REPORTS FROM IRAQ

NATIONAL NEWS

The Chaldean Patriarch Luis Sako says in a meeting with the EU Ambassador to Iraq that the return of the Christian families to their areas in the Nineveh Plain is linked to the liberation of Mosul and the entire Ninewa Province, the removal of land mines and IEDs, and the reconstruction of houses and infrastructure, and asks the EU for help. A CoR member from Anbar says the CoR opened an investigation into the number of Tribal PMF fighters. He says 40,000 fighters are officially registered while the actual number on the ground is only 20,000, which mean that half of the numbers are “ghost fighters”. [Sumaria]

In an interview Monday with the Associated Press Prime Minister Haider Al-Abadi said Daesh lacks the courage to put up long-term resistance in Mosul, despite unleashing hundreds of car bombs that have killed and maimed Iraqi soldiers and civilians. “We have seen the whole organization collapsing . . . in the face of our own armed forces,” Al-Abadi said. “The success of liberating a huge area indicates that Daesh does not have the guts now or the motivation to fight as they were doing before.”

Abadi said Mosul was now completely encircled and that the speed with which the area was secured surpassed his expectations. He declined to say how many Iraqi troops have been killed since the operation began six weeks ago but said the rate of battlefield losses was “sustainable.”

Unlike past operations, the government has called on residents to stay inside their homes—a strategy that has slowed the military’s advance. But he said it was necessary to avoid creating a humanitarian disaster from fleeing residents overwhelming camps as winter approaches.

Abadi said he expects the incoming Trump Administration to grant Iraq a greater degree of logistical support in its war on terror, and dismissed suggestions by Mr. Trump in the election campaign that he would seize some of Iraq’s oil production as a kind of “reimbursement.” “I am not going to judge the man by his election statements,” Abadi said with a smile. “I am going to judge him by what he does later.”

Abadi also said of progress toward greater reconciliation between the country’s religious and ethnic groups “We have moved quite far in terms of reaching out to our own population.” He said there had been “a huge reversal” in terms of communities now welcoming the Iraqi military in a way that would once have been inconceivable.

Abadi acknowledged that some militia fighters have been found guilty of committing abuses against civilians. He said many had been sentenced to death and that he would investigate any further reports of misconduct. “My role is not to cover up for the crimes of others,” the Iraqi leader said. The Shiite militiamen “are mainly volunteers, Iraqi nationalists who rise up to defend their own country. They are prepared to sacrifice their own lives, their own families for the defense of Iraq.” [AP]

NINEWA

Mosul

The Mayor of Mosul says fifty civilians were killed and 300 wounded since the start of the military operations in the city. He says 2-3 civilians are getting killed every day by Daesh shelling on liberated areas.

A CoR member from Ninewa says Daesh has lost most of its ability to attack Iraqi forces. He says Daesh was able to send out 30 car bombs a day but now it can barely send one or two. He also says Iraqi forces cleared civilians from 20 neighborhoods in east Mosul. In the northern military sector, where Iraqi army 16th division is, and Nujaifi’s “national guard,” nothing is moving. However, a CoR member says there will be “surprises” there.

As for the south, a Ninewa Provincial Council member says the fighting is suspended, not because of Daesh resistance but because Iraqi forces want to secure the area before capturing the Albu Saif villages and moving on to the airport. He says the Albu Saif battles will be easier because the civilians have left. [Mada]

Local sources in Mosul say Daesh is transferring large quantities of IDs, mostly of its victims, from Mosul hospital to unidentified locations. [Sumaria]

East Mosul

The UN reported on a variety of incidents in which Daesh killed civilians in Mosul. Some victims refused to let Daesh place snipers and rocket launchers on their houses’ roofs. The report says that on Nov, 11, Daesh shot 12 citizens dead for refusing. On Nov. 24, Daesh shot dead 27 citizens in the Al-Muhandisin neighborhood; on Nov. 22 Daesh shot dead a 7 year old kid who ran towards army forces in the Aden neighborhood. [Mada]

Here Daesh says it killed nine “SWAT” members and destroyed 2 Humvees in its suicide attack on the outskirts of Hay Al-Bakr. [A3maq]

Here Daesh says 2 of its suicide terrorists, one from Morocco and the other from Syria, attacked Iraqi forces with 2 vehicle bombs on the outskirts of Hay Al-Bakr, killing eighteen service members, wounding others, and destroying 4 Humvees. [StoreUp]

Daesh says its snipers killed five Iraqi service members on the outskirts of Hay Aden, Al-Bakr, and the Bawiza area (the last being outside the city). [A3maq]

DaeshDaily comment. So how do we evaluate the sharp contradiction between the government and Daesh stories? Notice that these attacks occurred “on the outskirts” of these neighborhoods. Such wording (synonymous with “near”) tells you that Daesh has lost this territory and is trying to obscure the fact. Daesh is always victorious (even when it’s not).

Daesh publishes a photo of the Syrian suicide terrorist who conducted an attack on Iraqi forces near Hay Al-Muharibin. [StoreUp]

KURDISTAN

Media sources say the KDP is refusing to provide KRG oil to the Iraq Oil Marketing Company (SOMO) in exchange for cash to pay KRG employees’ salaries. The Iraqi government said it would pay the salaries if the KRG agrees on providing the oil. [SotKurdistan] [SotKurdistan]

DaeshDaily comment. This is the latest chapter in what is now a long-running GOI-KRG dispute over oil policy. However, the story is as much about the political crisis in Kurdistan. Notice that this is a KDP decision, which it presumes can be imposed on the rest of the KRG. A political party is deciding, not the government, conceding that its leader is also acting as the KRG President. The large protests in Suleimaniya, which have a sympathetic ear from the PUK and Gorran, have been triggered by the failure to pay salaries. People have gone unpaid for months at a time. PUK and Gorran have of late been more cooperative with the Iraqi government.

The Coalition admitted attacking Syrian forces by mistake on the 17th of September, believing that they were Daesh units. The results of the Coalition investigation were issued in a 250-page report. The Coalition admitted good intentions and no willingness to attack Syrian forces, but lack of flags or distinctive signs contributed to the tragedy. [Anadolu]

A string of miscommunications, intelligence shortcomings and human errors resulted in a US-led coalition air strike in Syria in September that reportedly killed around 90 regime forces, the Pentagon said Tuesday. American, Australian, British and Danish planes all took part in the massive air attack, which saw a total of 34 guided bombs and hundreds of rounds of high-caliber ammunition.

There were “errors in the development of intelligence, as well as missed opportunities for coalition members on duty to recognize and voice contrary evidence to decision makers,” US Central Command (CENTCOM) said.

The statement, which followed a six-week probe, marked the US military’s first formal admission of fault into the September 17 attack near Deir Ez-Zor. Regime officials have accused the coalition of intentionally killing its troops, but CENTCOM stressed that the attack was conducted in the “good faith” belief it was targeting Daesh. [Al-Monitor]
