Among today’s major developments:

Prime Minister Al-Abadi says the government does not even have enough money to pay salaries due to the falloff in oil revenues. His own party and other political blocs are directly threatening his job if his reforms continue.

    Daesh unleashes a dual suicide bomb attack in Samarra.

    KRG Prime Minister Nechirvan Barzani appoints acting ministers to replace the Gorran     ministers barred from their offices by the KDP.

 

ANBAR

Falluja

A PMF source says the PMFs stopped a large Daesh attack on Saqlawiya and the clashes are still going on. [Harbi]

 

A Rapid Intervention unit killed 4 terrorists and destroyed a vehicle carrying a machine gun near a traffic police building south of Falluja.  [BOC Facebook Page]

 

An Anbar Operations Command source says Iraqi forces killed 4 Daesh attackers wearing explosives vests in the Hayakel area, 18 km (11 miles) southeast of Falluja. [Mada]

 

An Iraqi Army 60th Brigade unit killed 3 terrorists and wounded 5 in Maamir east of Falluja. [BOC Facebook Page]

 

The IWMC says the IAA killed a Daesh local leader, Ali Al-Halbousi, in Sijar in Qarma. [Mada]

 

The Chairman of the Subdistrict Council of Ameriyat Al-Falluja says hundreds of students from the city were prevented from going to Baghdad to take their final exams because of the tough security procedures. [Sumaria]

 

Ramadi

A member of Anbar GC says the operations to liberate Ramadi are “slow” in order to give airpower the opportunity to bomb Daesh in and around the city so as to minimize casualties. [Sumaria]

 

The Anbar Police Chief says security forces arrested 160 Daesh members trying to leave the city with the displaced families during the last few days. [Qurtas]

 

An Anbar Operations Command source says 10 Daesh fighters were killed and many others wounded in Coalition bombing of several areas north of Ramadi. [Baghdadia]

 

An Anbar Operations Command source says Iraqi forces destroyed 4 vehicle bombs attacking them in Albu Aitha north of Ramadi. [Baghdadia]

 

A security source says Iraqi forces stopped a big Daesh attack on Anbar University, killing 17 terrorists and destroying 5 vehicle bombs. [Sumaria]

 

A security source says Iraqi Rapid Intervention troops killed 10 Daesh terrorists and destroyed 5 hideouts in East Hsaiba. [Sumaria]

 

Hit/Haditha

The Jazeera Operations Commander says his troops, supported by Coalition airpower, killed 21 Daesh fighters, destroyed 45 IEDs and 4 rocket launchers, defused dozens of booby-trapped houses, and seized 5 rockets in Albu Hayat in Baghdadi district. [Mada]

DaeshDaily comment. Every day we report many houses booby-trapped by Daesh. Most likely these houses belong to people who oppose Daesh. Many of the traps get defused but some of them explode, causing casualties and destruction. Even after Daesh leaves an area it still can cause a lot of damage.    

 

A security source says dozens of Daesh IEDs in Dolab, Kubaisa and Hit exploded because of the rain. Daesh planted hundreds of IEDs on the roads, anticipating the advance of Iraqi forces. [Sumaria]

Western Anbar

A government source in Anbar says Daesh transported 75 families of its Russian and Bengali terrorists from Syria because of the heavy bombing there and gave them houses of Iraqi officers and government employees in Rutba. [Sumaria]

 

A security source says the IAA destroyed a Daesh training camp in Rutba, killing 40 terrorists. [Baghdadia]

SALAHUDDIN

Baiji

A Shabak CoR member says the PMFs should not repeat the same mistake by leaving Baiji, and should not focus on Falluja and Qarma. He says Daesh is building its position in Shirqat and Iraqi forces should continue the momentum to liberate Shirqat. [Ghad]

 

A security source says Iraqi forces retreated from Al-Fatha after heavy Daesh shelling. He says the geography of the area is rough and a lot of airpower is needed to control Al-Fatha long-term and move on to Hawija from there. [Ghad]

DaeshDaily comment. This should be weighed against statements by PMF leaders of Shia militias that they don’t want Coalition airstrikes supporting them.

 

The IFP Commander says his troops killed 3 Daesh fighters in an attack on their positions Al-Fatha. [Baghdadia]

 

Daesh publishes a video of the fights in Makhoul Mountains and says it controls the Mountain almost completely. [A3maq]

 

IWMC says Iraqi forces are “advancing” towards the Presidential Palaces in Makhoul Mountains, killing “dozens” of terrorists. [IMN]

DaeshDaily comment. Does that mean Iraqi forces lost these palaces? The last reports we had said Iraqi forces captured them and a video of the Badr Commander visiting them was published on the net (YouTube).

Shirqat

Eyewitnesses say Daesh executed a former policeman, who left the job in 2010, at a checkpoint in Shirqat because he didn’t carry his Daesh “repent” letter with him. [IraqPress]

 

Tikrit

The Salahuddin Governor says the Badr Commander and central and local governments officials met with tribal leaders from Tikrit and agreed to form a force of 400 fighters from the city to support the security checkpoints around the city. [Mada]

 

A Ninewa police source says 3 police officers were wounded in a Daesh mortar shelling on Speicher Base. [BasNews]

 

Security sources say local residents led Iraqi forces to a mass grave containing the bodies of 58 Kuwaiti prisoners executed in 2003. [IraqPress]

 

Samarra

Daesh says it attacked Iraqi forces in Samarra Dam from 3 sides. A Saudi terrorist started the attack with a fuel tanker bomb killing “dozens” of Iraqi soldiers, followed by an Egyptian terrorist in a truck loaded with 14 tons of explosives, forcing Iraqi forces to escape and capturing some of their barracks and vehicles. Daesh says the battles are still going on. [GulfUp]

A different story came from a security source who said Iraqi forces destroyed a Daesh fuel tanker bomb attacking a joint police-PMF checkpoint in the Thirthar area southwest of Samarra. The source says 7 Iraqi fighters were wounded in the explosion. [Mada]

Another source says 2 IFP fighters were killed and 10 wounded in the fuel tanker explosion. [Sumaria]

The Samarra Operations Commander says the District has been facing failed Daesh attacks for the last 3 days. [Qurtas]

 

A PMF source says Saraya Al-Salam and the Iraqi Army 17th Brigade clashed with Daesh for 12 hours west and south of Samarra and forced its terrorists to retreat. [Harbi]

PMF media says Saraya Al-Salam destroyed Daesh rocket launchers west of Samarra that were intended to rocket the Shia shrines in the city. [Sumaria]

A PMF source says Saraya Al-Salam killed a Daesh Qatari leader called Abu Talha and 16 other terrorists in a shelling on Daesh hideouts west of Samarra. [Harbi]

The Iraqi JOC says the IAF destroyed a Daesh vehicle carrying a machine gun near the Muthanna Establishment (a former military/industrial compound) west of Samarra. [Mada]

A PMF source says the PMFs stopped a Daesh attack on Himrin Hills. [Harbi]

BAGHDAD

60 State of Law party members issued a statement saying they have withdrawn their support for PM Abadi’s reforms because he doesn’t consult them or other political organizations in his decisions. [Masalah]

A State of Law member says Abadi has 48 hours to fulfill his commitments according to the existing political agreements and to consult with the coalition and other political fronts “or else.” [Xendan]

DaeshDaily comment. These reports show that some people who lost something from the Prime Ministers reform are on the offensive now. Of course they didn’t dare to say anything when the reforms were a “hot” issue and anti-corruption demonstrators were in the streets, but now is the time for payback. State of Law was started of course by then Prime Minister Maliki, who is no longer the Prime Minister in part because he was regarded as too dictatorial and refused to consult with others before making decisions. Payback in Baghdad is not deterred by concerns about hypocrisy.

 

Prime Minister Abadi says the oil revenues will not be enough to pay the government salaries after paying debts, not even mentioning all other expenses like health, education, agriculture and so on. [Ghad]

DaeshDaily comment. The government’s financial situation is clearly drifting toward desperate. Reform and cost-cutting measures will save some money, but can’t begin to offset the huge losses from the drop in world oil prices, especially as the Iraq economy is almost totally dependent on energy revenue.

Meanwhile, the political pressure from this crisis increases, witness the following four news items. These are among many indicators in recent Daesh Daily reports that Iraq just can’t pay all its current obligations, but also that the politicians would rather make the Prime Minister the “fall guy” than to accept the responsibility to deal with the problem.  

 

A Sunni bloc in the CoR says it won’t vote for the 2016 budget if it ignores the displaced people or touches the salaries of government employees. [Ghad]

A Kurdish MP says the CoR should withdraw its support for the government if it insists on the new salary schedule. [Xendan]

Ministry of Education and Ministry of Finance employees demonstrated in Baghdad against the new salary schedule. [Ghad]

Former Vice President Nujaifi issues a statement criticizing Abadi for not paying more attention to the displaced people. [BasNews]

 

The CoR’s Finance Committee says the 2016 draft budget was delivered to the CoR Speaker and the Committee will review it in the coming days. [Buratha]

 

An MoI source says unknown armed men raided a school on Palestine Street in east Baghdad and stole the salaries of the staff (around USD 60,000) at gunpoint. Two similar incidents happened yesterday in 2 other locations in Baghdad. [Mada]

A member of the Security Committee in Baghdad GC says police officers are involved in the recent wave of robberies of government salary payments in Baghdad. [AIN]

 

The spokesman of the Judiciary Council says the Central Criminal Court issued a death sentence on Daesh’s top sharia official for Iraq. [Mada]

 

A Ministry of Trade source says the Ministry’s media advisor, who was killed by a sticker IED, was about to deliver documents about corruption in the Ministry to the Commission on Integrity. A judiciary official says 4 of the Minister’s bodyguards were arrested for their role in the incident. [Sumaria]

DaeshDaily comment. The Minister is under investigation now on corruption charges. Daesh is only one of Iraq’s problems. Many sources have told us that some of the money gained from corruption in Iraq goes directly to Daesh.

According to security sources:

  • A civilian was killed and 5 wounded in an IED explosion in Taji in north Baghdad. [Mada]
  • A security source says unknown armed men threw a hand grenade into a liquor store in Shaab in north Baghdad, killing its owner and wounding 4 pedestrians. [Mada]
  • A Ministry of Finance employee was killed and 2 of his colleagues wounded when unknown armed men shot them in their civilian car on Al-Qanat Highway in east Baghdad. [Mada]
  • Unknown armed men shot and killed the director of the blood bank in Sadr General Hospital, at his house in Sadr City in east Baghdad. [Mada]
  • Two civilians were killed and 4 wounded when an IED exploded in a commercial area in Niariya in east Baghdad. [Mada]
  • A roadside IED exploded in Yusufiyah in south Baghdad, killing a Ministry of Education employee in his car. [Ghad]
  • An IED exploded in a commercial area in Washash in west Baghdad, killing 2 civilians and wounding 7. [Mada]

 

DIYALA

Baquba

The Sunni bloc in the CoR issues a statement asking PM Abadi to “explain his position” regarding the violence in Diyala. [Baghdadia]

DaeshDaily comment. This is typical Iraqi politician behavior, complaining about crimes against their own sect without mentioning victims from other sects. Shia and Kurdish politicians are no better.

 

Muqdadiya/Abu Saida

A civilian was killed and 3 members of his family wounded when an IED exploded on their car near Abu Saida. [Baghdadia]

 

A security source says the body of a civilian kidnapped 2 days earlier was found in a village near Abu Saida. [Mawazin]

 

Northern Diyala

A security source says 2 PMF fighters were killed and 2 wounded when an IED exploded on their vehicle in Masoudiya in Balad Ruz District. [Baghdadia]

 

KIRKUK

An Arab CoR member from Kirkuk says Daesh moved its prisoners to Shirqat and to areas near the Iraqi-Syrian borders, fearing more airborne operations. [Sumaria]

 

NINEWA

Mosul

A local source says Daesh killed 3 more leaders from the Jabour tribe by burning them inside cages in Qayara. [Sumaria]

 

A security source says Daesh delivered the bodies of 17 civilians and security personnel who died from torture in Daesh secret prisons north of Mosul to the forensics department (morgue) in Mosul. [BasNews]

 

A PUK official says the Coalition bombed Daesh in Ashiq, Badoush and Sinjar, killing 10 terrorists and wounding 18 and destroying 5 vehicles. [PUKMedia]

 

A CoR member from Ninewa says the Joint Operations Command opened the door for the citizens in Ninewa to volunteer in the military forces and participate in Ninewa liberation operations and they will be trained in Karkoush camp in Diyala. [Baghdadia]

Northwestern Ninewa

IWMC says the Daesh wali of Sinjar escaped to an unknown place after IAF airstrikes targeted him in multiple locations. [Mada]

 

The IWMC says Coalition planes bombed a Daesh weapons storehouse near the Tal Afar grain silo, killing many terrorists and destroying 2 vehicles loaded with ammunition. The Coalition also bombed a convoy in Mosul Woods, killing “dozens” of Daesh members and destroying 6 vehicles. The Coalition also bombed a Daesh hideout in Abu Maria village in Tal Afar and a Daesh gathering in Ayadhiya, killing dozens of Daesh members, mostly foreigners. [Sumaria]

 

Other Governorates   

KURDISTAN

The KRG Prime Minister Nechirvan Barzani appoints acting ministers in place of the Gorran ministers he fired, along with other appointments. [Mada]

 

President Barzani meets with the new White House task force director Brett McGurk (replacing the resigned General Allen), as well as Ambassador Jones and other American officials and military advisors, to discuss the war against Daesh. [Rudaw]

DaeshDaily comment. It would be almost unbelievable if the American side did not raise the subject of the ongoing Kurdish political crisis at this meeting.

Basra police says they arrested a man wanted on terrorism charges as he was trying to cross the border into Iran. [Sumaria]

 

REPORTS FROM SYRIA

Northern Syria

A Kurdish military source says Daesh shelled the YPG south of Tal Hamis with dozens of locally made rockets, wounding 2 Kurdish fighters, and the YPG responded with heavy shelling. Clashes erupted in Al-Hawl countryside between Daesh and the YPG and one Daesh terrorist was killed and another wounded. [BasNews]

 

The YPG says Daesh shelled their positions south of Sarrin, then attacked them in the same area, without giving more details. [BasNews]

 

A local activist says the asayesh raided the liquor stores in Ras Al-Ain in Hasaka and destroyed their goods, then shut them down, claiming they sell alcohol to their fighters. [BasNews]

Another source says the YPG was agitated after one of its fighters got drunk and accidentally detonated a hand grenade, killing himself and wounding 3 other fighters. The sources also say the YPG is forcing taxes on the shop owners in the city. [Welati]

 

A local activist says 2 more civilians were killed by a Daesh landmine in eastern Kobane countryside. Daesh planted hundreds of mines before it was kicked out of Kobane. [BasNews]

Local activists say Daesh executed 2 more men by throwing them from the top of a building in Deir Al-Zor after accusing them of homosexuality. [ARA]

The Syrian Observatory for Human Rights says Daesh executed 3 people by tying them to archaeological columns in Tadmur and then blowing up the columns. [Sumaria]

The YPG says the Turkish Army targeted their positions near Kobane and Tal Abyad with heavy artillery for the third day in a row without casualties. [Hawar]

The Turkish Prime Minister says Turkish forces targeted the YPG twice. He also says Turkey will not allow the YPG to control hundreds of miles of borders. [PUKMedia]

DaeshDaily comment. If we understand correctly, Turkey is using this rationale to attack anti-Daesh soldiers within Syria. If true, we wonder how this contributes to defeating Daesh.
