REPORTS FROM IRAQ

NATIONAL NEWS

The CoR approved legislation that incorporates the PMFs in the Iraqi security forces.  The legislation, supported by 208 of the chamber’s 327 members, was quickly rejected by Sunni Arab politicians and lawmakers as proof of the “dictatorship” of the country’s Shia majority and evidence of its failure to honor promises of inclusion. [AP]

DaeshDaily comment. The resolution includes all PMFs, including Sunnis.

Speaker Jubouri, a Sunni, says the law will impose military rules on the PMFs, and it will not spare anyone who committed a crime. He says volunteers from all Iraqi peoples joined the PMFs and they should get their rights. However, he says he wishes the PMFs Law had been approved by political consensus and not by a majority vote. [Sumaria]

Former vice-president Osama Al-Nujaifi says Sunni Iraqis should not be treated as a minority. He says the “will of the majority” will take Iraq to an unwanted future. He says laws should be approved by political consensus. [Sumaria]

A Sunni CoR member from Ninewa says the Shia Alliance should try to please the Sunni people instead of Sunni politicians supported by regional powers.

DaeshDaily comment. This is an obvious reference to Turkey and Saudi Arabia.

A Shia CoR member says Sunni politicians didn’t object to the law in principle, but wanted 40% of the PMFs to be Sunnis. She says there are already 20 Sunni PMF factions. [Sumaria]

Daesh Daily comment. Most of the militiamen in the Popular Mobilization Forces are Shia, and the largest militias are Shia-controlled. The law passed on a sectarian vote and was promptly denounced by Sunni legislators as further evidence of the dictatorial Shia government, a tired refrain that often indicates hidden motives. Based on this story, the real objection of Sunni politicians was about their share of the pie.

In fact, the law has provisions that would keep the PMFs under government control, subject to regulations issued by the Prime Minister, who endorsed the law, and members would be expected to sever ties with political parties and avoid partisan political activity.

The PMFs were created when Iraq was in its most vulnerable stage and Daesh was about to take over Baghdad. It is not a healthy thing to have armed militias in any country, but it was needed at that time. With the defeat of Daesh now just over the horizon, the government wants to ensure it has control of the situation going forward. The PMFs must be under the Iraqi military establishment control, and under Al-Abadi’s leadership, they have been.

Unspoken so far in this dialogue is the fact that a few of the major Shia militias are extremely pro-Iran and presumably have Iranian funding. To make the law effective and reassure Sunni Iraqis, those militias would need to be dissolved, or to become government entities. That will be easier said than done, but is at the heart of the issue. By contrast, the constant references to PMF abuses against Sunnis is based heavily on past history, prior to creation of the unified command under the Prime Minister, and have little recent evidence to support them. The constant repetition of this “concern” reflects bad journalism still stuck on an old story line and still tuned in to one-sided propaganda, some of which emanates from people linked to those “regional powers.”

The US Department of State spokesman, John Kirby, says Washington is worried about the Iraqi CoR’s resolution to merge the PMFs with the Iraqi military. He says the United States doesn’t want the fighters participating in the battles against Daesh to instigate sectarian tensions. [Anadolu]

The Presidential Envoy to the Coalition, Brett McGurk, says almost all of Daesh leader Baghdadi’s deputies have been killed. He says it’s only a matter of time before Baghdadi himself will be killed. McGurk says Iraqi forces, supported by the Coalition, have regained 56% of Daesh controlled areas in Iraq. Daesh has also lost 27% of its territory in Syria. [Anadolu]

State TV says that IAF warplanes destroyed a major bombing factory in east Mosul. [Buratha]

All these progress reports notwithstanding, the Daesh propaganda machine keeps putting out contrary stories. In general, it is publishing more stories in an apparent effort to counter the public relations effect of news about its defeats by cranking out an even higher volume of stories. To some extent, these would, if validated, undermine the government’s optimistic reports, but there is no way to evaluate the great majority of them. Examples of Daesh reports over the past few days on east Mosul are the following.

Daesh says it killed more than ten Iraqi soldiers and destroyed two Humvees and a BMP armored vehicle in a suicide attack near Hay Al-Intisar. [A3maq]

Daesh says a Saudi suicide terrorist attacked Iraqi forces with a vehicle bomb near Hay Al-Intisar. Daesh says battles erupted after the attack and thirty-eight Iraqi soldiers were killed and others wounded. [Top4Top]

DaeshDaily comment. For some reason, Daesh remains fascinated with Hay Al-Intisar, which it has already lost based on government reports. Notice the word “near” in both of the reports just above.

Daesh says it killed four “SWAT” (CTS) fighters and destroyed a Humvee with a mortar shell in Hay Aden. [A3maq]

Daesh also says its snipers killed five “SWAT” snipers in the same area. [A3maq]

Daesh publishes photos of battles near Hay Al-Qadisiya Al-Thaniya in northeast Mosul. [JustPaste] Also see Qadisiya story below]

DaeshDaily comment. The photos just show some Daesh terrorists shooting. Also, we cannot validate the dates of these photos, so there is no way to validate that they are even about the battles cited. Substituting video and photos from other battles is an old Daesh trick.

PMF media says PMF forces liberated Turkmaniya village after a battle that left several Daesh terrorists killed. [Sumaria]

Reality is that the PMFs had captured Al-Masayid on November 3rd but Daesh recaptured it a few days ago. An IFP commander said the IFP artillery helped the PMFs to recapture the village. Another IFP commander says the IFP is 3 km away. [Rudaw]

DaeshDaily comment. This is one reason not to like the official refrain after the capture of every village that it has been “liberated.” If it can be so quickly lost again, it is not liberated. The PMF media tried to present this as another victory in Tal Afar, when it was more like an embarrassment occurring back in the Mosul District and much closer to Hammam Al-Alil.

PMF media says PMF units helped tens of Southern Turkmaniya village residents to evacuate war areas. [Maalomah]

SOUTHERN IRAQ

Babel

On Thursday Daesh attacked a restaurant in Babel, near Hilla, killing eighty-three people, including Iranian pilgrims, and wounding thirty. The IWMC said the vehicle carried 500 liters of ammonium nitrate. [Rudaw]

DaeshDaily comment. According to the Saudi Wahhabi doctrine, Shia should be killed anywhere and anytime. Daesh is just implementing the Wahhabi doctrine. Wahhabi satellite channels are calling publicly on “Muslims” to wipe out Shia cities. From that ideology, there are no Shia civilians in this ugly war. And just for the record, this doctrine does not include the Shia alone. The crimes against minorities in Iraq and Syria, and other countries, are part of this. The same TV channels who support this genocide doctrine are accusing the “crusader Coalition” of committing crimes against civilians in Mosul and elsewhere. This makes the citizens of western countries targets too.

There are some naïve people working on automatic pilot who say these calls are just politics and mainly target Iran. However, attacks on Shia supported from Sunni countries will only push the Shia toward Iran. The vast majority of Shia don’t support the Iranian theocracy, but the aggressiveness of the Wahhabis and the silence of the rest of the world will make the Shia people’s options very limited.

REPORTS FROM SYRIA

Israeli planes targeted a deserted military building that was previously used by UN units in the Syrian part of Golan. The building had been used by Daesh terrorists to attack a group of Israeli soldiers near the Syrian border. Northwest (Aleppo, Idlib)

Aleppo city

SOHR says government forces recovered the strategic neighborhood of Sakhour in northeast Aleppo. This means the armed opposition has lost 1/3 of its territory in east Aleppo. [Sumaria]

DaeshDaily comment. This is a major military development, and a headline story on western media today, and shows that the Syrian government with its Russian air support has gained a clear advantage over the opposition fighters in Aleppo after years of stalemate. News reports said that several thousand or more residents were now trying to escape from the area.

Opposition sources say government forces from different sides have now come together, north and west of the city, after conquering the Sakhour area, aided, it claimed, by the YPG as well as Russian warplanes. [ARA]

Opposition units are firing at the refugees escaping east Aleppo to Sheikh Maqsoud using mortar and machine gun fire. Several wounded refugees were admitted to Sheikh Maqsoud clinics. [Hawar]

DaeshDaily comment. The opposition groups believe that the YPG is in effect an ally of the government, which rationalizes (to them) the repeated shelling of Kurdish civilians.

The SOHR says an unidentified warplane attacked the city of Al-Zahra north of Aleppo, populated by Shia and protected by Hezbollah trained units. 4 airstrikes caused an undetermined number of casualties. It was suggested that Russian planes attacked the area by mistake. [SyriaHR] Local activists say that Russian warplanes bombed Al-Zahra with cluster bombs, causing civilian casualties and large fires. [ARA]

However, the pro-PYD Hawar media organization said the attack on Al-Zahra was most likely by Turkish warplanes, and left two civilians killed and eight wounded. [Hawar]

Unidentified warplanes also bombed the city of Nabul, killing several civilians. Local activists say there were 6 air raids.  [Dorar]

Activists say 6 airstrikes by unknown warplanes, probably Russian, killed civilians in Al-Zahra and Nabul. [Qasioun]

Local activists say a Russian airstrike killed ten civilians and wounded twenty in Al-Sha’ar neighborhood in east Aleppo, while Syrian helicopters using chlorine gas shelled two other neighborhoods, causing suffocation cases among women and children. [ARA]

Investigations by the Turkish Armed Forces and intelligence units are continuing into the airstrike on a Turkish Special Forces team positioned to the north of Al-Bab. Investigations are focusing on whether or not the coordinates of the team’s position were leaked. Military sources point out that it would have been impossible for Syria to have struck the Turkish team in a night raid without this critical information having been passed on. According to information obtained from military sources, the identity of the plane remains an enigma. This accounts for the comment, “A plane belonging to Syria is considered to have conducted the strike,” made with reference to the bombing. The sources, indicating that such wording is reserved for situations that evade clarification, pointed out that only a small number of planes remained at the Assad regime’s disposal and the number of planes capable of staging night operations was even smaller.

Later on, Cumhuriyet said that the Turkish military is not blaming the Syrian regime for the attack near Al-Bab that left three Turkish soldiers dead previously reported as being a Daesh attack. Cumhuriyet had reported on Nov 24 that three Turkish soldiers were killed and seven injured in a Daesh attack on Al-Bab in Syria. [Cumhuriyet]

A government army source says that the attack on a Turkish military convoy between Azaz and Al-Bab was committed by two SU-34 Russian warplanes that took off from Hemeimeem airport. The raid killed 4 Turkish soldiers, wounded 10, and destroyed a tank and an armored vehicle.  The source said that the attack took place on November 24, and was in commemoration of the Turkish shooting down of a Russian plane last year.
