REPORTS FROM IRAQ

NATIONAL NEWS

Former Minister of Defense Khaled Al-Obeidi issued a statement refuting Turkish media reports that he approved the presence of the Turkish troops in Bashiqa in a deal that was approved by Baghdad and Erbil. Local activists issued a video of Obeidi describing the presence of Turkish troops as an “occupation.”

Obeidi had visited the NMF compound and promised the fighters salaries, and they were paid for two months, but the salaries stopped after they refused to join training camps in Salahuddin. Former governor Nujaifi is using that visit as a “proof” that Obeidi knew about the Turkish troops, although the video doesn’t show any Turkish presence.

A Sunni MP from Ninewa says the NMF includes some shady people who have links to Daesh. He also says Nujaifi is offering young men from Ninewa money to join the NMF. He accused Turkey of delaying the Mosul battle.

Prime Minister Abadi said on Sunday that the Turkish troops should remain in their positions and not participate in the Mosul battle. Abadi also says Turkey doesn’t have an advisory role in the battle either. A KDP official says the Peshmerga are ready for the battle, and says they won’t enter the city. He says the dispute between Baghdad and Ankara is delaying the battle. [Facebook] [Mada]

DaeshDaily comment. We believe the last point by the KDP official is true. However, he conveniently omits the fact that Barzani connived in the Turkey-NMF deal and contributed directly to the problem. Even if Barzani and the KDP are (hopefully) distancing themselves from the scheme, this is not just a dispute between Baghdad and Ankara, but a blatant violation of Iraqi sovereignty for which the Kurds share some of the blame.

The PMFs Administrative Deputy says 15,000 volunteers from Ninewa were registered and will join the PMFs in order to participate in the Mosul liberation. [Mada]

The Supreme Federal Court ruled against Prime Minister Abadi’s decision to fire the three vice presidents, declaring the decision unconstitutional. In a later statement, the Supreme Judicial Council spokesman says the ruling was not about reinstating the vice presidents but was handed down in response to a case submitted by former vice president Osama Al-Nujaifi. [ROJ] [Mada]

Italy has deployed helicopters, drones, fighter jets and more than 1,300 troops for the war on ISIS in Iraq. Rome’s contingent includes a battalion of 450 elite soldiers whose job it is to safeguard the strategic Mosul Dam while an Italian engineering firm undertakes critical repairs. If the dam breaks, the resulting flood could submerge Mosul in 60 feet of water — and wreak havoc as far as Baghdad, 340 miles away.

In the past, Daesh has avoided trying to damage the dam, as a breach could devastate Mosul, the most populous city under its control. However, Daesh communications that leaked in September suggest that it sees things differently now that it’s likely to lose control of Mosul to Iraqi forces. [WarIsBoring]

The Jazeera Operations commander had earlier reported that his troops, supported by the IAA, captured the Safaqiya area in Jazeera Hit, got rid of all Daesh sleeper cells in the area, and defused 37 IEDs. [Maalomah]

DaeshDaily comment. This area was declared liberated ten days ago. The reference to “sleeper cells” suggests that Daesh recaptured the area by using local terrorists disguised, as usual, as civilians.

He also said Iraqi forces, supported by the Coalition, have captured several villages in Jazeera Hit and are advancing to clear the entire area, killing many Daesh terrorists. [Sumaria]

DIYALA

Baquba/southeast Diyala

Daesh says it killed or wounded more than fifty “Shia pilgrims,” including seven soldiers (including an officer), at the Al-Khalis District entrance. [A3maq]

DaeshDaily comment. Daesh is not hiding anything anymore. It openly says it is attacking Shia civilians, and not trying to hide that by saying it was attacking PMFs. Within this new type of Islam, it is totally acceptable to kill Shia pilgrims, men, women, or children.

A PMF commander says he warned repeatedly about a road from Zarqa to Udhaim used by Daesh to transport vehicle bombs. He says after today’s attack, Daesh’s next target is in Baghdad. [Sumaria]

The Diyala Police says it captured a Daesh hisbah terrorist in Hay Al-Tahrir in Baquba. It says the terrorists were collecting extortion money from shop owners and civilians in Baquba. [Mada] [Sumaria]

DaeshDaily comment. It is more realistic to look at Daesh as a gangster organization. This type of extortion has been going on since 2003.

Mosul campaign

In a statement, Ninewa Ops Command has issued a list of instructions to the people of Mosul advising them to refrain from believing or spreading Daesh rumors, cooperate with the security agencies, avoid Daesh locations, stay indoors, and follow safety procedures such as securing glass windows with tape and storing gas canisters outside, among others. The statement also included the hotline number for the counter-terrorism authorities. [Karemlash]

Daesh has been sowing areas of Mosul with dynamite sticks placed into holes drilled in the ground an Iraqi security source said. In some areas the holes are less than one meter apart. The source added that the dynamite is being rigged to be detonated remotely. Most of the dynamite is being laid in neighborhoods on the outskirts of the city from which residents have already fled, expecting Iraqi troops to storm the area shortly. As reported earlier Daesh’s defenses also include oil reservoirs ready to burn in trenches and massive concrete blocks to impede the progress of advancing troops (photo). [NewSabah]

Daesh has also been strewing auto tires at points throughout the city which sources say it intends to set alight to create a blanket of smoke once the Mosul operation is launched. [Mawsleya]

Conditions in Mosul

Mosul is in a “state of anticipation” as the operation approaches, according to sources in the city. The streets are increasingly empty and Daesh is decreasingly present on the streets, the sources said. [Mawsleya]

Daesh has been raiding homes of former members who left the group, compelling them to return to its ranks, local sources say. The sources suggest this reflects Daesh’s inability to recruit new members in the city. [Mawsleya]

Daesh has cancelled the guarantees it had been providing to families of its suicide attackers and instead marrying their widows off to other Daesh members, according to local sources. [Mawsleya]

Daesh has reduced the requirement for Islamic prayers from five times daily to three, according to a local source in Ninewa on Sunday. The source said Daesh had informed all local preachers of this order. The source suggested that the Daesh instruction is related to the wartime conditions in Mosul which require Daesh to mobilize its troops. [Sumaria]

A KDP official says Daesh ordered the daily prayers in Mosul reduced from 5 to 3 because of the security situation, and threatened to punish anyone who violates the new orders. [Rudaw]

DaeshDaily comment. In Shia traditions, this is the norm. In Sunni traditions you can do this only under severe conditions.

Daesh is attempting to collect all the Iraqi currency circulating in Mosul to replace it with a currency of its own issue, a local source in Ninewa said Monday. Daesh took Iraqi dinars from Mosul residents and gave them what was said to be an equivalent in its own currency in return, the source added. Daesh is also attempting to compel traders to use its currency in Mosul’s markets, the source added. [Sumaria]

DaeshDaily comment: This Daesh “money” will be worthless after Daesh is expelled from Mosul. It is essentially just stealing from people. Perhaps Daesh is also looking for ways to create fear of an Iraqi victory in Mosul among the populace of the city.

Daesh’s media centers in Mosul are devoid of new publications, local sources said. Daesh appears to have purposely removed those publications that speak to its occupation of villages and its executions and other cruelties in what could be an attempt to destroy evidence of its criminal acts. [Mawsleya]

Nineveh Plain

A local activist says Daesh blew up the historic St. Barbara Church in the Assyrian town of Karemlash a few days ago. [ARA]

DaeshDaily comment. This is a major loss of a historic site. Leaving Daesh in charge of the history and civilization of Iraq is like leaving a donkey in charge of a stash of valuable books. This is a direct example taken from the Quran.

A PUK official says the Turkish artillery in Zilkan killed a man and his two children in shelling on Fadhliya village. He says the Turkish artillery has destroyed tens of Shabak people’s houses so far. [Mada]

DaeshDaily comment. The “regional power referred to is obviously Turkey. Fortunately, the loyal Iraqi forces don’t need the “support” of the anti-Iraq NMFs either, or their “regional power” friends.

REPORTS FROM SYRIA

The Russian military plans to expand its supply base in Syria into a fully-fledged permanent naval base. The Russian facility in Tartus has long been used to resupply Russian warships during Mediterranean Sea missions.

“We are going to have a permanent Navy base in Tartus. We have prepared the paperwork, which is now being reviewed by other government agencies. The documents are pretty much ready, so we hope to submit them to you for ratification soon,” General Nikolai Pankov, deputy defense minister responsible for communication with other parts of the Russian government, told the Federation Council, Russia’s senate.” [RT]

DaeshDaily comment. This news will inevitably elicit more negative comments from those who feel that Obama’s Syria policy has benefited Russia more than the US.

Neighboring countries

Kuwait

A collision between a truck driven by an Egyptian and a vehicle carrying three U.S. soldiers in Kuwait was a “terrorist attack,” not an accident as first thought, the U.S. Embassy said.

“U.S. Embassy in Kuwait confirms that what at first appeared to be a routine traffic accident involving three deployed U.S. military personnel . . . was in fact an attempted terrorist attack,” the Mission said in a statement posted on its website.

The statement said the attack took place on Thursday and that the U.S. soldiers escaped unhurt. The soldiers also rescued the Egyptian driver when his truck caught fire, it said. The Kuwaiti Ministry of Interior said on Saturday that authorities arrested the Egyptian driver and found with him a hand-written note in which he had pledged allegiance to Daesh. It also said that the driver, identified as Ibrahim Sulaiman, 28, also carried a belt and material suspected of being explosives. [     ]

Jund Al-Aqsa finally joined Nusra Front to avoid retribution but it was accused of conducting several attacks on Ahrar in Idlib on Monday.
