A BBC investigative report based on information from Conflict Armament Research (CAR) has uncovered the existence of a corrupt system by which weapons meant for Western-backed rebels in Syria are ending up in the hands of Daesh in Iraq. James Bevan, a team investigator says “To date, the international community has been blind to the fact that weapons are being diverted into conflict affected areas.”

The BBC report followed the team and reported on its detail-oriented investigative techniques. The team works just behind the frontlines in areas recently captured from Daesh. It examines munitions for markings on them, but the empty boxes are the most useful, since they carry serial numbers and batch numbers. For one example, the CAR team found evidence that a church in Qaraqosh had been used as a Daesh weapons factory. However, while Daesh tried to mass-produce weaponry in areas it controlled and set up home-made mortar factories, there is also evidence of materials coming from abroad. Around the church pews in Qaraqosh were bags of an industrial chemical, sold only on the domestic market in Turkey, but large quantities made it into Daesh hands. “When we look at improvised weapons and homemade explosives, we know they buy in massive bulk and they buy primarily on the Turkish market,” says Bevan. “Their procurement networks reach out into southern Turkey and they obviously have a series of very strong relationships with very big distributors.”

The team also found evidence on the source of Daesh ammunition. Initially, most Daesh ammunition was captured on the battlefield from Iraqi and Syrian forces. By the end of 2015, however, ammunition boxes were turning up that were traced back to factories in Eastern Europe. It emerged that the material had been sold – legally – to the governments of the United States and Saudi Arabia. It was then shipped through Turkey. The destination was northern Syria and the opposition groups (which the US and Saudi Arabia supported) fighting President Bashar al-Assad.

The intention was never for the ammunition to find its way to Daesh but somewhere along the way it was diverted. This ammunition was found in Tikrit, Ramadi, Falluja and now Mosul–all places where it has been used to fight the US-backed Iraqi forces. The speed with which Daesh was getting this material was startling – sometimes only two months from leaving the factory. “If you supply weapons and ammunition not only to non-state actors but to non-state actors in a very complex interlocked conflict then the risk of diversion is very, very high,” says Mr. Bevan. DaeshDaily comment. The frightening figure here is “2 months.” The Iraqi government can’t get weapons and ammunition that fast. It actually took them a year or so to get anti-armored vehicle rockets to destroy Daesh vehicle bombs. We ignore and don’t believe the PYD claims that the opposition groups are giving up their weapons to Daesh on purpose, or the claims by Shia politicians that Saudi Arabia is arming Daesh, but we think there needs to be further investigation on the sources of this corruption

 

Daesh used chemical weapons at least 52 times against enemy forces on the battlefield, according to an analysis released Tuesday. Of the 52 times it has used chemical weapons, 19 of those attacks came in and around Mosul, according to the London-based defense consultancy IHS Jane’s. [Ghad]

Kirkuk

Hawija

A security source in Kirkuk says army, PMF, IFP, and Tribal PMF reinforcements equipped with medium and heavy weapons are positioning around Hawija, pending higher orders to start liberation. [Maalomah]

 

A Peshmerga commander says there is an agreement that the Iraqi Army and the Peshmerga will both participate in the Hawija liberation, and that the military operation will start soon. He says Daesh has 2,000 men in Hawija. [Sumaria]

NINEWA

Mosul

Mosul liberation campaign

The Chairman of the Security Committee in Ninewa Provincial Council says Iraqi forces have captured 45% of the east side of Mosul. He says the battles are difficult because Daesh terrorists shaved their beards and are attacking Iraqi forces while hiding among civilians. He also says Coalition planes destroyed five brigades in Mosul.

However, the Chairman says the JOC intends to replace the commander of the Iraqi Army 16th division because of the slow progress of his troops in northern Mosul. (The same commander had faced a similar slow-to-act accusation when the Speicher Massacre happened in mid-2014 and he was the Salahuddin Operations Commander.)

An Arab CoR member from Ninewa says Iraqi Army 15th division will take charge of the west of Mosul military sector instead of the PMFs. He says the PMFs will handle the border areas with Syria. [Mada]

DaeshDaily comment. The last item seems to indicate that the Ninewa liberation campaign will include all of Ninewa, and that the PMFs will be spread over a wide area in Tal Afar, Sinjar, and Baaj. The details have yet to be released, however.

 

The MoD says the IAA targeted Daesh in different areas in Ninewa killing 78 terrorists and destroying 11 vehicles, including a vehicle bomb. [Maalomah]

 

CTS troops are about to liberate the Al-Ikha’ and Muharibin neighborhoods in Mosul, says a CTS commander. He added that two-thirds of these areas are already liberated, in addition to 70% of Al-Khadra. [Etejah]

 

The CTS says its units entered Al-Zuhour neighborhood in Mosul and captured a hospital and a health center. [Ghad]

Notice that this attack occurred “on the outskirts” of Intisar, which tells you that Daesh has already lost this neighborhood to the government.

The IFP Commander says tens of Daesh tunnels were destroyed by the 9th Army in Salamiyah and Humaira villages on the Hamdaniya side of the river, which were liberated on Monday. Daesh says it killed twenty Iraqi soldiers and destroyed 4 vehicles in a suicide attack with a vehicle bomb conducted by a Syrian terrorist and battles near Salamiyah village, east of Hammam Al-Alil across the Tigris in Hamdaniya. DaeshDaily comment. Several civilian bystanders, including children, appear in the video at a battlefield location. This is a liberated area, so the attack might have been conducted by a group of terrorists who were posing as civilians. Iraqi forces can’t  figure out a way to deal with this difficult situation as they cannot hold thousands of people prisoner in liberated areas. If they lose their guard even for a few hours, Daesh could attack them using “civilians.” Meanwhile, the real civilians are still at risk in these places.

 

Northwest (Tal Afar, Sinjar)

The Chairman of the Ninewa PC says 4,000 families have begun leaving their houses in Tal Afar District for Baaj and the road to Syria because of Daesh and PMF shelling.

An Arab CoR member from Ninewa said on Sunday that there is a deal between Iraq and Turkey, brokered by the US, to have the Iraqi Army liberate Tal Afar city while the PMFs capture the airport and the surrounding the district. [Sumaria]

 

The PMF organization says the fourth stage of its operations has started. This stage includes total siege and isolation of the city of Tal Afar. [Mada]

PMF spokesman says the PMFs don’t intend to enter Tal Afar and they will surround the city to allow the Iraqi Army and local fighters to enter. [Rudaw]

 

The PMF says it liberated Al-Sharia Al-Janoubia and Al-Sharia Al-Shimaliya villages near Tal Afar. [Sumaria] [Waradana]

A Peshmerga local commander says that while PMF troops are closing on Tal Afar, Daesh terrorists are escaping towards Syria. He added that Daesh has only Baaj and Qayrawan left to defend, and when they fall, the road to Raqqa will be completely cut. [Rudaw]

 

Daesh is already using alternative country roads to connect to Raqqa, say security sources. The new roads are on difficult terrain and are difficult to detect without air coverage. One of these roads leads to Baaj, into Hasaka, and then to Raqqa. [Karemlash]

KURDISTAN

The Turkey Military Command says its planes lunched airstrikes on PKK positions in the Avshin and Zab areas, killing five fighters and destroying two hideouts. [Ghad]

 

REPORTS FROM TURKEY

 

Security sources say Istanbul Counter Terrorism units captured two Daesh suicide terrorists, an Uzbek and a Tajik, in the city. They also say 36 foreigners who were accused of having links to Daesh will be deported. [ARA]

 

REPORTS FROM SYRIA

 

The UN says it will start airdropping foodstuffs and relief materials everywhere in Syria except for east Aleppo, which is under siege. [Dorar]

 

Pentagon spokesman Peter Cook said on Tuesday a US airstrike on November 18 killed Abu Afghan Al-Masri, a “senior al Qaeda leader,” near Sarmada, in northwest Idlib, near the Turkish border.

Cook told reporters that Al-Masri, an Egyptian, originally joined al Qaeda in Afghanistan and later moved to its Syrian affiliate, Al-Nusra. [Reuters]

Zaman Al-Wasl had reported on Nov 18 that a Coalition drone tracked and destroyed a vehicle belonging to Fath Al-Sham (Nusra) group, killing three of its members north of Idlib.

ARA reported at that time that senior Al-Qaeda leader Abu Al-Afghan Al-Masri and two other people were killed in the airstrike.

 

The Coalition says it conducted 13 airstrikes on Daesh targets in Syria, on or near Raqqa (7), Ain Eissa (3), Albu Kamal (2), and Manbij (1). [InherentResolve]

 

Northeast (Hasaka, Raqqa)

Hasaka

Daesh says it killed or wounded five SDF (“PKK”) members with an IED on Corniche Street (= street by the river), in Hasaka. [A3maq]

DaeshDaily comment. For Daesh, anyone in Kurdish areas in Syria is a PKK member. That includes not only PYD, YPG, SDF, and MMC members, but also all civilians. Daesh has thus cleverly appropriated the Turkey government’s designation of the Syrian Kurdish forces as PKK, for its propaganda value.

 

A land mine went off in the Corniche neighborhood in Qamishli, slightly wounding two persons in a passing car. [Hawar]

 

150 new Iraqi refugees arrived at the Rajm Sulaibi border crossing, escaping the fighting in Mosul. The families were received by the Kurdish Red Crescent, for inspection before admission to Al-Hawl camp. [Hawar]

DaeshDaily comment. Daesh’s ability to mobilize suicide terrorists so quickly comes from such seminars. The first thing Daesh does is to teach the concepts of “wala’ and bara” (loyalty and enmity) which are basically used by Daesh to show that only takfiris like Daesh are true Muslims and everyone else should be annihilated.

 

Northwest (Aleppo, Idlib)

Aleppo city

Opposition groups based in Bustan Al-Basha in east Aleppo shelled the Sheikh Maqsoud neighborhood using mortars and gas cylinders. [Hawar]

 

Local activists say government helicopters and warplanes killed over ten civilians and wounded many others in Hay Qadi Askar east of Aleppo. [ARA]

Daesh sent a fact-finding mission to the prisons of Kasra, Tabani, and Maadan after news that local Daesh leaders in Deir Ez-Zor were making hundreds of arrests for personal motives.
