures recorded by the United Nations Assistance Mission for Iraq (UNAMI).

There were 629 civilians killed and 1,061 wounded, but this includes federal police (10 killed, 13 wounded), Sahwa civil defense, personal security details, facilities protection police, and fire department personnel.

A total of 130 members of the Iraqi Security Forces (including Peshmerga, SWAT and militias fighting alongside the Iraqi Army but excluding Anbar Operations) were killed and 146 were injured.

According to the casualties recorded for July, Baghdad was the worst affected governorate with 1,400 civilian casualties (513 killed, 887 injured). Salahuddin had 45 killed and 80 injured, Diyala 24 killed and 52 injured, Ninewa 23 killed and 27 injured, and Kirkuk 23 killed and 13 injured. UNAMI has not been able to obtain the civilian casualty figures from the Anbar Health Department for this month.

“The number of casualties as a result of terrorism, violence and conflict in Iraq continues to remain high. We continue to deplore this unacceptable situation and look forward to the day, hopefully soon, when peace and tranquility will return to Iraq,” said Ján Kubiš, Special Representative of the United Nations Secretary-General for Iraq (SRSG). Conceding the cumulative tragedy reflected in the numbers, this monthly compilation is almost more frustrating than it is useful, given its hopelessly skewed definition of “civilian” and the lack of data from Anbar, where much of the fighting occurred, for which no explanation is given.

 

UN High Commissioner for Human Rights Zeid Ra’ad Al-Hussein on Monday expressed serious concern at the creation of a committee tasked with making recommendations to accelerate implementation of death sentences in Iraq. The committee, announced by Prime Minister Haider Al-Abadi, has been mandated to identify procedural or legislative delays in implementation of death sentences passed by Iraq’s courts.

“The women, children and men of Iraq live under constant threat of bombing, killings, and other atrocities, particularly those perpetrated by the so-called ISIL. In such circumstances it becomes all too easy to permit such atrocities to stoke the fires of vengeance,” High Commissioner Zeid said.

“But vengeance is not justice. It is imperative that those who have perpetrated such crimes are held accountable on the basis of facts, evidence and due process and in accordance with law. Given the weaknesses of the Iraqi justice system, and the current environment in Iraq, I am gravely concerned that innocent people have been and may continue to be convicted and executed, resulting in gross, irreversible miscarriages of justice.” [UNIraq]

He says the airstrikes also destroyed 4 guesthouses in the West Hsaiba area and Al-Raihana village in Anah. The area is one of Daesh’s main entry points between Syria and Iraq. KRG President Barzani met with the US Chief of Staff General Joseph Dunford, US Ambassador Stuart Jones, Coalition Commander in Iraq General Sean McFarland, and the US Consul in Erbil to discuss the political and military developments in Iraq and the region, according to a statement from Barzani’s office. General Dunford says that the Ninewa liberation plan will not succeed without the participation of the Peshmerga, according to the statement. He also says that having an after-liberation stability plan is more important than the liberation itself. [BasNews]

DaeshDaily comment. The last sentence is likely the one important news item about the meeting. Meeting reports by Barzani’s office are consistently unreliable for determining what actually happens in his meetings. As the Mosul plan moves forward, Barzani is more likely to be the problem than the solution. Therefore, the not-infrequent meetings with him are more likely efforts to keep him in line than to get his input on military strategy.

At the request of the Libyan Government of National Accord (GNA), the U.S. military conducted precision airstrikes today against Daesh targets in Sirte, Libya. Pentagon Press Secretary Peter Cook announced this to reporters in a news briefing. The airstrikes were in support of GNA-affiliated forces seeking to defeat ISIL in its primary stronghold in Libya, Cook said. Hundreds of people demonstrated in Baghdad and several other governorates demanding reforms and an end to the sectarian and partisan quotas, and objecting to the CoR member benefits law and the freedom of expression law. [Mada]

 

The Reform Front in the CoR says Iraq should cut off diplomatic relations with Saudi Arabia if the Saudis host the “Sunni Region” conference. They say the conference aims at destroying the political process in Iraq and will host people linked to Daesh. Several Sunni politicians are supposedly attending the conference including former Ninewa Governor Atheel Nujaifi, Rafi’ Al-Eissawi, and former Vice President Tareq Al-Hashimi, living in exile to avoid implementation of death sentences against him. DaeshDaily comment. Saudi Arabia is still working on destroying Iraqi unity and Iraqi identity by claiming to be the friend of Sunni Iraqis, similar to what Iran does on the other side. This petty cold war between the two countries, which is a recently developed political conflict and not really a religious one, has killed hundreds of thousands of people so far, and neither side seems interested in ending it.

The dilemma for Iraq is that it is caught in between. Any gesture that seems negative to Saudi Arabia is regarded by some Sunnis as further evidence of sectarianism by the Shia-majority government. However, not standing up to Saudi sectarianism undermines Iraq’s own security.

 

The Chaldean Patriarch Louis Sako issued a statement condemning the terrorist attack in Normandy and calling for political and religious leaders to de-legitimize the people who call for terrorism and poisonous ideas. [Sumaria]

A PMF commander says the Daesh mufti of Shirqat, a 40-year-old Saudi terrorist, was killed in an airstrike on a Daesh guesthouse just outside Shirqat. [Sumaria]

YPG fighters conducted a special operation in Raqqa city that liberated a Yazidi family of twelve from Daesh. [Hawar]

 

Northwest (Aleppo, Idlib)

Manbij Military Council troops finally captured Hay Al-Kajli in southeast Manbij after 5 days of heavy battles with Daesh (video). After that, MMC fighters continued their advance toward the city center and captured a street and a bridge before heading toward Hay Al-Nuaimi in Manbij city center. [Hawar] [Hawar]

 

Manbij Military Council troops liberated around 1,000 civilians, mostly women and children, from Hay Al-Kajli and Al-Rabita streets. Survivors say Daesh is targeting anyone trying to leave the city. They also say people who are trapped in the city are suffering from lack of food. (video). [Hawar]

A mother of three from Manbij says they spent the entire month of Ramadan without food. They had nothing but water and sun-dried bulgur. [Hawar]

 

Manbij Military Council troops stopped a massive Daesh attack that began Thursday evening northwest of Manbij, killing more than 35 Daesh terrorists and destroying an armored vehicle and a headquarters. Battles continued in Ilan village. MMC fighters are searching the villages. [Hawar]

 

U.S. Central Command has begun an assessment to determine if a U.S. airstrike yesterday near Manbij resulted in unintentional civilian deaths, Pentagon Press Secretary Peter Cook told reporters today.

“That assessment is still in its early phase and we do not have all the facts at this time and we do not have any conclusions,” the Press Secretary said.

There have been a total of 202 allegations of civilian casualties during Operation Inherent Resolve, according to a DoD spokesman.

Of those 202 allegations, 143 were deemed not credible. Of the 59 deemed credible, 23 cases remain open and 36 have been closed. The 36 closed allegations resulted in the announcement of 55 civilian deaths and 29 civilian injuries, the spokesman said. [DoD]

A local activist says Iraqi and Afghani militias supporting the Syrian government reportedly burned down 20% of Tadmur city. A local source says Daesh has started to distribute wholesale wheat broadly in Mosul city. The source says Daesh used to have a monopoly on the wheat, keeping it in storehouses and using it as leverage to manipulate the people of Mosul by giving it only to favored people and selling it for high prices. The source also confirms that Daesh’s hisbah terrorists have nearly disappeared from Mosul streets, and people have started to openly smoke cigarettes and partake in other previously prohibited activities. The leader of Nusra Front, Jolani, appears in a video announcing its split from Al-Qaeda, saying he is forming a new group called Al-Sham Conquest Front. Jolani, who showed his face publicly for the first time, thanked Al-Qaeda and its leader, stating his new group will not have a relationship with any non-Syrian side. It intends to be a Syrian organization rather than an international organization. [Rudaw]

The Al-Qaeda Deputy Chief, Ahmed Abu Al-Khair, had issued an audio message on Thursday, permitting Jolani to split. [ARA]

However, General Lloyd Austin, the CENTCOM Commander, says Nusra will remain part of Al-Qaeda, even if it changes its name. [ARA]

A member of the Security Committee in the Anbar Provincial Council says the bodies of 25 civilians, executed by Daesh, were found in the Teacher’s Institute building in Falluja. A local official says that the Sadrist militia, Saraya Al-Salam, withdrew from the Shirqat area because the Military Command didn’t approve their participation in the campaign. Moqtada Al-Sadr had order the Saraya to go to Shirqat to “help its residents.” [Mada]

REPORTS FROM SYRIA

 

The Coalition says it conducted 12 airstrikes on Daesh targets in Syria, eight of them in and around Manbij, two in Mare’ in northern Aleppo, and in Deir Ez-Zor and Tadmur (1). [InherentResolve]

DaeshDaily comment. This is one of the rare times we see the Coalition bombing in Tadmur (Palmyra), which had been a military operations area of Russian aircraft and the Syrian Army. We wonder if this indicates some new strategy or understanding.

 

In that context, Defense Secretary Ashton Carter told US troops at Fort Bragg, North Carolina that is quoted as saying that the Coalition will look for chances to attack Daesh in Syria from the south. “This of course will have the added benefits of helping the security of our Jordanian partners and further splitting the Syria theater of operation from the Iraqi theater of operation.” [Reuters]

DaeshDaily comment. It’s not clear whether this means far southern Syria, where the US has not been active militarily, or Deir Ez-Zor, near where the US is trying to build up the small New Syria Army, based by the Jordanian border in southeast Syria, which failed in its effort to seize part of Albu Kamal (Bukamal) recently, partly because its American air cover was withdrawn during the battle to go to Falluja. We continue to believe that Bukamal is a Coalition target, and that this is one reason for the plans on the Iraqi side to reach Al-Qa’im and complete the liberation of northwest Anbar. 

 

Northeast (Hasaka, Raqqa)

The PYD Asayesh issued a statement saying a vehicle bomb exploded in west Qamishli, targeting civilians on a crowded street, causing massive damage to the surrounding buildings, in addition to a large number of civilian victims. [Hawar]

The Jazeera Medical Commission says the casualties of the explosion are thirty-five people killed, including children, and one hundred fifty wounded so far. However, there are still victims underneath the rubble. [Hawar]

Local officials say more than fifty people were killed in the explosion. [Qasioun]

The attacks on civilians in different countries show that Daesh wants to divert the attention from its losses in Iraq, Syria and Libya. Daesh wants to show its blood thirsty supporters it can still inflect pain and suffering world-wide. It wants to show that it is still “victorious” But that’s not all Daesh wants.

Daesh lost Falluja recently, and will lose Sirte and Manbij very soon. Losing Manbij will separate the core Daesh military organization between Iraq and Syria and might lead to a fracture within the organization itself, turning it into 2 smaller terrorist groups. One plausible theory is that Daesh wants to negotiate. Negotiations usually don’t happen unless the two parties don’t want to suffer more causalities. The negotiation theme has been apparent in the messages sent by Daesh’s social media accounts since the Karrada attack. This is how a terrorist group like Daesh delivers a “peace offer”.

In Iraq, some major Daesh supporters have flipped sides in public and started talking about “how to defeat Daesh!” We can believe them, and negotiate with them, only if we ignore that they are Daesh. The Daesh story is way more complicated than a bunch of jihadis who want to establish their own twisted version of a state. One of the biggest mistakes we make is to believe what Daesh media are saying.     

 

Daesh says one of its Syrian suicide terrorists attacked a YPG headquarters in west Qamishli with a vehicle bomb, killing more than one hundred people and wounding others. U.S.-backed Syrian fighters who have cleared parts of the strategic northern city of Manbij have found a vast collection of intelligence on Daesh, the Pentagon said Wednesday.

The United States and its coalition partners are sifting through approximately 10,000 items of intelligence, including computer data files, thumb drives and Daesh rewritten textbooks, said Col. Chris Garver, the Baghdad-based spokesman for Operation Inherent Resolve.

The Coalition-backed Syrian fighters have retaken about half of Manbij from Daesh, Garver told reporters at the Pentagon.

The files are providing a clearer understanding of how Daesh used Manbij to process incoming foreign fighters for Iraq and Syria and how it also hosted external attack operations there to “send trained terrorists out into the world,” Garver said. [Stripes]

He is perhaps an example of the fact that the world still hasn’t figured out how to deal with terrorists who were captured before or after they joined Daesh in Iraq and Syria. For example, a terrorist who took photos with severed heads in Syria was sentenced to just two years in prison in a European country. Really? Joining an international terror organization that publicly calls for killing civilians all over the world should not be dealt with as a minor crime. Many of these terrorists either killed civilians in Iraq and Syria or were planning to. European countries need to take stronger measures.

The COR’s Legal Committee says the new Political Parties law will be activated in the next 60 days. The law, which was approved in August 2015, creates a problem for some political parties because it prohibits parties from having any affiliation with armed groups. The only solution might be that those parties break their ties with their militias and accept the Prime Minister’s order to define the PMFs as components of a separate organization that is under the Iraqi Military Command. [Mada]

The PMF Commission issued a statement saying it will reorganize PMFs as a military organization based on the Counter Terrorism Service model, according to an order issued by Prime Minster Abadi in late February. The new establishment will follow all of the Iraqi military laws and procedures, and will break its ties to political parties. [Mada]

However, a PMF Commission spokesman says the reconstruction of the PMFs is likely to happen after the liberation of Mosul and not now. [Sumaria]

 

A COR source says they passed a law creating an independent agency called the General Commission of Regions and Governorates not Incorporated into Regions (i.e., the Kurds), which is to report directly to the COR. There must be representatives from all governorates on the Commission. The law was finally passed after intense negotiations among political parties. The law appears to work from the assumption that some governorates are not fairly represented in government management, and their citizens don’t get a fair share of its benefits, in part due to corruption factors. Specifically mentioned are scholarship opportunities and even opportunities to attend foreign conferences and meetings, often controlled by cronies and other favored individuals. The Commission is to make semi-annual and annual reports about its activities. [Mada]

DaeshDaily comment. We found the explanation behind this law somewhat unclear, and suspect that its implementation will be a subject of contention. However, the fairness of the governmental system has been a constant source of criticism.

 

The United Nation’s Security Council voted unanimously to support the United Nation’s mission in Iraq (UNAMI) for another year, retaining its leader, Jan Kubis. [Mada]

Displaced people say Daesh is forcing people out of their houses in order to booby-trap them in Manbij. They also say Daesh is digging tunnels under the houses and filling them with explosives while civilians are still inside. [Hawar]

 

Manbij Military Council troops secured 200 families from Manbij city center. [Hawar]

 

Special sources say Daesh terrorists fought internally in Manbij because of the MMC initiative to let them leave the city peacefully to save civilians. Some of the terrorists wanted to accept the initiative, while others refused. Similar clashes were reported also in Al-Bab city. [Hawar]

 

Local media sources say battles continued between Syrian Democratic Forces and Daesh terrorists who refused to leave Manbij city. They say many Daesh terrorists left Manbij toward Jarabulus. [Qasioun]

 

A Kurdish Asayesh commander says his troops stopped a Daesh attack in southwest Manbij, killing 15 terrorists, and destroying a vehicle bomb. An SDF force says Manbij Military Council troops captured the Baizar Bridge and several areas south of Manbij Hospital after heavy battles with Daesh. [ARA]

 

The Daesh military commander of east Manbij, a Turkish terrorist called Abu A’isha, was killed with 13 other terrorists in Manbij. The terrorist had kidnapped more than 150 Kurdish civilians in Manbij before the military operations started. [Hawar]

A special source says Daesh sent military reinforcements from the Al-Bab area, and attacked Syrian Democratic Forces positions in Ilan village, 20 km (12.5 miles) west of Manbij. The source says Daesh is targeting positions west of Manbij and captured Al-Qurt village yesterday. The source says these villages have no military significance for Manbij city. [Dorar]

A local activist says Daesh captured the entire medical staff of the Mayadin city hospital, after accusing them of accepting bribes and stealing medicine and equipment. He says Daesh released the crew after they paid financial penalties. Daesh also executed a young man in Biqris town east of Deir Ez-Zor, after accusing him of ridda (leaving Islam). [ARA]

DaeshDaily comment. The sheer depravity of Daesh is apparent from this truly horrible incident. Despite their religious pretensions, they are people of sub-human values focused only on power and the joy of killing others in cruel ways. Incidents like this put their supposed religious ideology in perspective.

The worst thing we can do is to believe Daesh media, to see the terrorists as religious fighters with a mission, albeit misguided, to change the world. Daesh terrorists are often sociopaths and psychopaths, and the people behind them are murderous criminals who will kill anyone to remain politically relevant.

Unfortunately this is not clearly communicated in the media, even in the West. Daesh is trying to show that beheading an 84-year-old man is a victory, that killing unaware civilians in a mall or a club is a holy fight, that blowing up women and children in suicide attacks will take the terrorists to heaven. For Daesh’s online fanboys these are acts of bravery. That shows us that Daesh is not a group of normal people but a bunch of criminals who must be dealt with as such.

Nigeria

Daesh’s affiliate Boko Haram says it stopped a Nigerian Army attack on a village in Borno State, northeast of Nigeria, killing fourteen soldiers and capturing one. [A3maq]

 

Afghanistan

The Spokesman of the Nangarhar province says Afghan troops started military operations in the province and killed 200 Daesh terrorists, including an Emirati leader, capturing 20 more, and clearing many villages. The operations started on Friday. [Anadolu]

 

SOCIAL MEDIA

 

There was an explosion of anger from Muslims on social media over Daesh’s beheading of a French priest (reported above) in his church. One theme was that this had no conceivable religious purpose.

 

Jacques Hamel, the beloved French priest who was murdered by Daesh, wrote last year that “we should make the world warmer, more humane and more brotherly.” [Twitter]

His church had donated land in 2000 to build a mosque. [Twitter]

 

Showing the extent of the problem, however, a supposedly “moderate” Saudi cleric (commenting in general) says “I followed the reasons that adopted violence and extremism, and found that they appear when there is a lot of oppression against Muslims, which creates a lot of enthusiasm accompanied by little knowledge.” [Twitter]

DaeshDaily comment. This is an example of how the Daesh incubator media justifies its existence. We just want to understand what kind of “oppression” makes Saudis from well-off families detonate themselves among civilians in Iraq?
