Among today’s major developments:

Iraqi forces try to recover their equilibrium in the Samarra area.
Heavy rains devastate displaced persons camps and impact military activity.

More public comments in Baghdad between people supporting or backtracking on Al-Abadi’s reforms.

 

ANBAR

The CoR’s Speaker Jubouri meets with the Anbar Governor to discuss Anbar liberation operations and says more fighters from Anbar should join the Iraqi forces. [Ghad]

Jubouri said during the meeting that operations like the one in Hawija should be conducted in Anbar. [Sumaria]

 

Falluja

An Anbar Police source says Daesh attacked Iraqi forces near the Japanese Bridge, 20 km (12.5 miles) northwest of Falluja, killing 3 Iraqi soldiers and wounding 4. The source says Daesh is making use of the bad weather to attack Iraqi forces and to launch rockets from Falluja (when there is no airpower to target them). [Mada]

 

An Anbar Police source says Iraqi forces stopped a Daesh attack on Sijar north of Falluja, killing 7 terrorists. The source also says Iraqi security forces supported by local tribal fighters destroyed a Daesh house in the same area, killing those inside. [Baghdadia]

 

A PMF source says PMFs rocketed Daesh in Saqlawiya. [Harbi]

 

A Joint Operations Command (JOC) source says a fuel tanker bomb loaded with chlorine exploded in Al-Fhailat south of Falluja, killing “dozens” of Daesh members. The source says Daesh prepared the tanker to detonate it on Iraqi forces in Ameriyat Al-Falluja. [Mada]

 

The 1st Iraqi Rapid Intervention Division destroyed 7 booby-trapped houses in Nuaimiya and Hitawiyeen south of Falluja, while 71 Daesh IEDs exploded because of the rain. [BOC Facebook Page]

A security source says Iraqi forces stopped a Daesh attack on a checkpoint in Qarma, killing 6 including 2 suicide bombers. [Baghdadia]

 

A local official says the local government in Ameriyat Al-Falluja opened the schools for the displaced families to stay in after the heavy wave of rain. [Baghdadia]

Another official says 500 displaced persons tents were destroyed by the rain, along with their belongings and food supplies. [Sumaria] He says more than 1,000 displaced families were affected by the rain. [Sumaria]

The Ameriyat Police commander says 4 displaced people were wounded when a house collapsed on them. [Sumaria]

Ramadi

The Coalition launched 2 airstrikes on Ramadi city, killing 12 terrorists and destroying 5 locations, 2 rocket launchers, 8 boats and 2 machine guns. [IWMC Report]

 

Iraq War Media Cell (IWMC) says an electricity fault caused by the rain destroyed 35 booby-trapped houses and 10 IEDs in East Hsaiba and Madhiq east of Ramadi. [Baghdadia]

IWMC says IFP snipers killed 3 Daesh members trying to plant IEDs in East Hsaiba after their previously planted IEDs were blown up by the rain. [Ghad]

Iraqi forces rocketed Daesh in East Hsaiba, killing 5. [IWMC Report]

 

The Coalition bombed Daesh north of Ramadi, destroying a small bridge and 3 hideouts in Albu Farraj and Jaraishi. [IWMC Report]

An Anbar Police source says an Iraqi Army commander was killed by a Daesh sniper in Albu Farraj. [Sumaria]

Baiji

A PMF commander says 3 Daesh hideouts were exposed by the rain in the Makhoul Mountains, forcing the fighters inside them to flee and leave their weapons and equipment behind. [Sumaria]

Tikrit

The Minister of Interior attends the funeral of the Speicher Base Commander, General Ali Al-Ameri, and Lieutenant Mustafa, who were killed in Mkaishifa. [MoI Website]

Samarra

A security source says 25 mortar shells fell on different areas in Samarra city. The source also says Balad hospital registered more than 40 Iraqi fighters killed or wounded since yesterday. [Ghad]

 

Daesh says one of its suicide terrorists attacked Iraqi forces with a Humvee bomb west of Samarra destroying many vehicles and killing the soldiers inside them. [Dump]

 

Daesh says another suicide terrorist attacked an Iraqi Army gathering near Samarra Dam, killing or wounding many fighters. [Dump]

An IFP source says Iraqi forces stopped a Daesh attack on Jazeera Samarra and killed “dozens” of Daesh members and destroyed 8 vehicle bombs. [Harbi]

 

IWMC says Iraqi forces cleared Al-Huwaish and Samarra Silo completely from Daesh. [Mada]

PMF Media had said a PMF unit cleared the Samarra Silo from Daesh fighters who sneaked into it yesterday. [Mada]

 

Iraqi Army 5th Division troops, IFPs and PMFs cleared the Muthanna Establishment (a former military/industrial compound) west of Samarra, killing 14 terrorists and destroying a vehicle carrying a machine gun. However, seven Iraqi soldiers were killed in the operation. [IWMC Report]

 

A security source says Iraqi forces reopened the road between Samarra and Tikrit after securing it. [Sumaria]

 

A PMF commander says the situation is “stable” in Samarra district and Daesh was defeated in west Samarra. [Sumaria]

 

The IAF conducted one sortie and the IAA 8 over Samarra. [IWMC Report]

 

Elsewhere in Salahuddin

A security source says Daesh fighters sneaked into an Iraqi position north of Al-Alam from Himrin Mountains, moving weapons and ammunitions using mules. The source says 20 Iraqi soldiers were either killed or wounded but Iraqi forces supported by IAA airpower stopped the attack and killed all the attackers. [Ghad]

 

The IWMC says the IAA bombed a Daesh gathering in Himrin Mountains, killing several Daesh terrorists and destroying their vehicles. [Ghad]

 

BAGHDAD

PM Abadi meets with Iraqi civil society activists to discuss the reforms and says the reforms should continue. [Sumaria]

The Sunni Coalition in the CoR says some of its members are “not convinced” about Abadi’s reforms. [Sumaria]

A Sunni MP says the Sunni Coalition and former PM Allawi’s CoR bloc met today in Speaker Jubouri’s house to discuss whether or not to continue supporting Abadi’s reforms. [Sumaria]

Former PM Maliki says other political blocs will withdraw their authorization for Abadi’s reforms. He also says Iraq wouldn’t be facing the Daesh problem now if he had made a military response sooner to the demonstrations in Anbar. He says he didn’t do it because he didn’t want to violate the constitution.  [Sumaria]

DaeshDaily comment. The fact that Maliki and Allawi were Prime Minister before, and wish they still were, undermines the credibility of any moves or statements they make about replacing Abadi or opposing his reforms.

Maliki also says Abadi’s decision to cancel the 3 Vice President positions was unconstitutional and it is being contested in the Iraqi Federal Court. [Sumaria]

DaeshDaily comment. We expressed our own doubts about the constitutionality of that decision when Abadi made it.

Former Deputy Prime Minister Baha Al-Araji says Iraq should solve its problems by working in unity, not by replacing the Prime Minister. [Sumaria]

DaeshDaily comment. This is direct support for Abadi from the Sadrist faction.

A State of Law CoR member says some SoL members, motivated by agendas from outside Iraq, are trying to break the SoL and are attacking PM Abadi without approval from the SoL leadership.

 

PM Abadi meets with the deputy chief of the PMF Commission and with the Badr commander to discuss the war against Daesh. [Ghad]

DaeshDaily comment. The deputy was outspoken recently against Abadi.

 

A member of the CoR’s Finance Committee says the Committee has no reservations about the 2016 budget except for a couple of points. [Baghdadia]

Another member of the Finance Committee says the 2016 budget is “unrealistic” because it projects more than 12 billion dollars from sources other than oil revenues. [Ghad]

 

A member of the CoR’s Integrity Committee says initial investigations showed that 500 billion dollars of corruption money was “smuggled” out of Iraq and asks the government and international organizations to follow up on it. [Ghad]

 

The Minister of Interior meets with a European Union delegation in his office in Baghdad to discuss Daesh recruitment, media, and sleeper cells. Iraq and the EU will cooperate through a joint intelligence center the EU intends to establish. [MoI Website]

The Minister says in the meeting that thousands of terrorists are coming into Iraq and Syria through Turkey and the international community should do something about it. [ROJ]

 

An MoI source says 15 Katyusha rockets targeting the Baghdad International Airport fell on Radwaniya west of Baghdad. The source says there is no information yet about casualties. [Mada]

IWMC says the rockets were launched from Bakriya near Abu Ghraib, targeting Camp Liberty, and fell on the Camp’s perimeter. [Mada]

Another source says 38 rockets fell targeted the Rapid Intervention compound at the camp. Security forces found a truck with Katyusha launchers in Bakriya. [Ghad]

DaeshDaily comment. The targeted area includes many military compounds including the Rapid Intervention, the Golden Division and the Iranian Mujahideen Khalq.

 

A website close to Mujahideen Khalq says at 7:40 pm the camp was rocketed, causing massive damage and fire, and killing many MK members (names). [Iran News Online]

A source from Camp Liberty says 22 MK members were killed and more than 100 wounded in the attack. [BasNews]

The official Iranian news agency, Fars, hasn’t reported the attack yet.

 

The Mayor of Abu Ghraib says 5 displaced persons from the same family were killed when the roof of the unfinished structure they lived in fell on them because of the rain. [Baghdadia]

The Saudi Okaz newspaper reports an Iraqi official says Ambassador Jones gave PM Abadi information about a Kurdish Iraqi car dealer who sold Daesh Toyota vehicles in exchange for oil. The official says the information was obtained from Daesh members who were rescued in the airborne operation in Hawija. [Okaz]

A website close to former PM Maliki reported on October 22 that Sardar, a major car importer in Iraq and allegedly one of Saddam’s business partners, sold the cars to Daesh and the deal involved 3 countries.

Iraqi Civil Aviation Authority says flights at the Baghdad airport are going as usual today. [Sumaria]

 

Daesh says its sniper killed an Iraqi soldier and wounded another in Tarmiya in north Baghdad. [JustPaste]

 

According to security sources:

  • A civilian was killed and 8 wounded when an IED exploded in Shaab in northeast Baghdad. [Mada]
  • A roadside IED exploded on a Sahwa vehicle in Hor Rajab in south Baghdad, killing 2 Sahwa fighters and wounding 2. [Baghdadia]
  • Unknown armed men killed 3 men and wounded 3 women from the same family in their houses in Arab Jabour in south Baghdad. [Mada]
  • The bodies of 2 unknown men were found in Mahmudiya in south Baghdad. [Mada]

 

An Iraqi Army 23rd Brigade Unit defused 23 IEDs in Khtaimiya near Yusufiyah in south Baghdad. [BOC Facebook Page]

 

The IAA conducted 20 sorties in total. The Coalition airpower conducted 10 sorties on Anbar, Salahuddin and Ninewa killing many terrorists and destroying 13 locations, 5 boats, 2 rocket launchers and 2 mortar locations. [IWMC Report]

Baquba

Speaker Jubouri meets in his office with the Minister of Defense, the Minister of Interior, MPs from Diyala, security and military officials from Diyala, and the UN rep in Iraq to discuss the situation in Diyala. [Sumaria]

 

Muqdadiya/Abu Saida

A security source says unknown armed men killed a school teacher in his house in Muqdadiya. [Sumaria]

 

Elsewhere in Diyala

A security source says unknown armed men shot and killed 2 civilians in Masoudiya in Balad Ruz.

A security source says unknown armed men burned 4 houses and blew up 4 houses in Masoudiya without human casualties. [Baghdadia]

DaeshDaily comment. An IED exploded in the same area 2 days ago, killing or wounding PMF fighters, which suggests a probable retaliatory motive and perpetrators for these crimes.

KIRKUK

Daesh beheaded 4 men at the location of the airborne operation in Hawija. [A3maq]

Daesh says it will publish a video soon about the airborne operation in Hawija. (Their advance promotion for it suggests there may be beheadings published in that video too). [GulfUp]

 

The Kirkuk Police Chief says security forces captured 6 Daesh members from multiple areas in Kirkuk after months of investigations. He says the group admitted conducting several explosions and assassinations during the last couple of years. [Kirkuk]

Mosul

The Peshmerga issued a statement saying the Coalition bombed Daesh in Al-Khazer, destroying vehicles and heavy weapons and killing many Daesh members. [BasNews]

 

A Ninewa Police source says unknown armed men set a Daesh weapons storehouse on fire in Qusiyat north of Mosul. [BasNews]

 

A PUK official says Daesh executed 2 former police commanders who were arrested from their houses six months ago. Daesh also executed a policeman after arresting him from his house. The official also says Daesh burned 3 people alive, accusing them of communicating with Iraqi security forces. [PUKMedia]

The PUK official says unknown armed men killed a Daesh emir with guns with silencers in Mosul. He also says the Coalition bombed Daesh in several areas in Ninewa, killing 7 and destroying 5 vehicles in addition to several buildings and locations. [PUKMedia]

Northwest Ninewa

Daesh attacked the Peshmerga in Sinjar from Baaj, but the Peshmerga forced them to retreat, killing 36  and wounding 17. [IWMC Report]

Daesh says it launched 34 rockets on the Kurdish forces in Mount Sinjar, killing 40 of them and wounding “dozens”. [JustPaste]

 

The YPG in Sinjar issues a statement saying they killed 24 Daesh members and wounded 11 in the battles in several areas in Sinjar on Wednesday. [ROJ]

KURDISTAN

The Chairman of the Kurdistan Islamic Union bloc in the CoR says Speaker Jubouri will visit Erbil to meet with President Barzani in an effort to help solve the current crisis in Kurdistan. [Rudaw]

 

A KDP CoR member says an international entity should oversee the “new” oil deal between Baghdad and Erbil. [Sumaria]

 

The KRG Envoy to the EU says the KRG requested direct weapons and military support for the Peshmerga from the EU, saying that Baghdad “hinders” the delivery of military aid to Erbil. [Sumaria]

DaeshDaily comment. Unfortunately, the frequent crying from the KRG and its sympathizers about having to get its military support through Baghdad rather than directly from the US is less about the war effort than about creating precedents for Kurdish independence.

 

SOUTHERN IRAQ

The Chairman of the security committee in Basra GC says the body of the young local journalist kidnapped yesterday was found in the city. [Mada]

A security source says the victim was kidnapped by an armed group in a no-tags military vehicle. The Iraqi Journalism Freedoms Observatory rep in Basra said 5 Basra journalists received death threats from a group claiming to be linked to Daesh. [Ghad]

DaeshDaily comment. The slain journalist was not one of the 5 who were threatened. Many activists and journalists were threatened in different parts of Iraq, some of whom we know personally, after the wave of demonstrations started. 

 

REPORTS FROM SYRIA

Northern Syria

A Commander with Burkan Al-Furat (a Coalition of Syrian armed groups and the YPG) declared  Raqqa a “military area” and says the start date of the battles against Daesh in Raqqa will be announced soon. [ARA]

 

The PYD says the declaration of the Turkish government about shelling the YPG is a proof that Turkey supports Daesh. [ROJ]

 

Local activists say Daesh has started to collect the end-of-service money for the families of Syrian soldiers in Shaddadi. The Syrian government gives this money to the families of the soldiers who get killed in the battles. The activists say the father of one soldier protested and Daesh beheaded him publicly. [ARA]

Northwestern Syria

Local sources say clashes erupted between Daesh local and foreign terrorists over loot in Manbij. [Hawar]

The Turkish Ambassador in Baghdad says Turkey has prevented 30,000 Daesh members from going to Iraq. He also says Turkey is bombing Daesh in Syria. [Sumaria]

 

Turkish President Erdogan says Turkey will not allow a Kurdish autonomous region like the KRG in north Syria. He also says Turkey will attack “terrorists” without asking approval from anyone. [Welati]

 

Turkish security arrested 15 Daesh suspects in raids on 28 houses in Istanbul. Turkish security also arrested 8 people trying to join Daesh in Syria including a terrorist trying to transport explosives. [Anadolu]
