ANBAR

A CoR member from Anbar warns that the ongoing internal political disputes are delaying Anbar liberation and says Iraqi forces can defeat Daesh in Anbar if a political decision is made to start the assault on Ramadi and Falluja. [Maalomah]

 

A member of Anbar GC says the Anbar Police Chief promised to return 3,000 policemen from Anbar to service and he has an initial approval from the Minister of Interior. [Sumaria]

DaeshDaily comment. These policemen were fired because they left their posts and ran away when much smaller numbers of Daesh terrorists attacked and captured their cities.

Falluja

An Anbar Operations Command source says 14 Daesh members were killed in IAF airstrikes on several areas within Falluja city. [Mada]

 

A security source says Iraqi forces stopped a Daesh attack on Saqlawiya north of Falluja, killing 5 terrorists and destroying 3 vehicles. [AIN]

A member of Qarma District Council says Iraqi forces cleared a poultry farm north of Qarma, killing many Daesh terrorists and defusing many IEDs. He says the farm was an important Daesh location. [Baghdadia]

 

A local PMF commander says a Daesh bulldozer bomb was destroyed by an airstrike in Albu Auda in Qarma. He says the military airpower is looking for 3 other vehicle bombs in the same area. [Sumaria]

Ramadi

The former National Security Advisor, Dr. Mowaffak Al-Rubaie, a member of the CoR’s Security and Defense Committee, says Ramadi is surrounded by the Army, the IFP, and the Anti-Terrorism unit and doesn’t need the PMFs to liberate it. He says the PMFs will liberate Shirqat and Hawija on their way to Mosul. [Ghad]

 

The PMF media says the PMFs stopped a Daesh attack in the Thirthar desert, killing 24 Daesh fighters. [Buratha]

Western Anbar

A security source says a 2-year-old child was killed when several Daesh IEDs exploded because of the rain in Kubaisa. [Baghdadia]

 

SALAHUDDIN

Baiji

A security source says 2 Iraqi fighters were killed and 14 wounded, mostly PMFs, while stopping a large Daesh attack from three sides on Al-Fatha near Baiji. The source says “dozens” of Daesh terrorists were killed in the attack. [Mada]

The IFP Commander says his troops killed 3 Daesh members in Al-Fatha. He also says the IFP troops defused 15 IEDs in Baiji. [Maalomah]

Shirqat

A local source says Daesh deployed many of its Ashbal Al-Khilafa members (14-17 year old boys) in Shirqat streets. The source says some of the boys were wearing explosives belts. The source says Daesh brought the boys from Mosul to raise the morale of its fighters in Shirqat. [Sumaria]

 

Tikrit

Daesh says it rocketed Speicher Base with 20 Katyushas. [JustPaste]

 

Samarra

    There were major military developments in the Samarra area, mostly west and southwest of the city, and mostly negative for Iraq.

A security source says Daesh launched a massive attack on Samarra District, gained ground in the Abbasiya and Al-Huwaish areas, and captured a section of the road between Samarra and Tikrit near Mkaishifa. Daesh used several vehicle bombs and sneaked through small roads to attack Iraqi locations. A source in Balad hospital says the hospital received dozens of Iraqi fighters killed or wounded in Samarra. [Ghad] A security source said 11 PMF fighters were killed and 17 wounded in the battles in Samarra. [Ghad]

A security source says Daesh took advantage of bad weather to launch attacks on several areas: west of Samarra, north of Al-Alam, the Himrin Hills, Allas oil field and west of Tikrit. The source says 2,000 PMF fighters arrived in Al-Fatha to support Iraqi forces there and more troops were deployed to Al-Alam. [Baghdadia] The main attacks were in Samarra and west.

 

A security source says Daesh attacked Iraqi forces in Abbasiya and Sharif Abbas northwest of Samarra city with 4 vehicle bombs. Iraqi forces destroyed 3 of them but the fourth exploded, killing 10 Iraqi fighters. The source also says Daesh sneaked into the Al-Hawi and Al-Huwaish areas close to Samarra city and burned a security forces vehicle. He says the IAA is flying over the area but has not attacked, because Daesh members are hidden in civilian houses. [Mada]

Daesh says its terrorists launched a massive attack on an Iraqi Army location in Al-Huwaish and burned 3 Humvees. [Dump]

However, a Joint Operations Command source says the IAA supported Iraqi forces in stopping the attack on the area and caused many casualties, notwithstanding the bad weather. [Mada]

A security source says 2 Katyusha rockets fell on Al-Qatoul in west Samarra city, wounding 3 persons. [Mada]

A security source says Iraqi forces tightened their security procedures at Samarra’s entrances. He also says security forces and PMFs gathered in Samarra to protect the shrines. [Baghdadia]

DaeshDaily comment. An Iraq expert among our sources says Daesh has been in position to rocket the Shia shrines in Samarra for a long time but they didn’t do it, fearing a massive Shia reaction against Sunnis in Baghdad and other places, similar to what happened in 2006, which cost AQI a lot of its support within Sunni communities. However, Daesh may now feel that the danger to their positions from Iraqi forces’ advances in Anbar and northern Salahuddin outweighs that risk. The Samarra attack also shows Daesh can depend on its sleeper cells and can disappear and reappear very easily in many areas.

 

The Mayor of Samarra says the situation in the District is “normal,” there is no curfew, and the government employees went to their work today. He says 2 mortar shells fell on the city, wounding at least one civilian. He also says a few Daesh terrorists sneaked into Al-Huwaish and occupied 2 civilian houses during the night and in the morning clashes erupted with Iraqi forces. He says the troops are dealing with the issue and Daesh did not manage to control high buildings or deploy snipers. [Baghdadia]

A security source says many people from Samarra went to the IFP’s 5th Division headquarters to volunteer to defend their city. [Baghdadia] A security source claims the Joint Operations Command sent weapons and ammunition to those volunteering to fight Daesh. [Baghdadia]

 

A member of the Security Committee in Samarra District Council says the IAA destroyed 4 Daesh vehicle bombs on the highway west of Samarra. He also says Iraqi forces killed 3 terrorists wearing explosives vests and trapped another in Al-Huwaish. [Sumaria]

 

Daesh says 2 of its suicide terrorists attacked Iraqi forces on the highway between Samarra and Tikrit with 2 armored vehicle bombs killing or wounding dozens of soldiers. [Dump]

Daesh says it captured the road between Tikrit and Samarra and seized 3 vehicles, 2 of them with anti-aircraft machine guns, a bulldozer and 2 Kornet rockets. [Dump]

Daesh says its terrorists captured 8 Iraqi Army locations near the Strategic Line west of Samarra. [Dump]

Daesh says it captured the Strategic Line, Sharif Abbas, and the Samarra Silo areas west of Samarra and seized dozens of vehicles plus weapons and ammunition from Iraqi forces. [Dump]

The Iraqi JOC Spokesman says Daesh is trying to open a gap in the Strategic Line areas by using car bombs, and sleeper cells who shoot at Iraqi forces from the tops of buildings. He says Iraqi forces are preparing a counterattack to liberate the areas controlled by Daesh. [Mawazin]

DaeshDaily comment. The Strategic Line here means the oil pipeline from the refinery city of Baiji to Anbar province.

 

A security source says Daesh launched a large attack in west Samarra city and Iraqi forces asked for air support. [Sumaria]

The leader of the Khazraj tribe says his fighters were deployed in Dujail after the Daesh attack on west Samarra. [Mawazin]

IWMC confirms the reports about the PMFs killing a Qatari Daesh leader yesterday in Jazeera Samarra outside the city. [Baghdadia]

Daesh says another suicide bomber attacked the Iraqi Army and PMFs west of Samarra, killing or wounding many of them. [Dump]

A security source says an Iraqi Army major and five soldiers were killed in clashes with Daesh terrorists in the Thirthar area southwest of Samarra. [Mada]

DaeshDaily comment. The huge Thirthar Lake is west of Samarra across the desert, but most of it is in Anbar. The attacks reportedly came from west of Samarra, from the Daesh-controlled and forbidding desert area. One likely purpose of the Daesh assault west of Samarra is to reopen a road across the desert to Falluja, to offset the loss of supply routes cut off by government forces.

A security source says a child was killed and 3 others lost because of the heavy rains on displaced persons camps in Tuz. [Sumaria]

BAGHDAD

PM Abadi meets in his office with the American Special Envoy Brett McGurk and Ambassador Jones to discuss the war on Daesh and the American support for Iraq. The Envoy said the US is committed to support Iraq and all the support will be supervised and approved exclusively by Baghdad. [Sumaria]

 

A State of Law CoR member says PM Abadi invited SoL members for a meeting this evening to discuss the salary schedule and the reforms. [Sumaria]

Another SoL member says the SoL requested the meeting with Abadi and that there is no decision as yet on whether to withdraw the authorization regarding the reforms. [Sumaria]

A third SoL Representative refuted yesterday’s reported statements about withdrawing the reform authorization from PM Abadi, describing them as just “leaks and individual behavior,” and says the Dawa Party has not made a decision. He also says the Chairman of the SoL bloc in the CoR didn’t even know about this issue. [Sumaria]

Another SoL member says withdrawing the reform authorization from Abadi was intended to correct the political process. She says she has no idea how the statement against Abadi reached the media because the SoL had put it on hold. [Rudaw]

The SoL spokesman denied the reports about issuing a statement against Abadi. [Maalomah]

A CoR member close to Abadi says the SoL is angry with Abadi for many things, including his statement against Maliki, not cooperating with the Quadripartite Coalition, and suggesting Emad Al-Kharsan as the Chief of COMSEC. [Mada]

DaeshDaily comment. Yesterday’s anti-Abadi leaks from State of Law sources apparently brought out the political caution flag from other members of the Coalition, including Dawa, who don’t share the same opinion. If there is significant sentiment for replacing the Prime Minister, who comes from their own party, the outcome may depend on the position taken by Grand Ayatollah Sistani. If Sistani doesn’t support dumping him, the PM’s critics in State of Law can just follow up today’s denials by saying it wasn’t a real issue. Another possible consideration for the parliamentarians is that dumping Al-Abadi could cause a movement to take the position away from Dawa.

 

The rapporteur of the CoR’s Finance Committee says the Iraqi government is not going to send the 2016 budget to be read at the CoR yet because it is negotiating a loan with IMF for a loan that might change it a lot. [Rudaw]

The Chairman of the PUK bloc in the CoR says the new salary schedule in unfair and it has nothing to do with the reforms. She says the PUK supports Speaker Jubouri in opposing the schedule and the government will have to withdraw it because of the political and public pressure. [Ghad]

DaeshDaily comment. Government employees are poorly paid but dependent on their government jobs in an economy where the private sector is so small. A high percentage of the budget goes to salaries, and Iraq supports an excessive number of government employees. Iraq’s financial crisis is the apparent reason for proposing a salary schedule with lower salaries, and if changing the salaries is deemed unacceptable, the financial crisis will get that much worse and more and more people may not get paid on time, whatever their salaries.

 

A Council of Ministers source says PM Abadi didn’t appoint Mr. Emad Dhia Al-Kharsan as the General Secretary of COMSEC. The source says Abadi asked Mr. Kharsan to prepare a study about the work of COMSEC. [Sumaria]

DaeshDaily comment. If he wasn’t really appointed to the position, why didn’t they deny the news reports when they came out instead of waiting until opposition arose to the appointment?

 

The Head of the Sunni Endowment issues orders to all mosques to open their doors for the displaced families to shelter them from the heavy rains. [Sumaria]

The spokesman of the Judiciary Council says the Central Criminal Court sentenced 3 Daesh members (an Iraqi, a Saudi and a Jordanian) to death. [Baghdadia]

DaeshDaily comment. These terrorism death sentences don’t always get carried out. Many AQI members were caught and sentenced, then sent back to their countries in political deals. Some came back to Iraq like the infamous “living suicide bomber” who killed an entire Iraqi family with a tanker bomb. The then National Security Advisor, Mowaffak Al-Rubaie personally took him and other Saudi terrorists on a plane back to Saudi Arabia, where he “repented” as part of a Saudi government program, then simply traveled to Syria and joined Daesh. According to security sources:

  • Two policemen were wounded when an IED exploded on their vehicle in Tarmiya in north Baghdad. [Ghad]
  • An IED exploded in Mashtal in east Baghdad, killing a civilian and wounding 6. [AIN]
  • An IED exploded near a popular restaurant on Al-Kifah Street in downtown Baghdad, killing a civilian and wounding 5. [Mada]
  • A PMF fighter was killed and 3 wounded when an IED exploded on civilian vehicles they
  • were driving in Abu Ghraib in west Baghdad. [Mada]
  • A civilian was killed and 2 others wounded when a sticker IED exploded under his car in Ameriya in west Baghdad. [Mada]

 

DIYALA

A member of Diyala GC says Dijla Operations Command secured 200 km (125 miles) of borders between Diyala and Salahuddin. He says these borders were used by Daesh to move terrorists and car bombs to Diyala. [Sumaria]

 

Baquba

A security source says unknown armed men attacked and killed a Ministry of Justice employee, then took his car, on the road between Baquba and Muqdadiya. [Baghdadia]

 

Elsewhere in Diyala

A member of Diyala GC says more than 1,000 families are living in a disastrous situation in Khanaqin because of the rain and asks the government for urgent solutions. [Sumaria]

 

KIRKUK

A CoR member from Kirkuk says 17 Daesh members were among the freed prisoners in the airborne operation in Hawija. He says they were imprisoned by Daesh for some violations and they will be delivered to Baghdad next week for questioning. [Sumaria]

 

A Peshmerga source says the Kurds permitted 56 families escaping Daesh controlled areas in Hawija District to enter a village in Dibis, 55 km (34 miles) northwest of Kirkuk city. [Mada]

 

NINEWA

Mosul

The CoR Speaker Jubouri issues a statement condemning Daesh executions of tribal leaders and citizens in Mosul. [Rudaw]

 

A Ninewa Police source says Daesh beheaded 10 civilians, including university students, based on various allegations in Mosul. [BasNews]

 

A KDP official says Daesh executed 34 persons, including women, in Mosul Woods and in Hammam Al-Alil. He says some of the victims were former security members who “repented” earlier. [Karemlash]

Northwest Ninewa

Daesh says it attacked 4 Peshmerga locations in Shandoukha village in Tal Afar, killing 8 Kurdish fighters and wounding 18. [Dump]

 

A Peshmerga commander says Daesh attacked the Kurdish forces in many areas in Sinjar but the Peshmerga stopped them and caused them many casualties. [Rudaw]

 

A KRG official says the PKK is trying to control the IKR. A Peshmerga Ministry official says the Peshmerga will not allow (the YPG) to participate in the Sinjar liberation. The KDP cut off the road between Sinjar and Syria a couple of days ago and the YPG demanded an explanation. [ROJ] [Hawar]

 

Local sources say heavy clashes erupted in Hay Nasir in Sinjar between Daesh and the YPG. [Hawar] A YPG official says Daesh attacked the Peshmerga and the YPG forces heavily in Hay Nasir and the Kurdish forces killed many of them. [PUKMedia]

The YPG says more than 100 Daesh fighters were killed since the YPG started its military campaign in Sinjar on October 8. They also say they conducted an operation today in Sinjar, killing many Daesh terrorists, and they will issue a statement about it soon. [Hawar]

KURDISTAN

A PUK CoR member says the KDP decision to replace Gorran ministers created a rift between the Kurdish CoR members in Baghdad and stopped the meetings between the Kurdish parties. She says the move was not good and it came at a time when the political parties were trying to resolve the issues. [Mada]

 

The Chairman of the Gorran bloc in the CoR says replacing the Gorran ministers in the KRG has debased the democratic experience in Kurdistan and gives a bad image to Iraqi and international public opinion. [Ghad]

 

A PUK CoR member says his party refuses to take over Gorran ministries. He also says what the KDP did was a “coup against legitimacy.” [Sumaria]

 

The Islamic Movement of Kurdistan, another coalition member, says replacing the Gorran ministers will complicate the political situation in Kurdistan. [Buratha]

 

A KRG official says a KRG delegation will visit Baghdad soon to discuss the disputes between Baghdad and Erbil and to reach a “clear” oil deal. [Sumaria]

 

SOUTHERN IRAQ

A Babel Police source says the Musayyib police defused 7 IEDs between Musayyib and Jurf Al-Sakhar north of Hilla. [Mada]

 

REPORTS FROM SYRIA

Northern Syria

Daesh says it detonated 4 IEDs on YPG forces in Qamishli countryside, killing 8 YPG fighters and destroying 4 vehicles. [Dump]

 

The YPG say they released 21 military recruits because they are under 21 years old and delivered them to their families in Hasaka. [ARA]

 

Daesh continued its attacks on the YPG in Kobane countryside without making any advances. [Welati]

 

Daesh publishes a video of its “reconciliation” activities in Hasaka. [MediaFire]

 

The YPG says Daesh fighters from south Jarabulus rocketed the YPG forces southeast of Kobane without any casualties. The YPG also says they stopped 2 attacks near Ain Eissa and Tal Hamis and 2 Daesh fighters were killed in the battles. [Hawar]

 

A PYD official says the canton (self-management) system is uniting Syrian Kurdistan. The PYD joined Tal Abyad to its canton system. [Welati]

 

Northwestern Syria

Local sources say the battles continued between the Syrian Army and the armed groups near Ithriya, in southwest Aleppo, and Syrian aircraft bombed the area heavily.

DaeshDaily comment. This report says “armed groups” instead of Daesh. There is an important development in the area where many sources say Daesh, Nusra and other groups agreed not to fight each other and focus on the Syrian forces, and that this led to their recent advances in Aleppo. If true, this is a major development in the Syrian civil war. 

 

Local activists say Daesh captured several areas in Al-Safira and the Syrian regime prevented its militias from leaving the city. [ARA]

Iraq sues Turkey in the International Court of Arbitration in Paris for a billion dollars, for selling Kurdistan oil. [Cihan]

 

Turkish authorities say 7 Daesh members and 2 policemen were killed and 15 suspects were arrested in the raid in Diyarbakir 2 days ago. The authorities say they found Darth Vader masks in the terrorists’ house, used to protect their faces from flying debris. [BasNews]

 

Turkish authorities say a Daesh cell in Gaziantep was responsible for the suicide attack in Ankara and took orders from Daesh in Syria. [Anadolu]

 

Turkish authorities say 32 Daesh suspects, including 2 women, were arrested so far in Kunya. [Anadolu]

 

The Turkish PM says Turkey will not allow the creation of anti-Turkey entities in Syria. He also says the YPG conducted ethnic cleansing in many Arab and Turkmen villages in Tal Abyad. [BasNews]
