BAGHDAD

Political developments

President Masoum issued a statement condemning the terrorist attacks in Belgium and asking the international community to unite against terrorism. [Sumaria]

Prime Minster Abadi sent a condolences letter to the Prime Minister of Belgium, calling Daesh’s attack in Brussels “terrorist and cowardly”. [Mada]

Speaker Jubouri, the Iraqi Minister of Foreign Affairs, the KRG, and other leaders and politicians issued statements condemning the terrorist attacks. [Sumaria] [Sumaria] [Sumaria] [Sumaria] [Sumaria]

 

A member of the State of Law coalition says Wednesday will be the last day for the cabinet selection committee to submit the names of the potential cabinet ministers. He says Abadi will submit the names he already has of 9 ministers on Saturday if he doesn’t receive the names from the committee. He also says that Abadi might resign and dismiss the CoR if the political parties continue to put obstacles in his way. [Mada]

 

Moqtada Al-Sadr says in a press conference after he met with the “reform committee” he established, that the committee provided the names of 90 candidates for ministers and deputy ministers. He says PM Abadi should submit this list to the CoR to vote on it. [Mada]

 

The spokesman of the Supreme Judiciary Council says Iraq sent 726 arrest orders to the Interpol but none of them was implemented. He says 163 of the wanted persons are residing in known locations. [Sumaria]

DaeshDaily comment. The fact that Daesh was created in Iraq and many of its leaders are Iraqis might be an important lead for international anti-terrorism agencies. Just a little bit of coordination with Iraqi law enforcements and judicial system could have shed some light on Daesh members in other countries. 

 

Kareem Al-Nouri, a member of the PMF commission, says the American troop presence in Iraq is “suspicious” and will give Daesh reasons to call for jihadis to come to Iraq. [Sumaria]

 

Security developments

Ashton Carter, the US Secretary of Defense, said that the killing of Abu Omar Al-Shishani, the Daesh “minister of War,” cut off communications links between Raqqa and Mosul. He said that the Shaddadi area in Hasaka, east of Raqqa, was so important to Daesh that their “minister of war” fought to keep it, but US allies there managed to capture it anyway. The US had set a $ 5 million reward for information leading to Al-Shishani’s arrest. [AIN]

 

Khalid Al-Ubaidi, the Minister of Defense, and Salman Al-Jumaili, the Minister of Planning, discussed means to maintain the momentum of battles in Anbar by giving more support to the Tribal Mobilization units fighting Daesh alongside army and security forces. The Deputy Chief of Staff for Operations also participated in the meeting. [AIN]

 

Saad Al-Mutalabi, Chairman of the Security Committee of Baghdad PC, said that some army units were withdrawn from the battlefront to secure the areas around Baghdad, amidst reports that Daesh might target them. He added that the BOC is conducting a search campaign around Baghdad, looking for possible sleeper cells. [Mawazin]

Daesh Daily comment. We can’t evaluate the specific rumors, but as Daesh loses ground elsewhere, it is logical to anticipate that it will seek to offset that negative publicity by making one or more high-publicity attacks in Baghdad, so as to divert attention from their defeats.

 

The Baghdad Operations Command reported these developments.

The 17th army division, operating in south Baghdad, destroyed 6 IEDs and two booby-trapped houses in Manari, while arresting a man wanted on terrorism charges in Sherifat. [Maalomah]

The 24th infantry division found an explosives cache containing 17 IEDs, 7 SPG9 rockets, 2 RPG7 rockets, 16 mortar shells, 14.5 mm barrel, 6 detonators, 10 small detonating batteries, 2 Austrian shells, and 5 bullets belts. [Harbi]

The Iraqi Federal Police (IFP) defused an IED in Al-Arifiya in Mada’in District. [Harbi]

The 43rd brigade found two mortar shells and a hand grenade in Husseiniya in north Baghdad.  [Harbi]

North Baghdad

Unidentified armed men in military uniforms kidnapped a jeweler in Husseiniya. [Sumaria]

An IED in the Falahat area in Tarmiya killed two civilians and wounded seven others. [AIN]

 

 East Baghdad

An IED exploded near building materials shops in Al-Ubaidi, killing one civilian and wounding six others. [Mada]

Unidentified armed men opened fire and killed a civilian on Palestine Street. [Ghad]

Armed men kidnapped a woman in Baladiyat after breaking into her house, and drove her to an unknown location. [Sumaria]

 

Southeast Baghdad

An IED killed two civilians and wounded 6 others in Niariya, in New Baghdad. [Mada]

 

South Baghdad

A roadside IED targeting a PMF patrol wounded six of them in South Al-Rasheed in Mahmudiya. [Sumaria]

An IED placed near a coffee shop in Wardiya killed one civilian and wounded seven others. [Mada]

The Coalition conducted 15 airstrikes on Daesh targets in Iraq and Syria. The 13 raids in Iraq were in Habbaniya, Hit, and near Baghdadi in Anbar: and in Sinjar, Kasik, Mosul, and Qayara in Ninewa. Two attacks in Syria were on areas near Raqqa and Mare’, targeting a weapons storehouse and a fighting position. [AIN]

 

ANBAR

Falluja

Ansar Al-Marjiya faction of the PMF threatened to withdraw from Falluja if the liberation operation does not start in 30 days. The faction said that Baghdad is under grave danger due to the gathering of Daesh commands in Falluja. It said “We know that there is a lot of politics involved in the Falluja issue, and we do not want to be part of it”. [Sumaria]

 

The Anbar Provincial Council called on Prime Minister Al-Abadi to either liberate Falluja expediently or open safe routes to bring food and medicines to the city. The statements by the PC said that women, children, and the elderly are suffering the most. [Sumaria]

 

The BOC said that 14th army division killed 40 terrorists and wounded 2 others, while destroying a truck with a heavy cannon, a vehicle, three Daesh positions, and an SPG9 gun in Albu Shijil, Qarma, and Taqsim Dam areas. [Maalomah] Coalition warplanes killed 6 Daesh terrorists and wounded another in the 14th division operations sector, the BOC said. [Harbi]

 

Col. Jumaa Faza’ Al-Jumaili, commander of the Tribal Mobilization 1st battalion in eastern Falluja District, held the local government of Falluja and Sabah Karhout, head of its District Council, responsible for the agony of the population in Falluja. He said the District leaders should press the government harder to liberate the city and free the families held hostage there. [Maalomah]

 

Ramadi

Al-Khibra Al-Fanniya company, specialized in mines and IED removal, said that it defused 20 booby-trapped houses in Ramadi. It added that since Saturday, military engineering units had removed over 150 IEDs from various streets of Ramadi, while other areas surveyed for IEDs were marked. The company said that the main road leading to the center of Ramadi was fully booby-trapped and covered with asphalt, and thus detonated under control. The teams located a tunnel filled with weapons and explosives leading from one house to other areas. The company, owning modern detection equipment, said that its surveys showed that most areas of Ramadi are booby-trapped. [Maalomah]

 

Major General Ismail Al-Mahalawi, commander of Anbar Operations, announced that Coalition warplanes destroyed three vehicle bombs between Albu Ubaid and Albu Bali and killed the terrorists inside. He also said that engineering units of the 16th division cleared a village near Al-Qarya Al-Asriya of IEDs and land mines. [Sumaria] Two explosives belts and 17 IEDs were also found in the 10th division operations’ sector. 70 IEDs, 14 Jahannam rockets, 36 Katyusha rockets, and 21 TNT containers were found and a cache containing 37 Katyusha rockets was detonated. 4 booby-trapped houses and 10 explosives belts were destroyed in Zangoura, the AOC said later. Daesh says a group of its terrorists attacked 3 Iraqi military positions in Jaraishi north of Ramadi and killed several soldiers and captured light weapons before returning safely. [JustPaste]

 

Hit/Kubaisa

Sheikh Ali Al-Faris, head of the Iraqi Tribal Sheiks Council, said that operations in Hit are still halted, due to failure of the army to secure safe access for families in Hit to leave the city. He said that families are being used as human shields by Daesh and are in grave danger. [Mawazin]

 

Meanwhile, the notorious Shakir Wahiyib led a group of Daesh militants that destroyed several houses of police and public officers in Kubaisa, according to local sources. [Ghad]

 

Major General Ali Ibrahim Daba’oun, commander of Jazeera Operations, said that Coalition warplanes killed 40 Daesh terrorists in an attack on their Command Center in Dolab. He said that army units are advancing to Hit as planned.  [Sumaria]

DaeshDaily comment. You can only advance so far before you get there, and the units reported days ago as advancing toward Hit and Kubaisa would have to have reached the area by now.

 

Using intelligence provided by the National Security Agency, IAF attacked a Daesh command center in Hit, killing 30 terrorists, including several of foreign and Arab nationalities. [Maalomah]

 

The IWMC says Coalition warplanes, in coordination with the Iraqi Army’s 7th division, destroyed a Daesh tunnel in Jubba northeast of Baghdadi, killing “tens” of terrorists. [Mawazin]

 

Haditha

The AOC ridiculed Daesh claims that a British suicide attacker called Abu Musa killed 30 Iraqi soldiers while attacking a military convoy heading from Ayn Al-Asad base to Kubaisa. It said the attack killed only one person, the attacker himself. AOC said 4 car bombs were destroyed near Hit and nearly 30 terrorists were killed. [Sumaria]

 

Western Anbar

The IWMC says Coalition planes destroyed a Daesh hideout in Rutba on Monday evening, killing 30 terrorists from foreign countries. [Sumaria]

 

SALAHUDDIN

Shirqat

Army Aviation (IAA) helicopters destroyed a Daesh convoy of nine pickup trucks heading to Hawija and burned out all the vehicles, a security source said.  [Maalomah]

 

Baiji

Sheikh Hisham Al-Sabhan, commander of the Salahuddin PMF brigade, survived an attack by 4 IEDs while driving on the Haditha road in western Salahuddin.  4 of his security men were wounded, according to a security source. [Ghad]

 

IAA helicopters destroyed three Daesh vehicles west of Siniya, one with a machine gun, one with a 37mm cannon, and the third a Hummer vehicle bomb, killing all terrorists inside, the MOD said. A fourth pick-up truck, which escaped the location, was also chased and destroyed. [Maalomah]

 

PMF media said that the Al-Nujaba faction of the PMF destroyed a machine gun-mounted vehicle in Makhoul.  [Buratha]

 

Major General Raed Shakir Jawdat, commander of the IFP, said that the 13th IFP brigade killed 10 terrorists and destroyed a Daesh supply vehicle and three sniper positions in Mashak village in Makhoul.  [Harbi]

 

Kata’eb Hezbollah says its fighters killed 4 Daesh terrorists in the Makhoul Mountains area. [Etejah]

 

Tikrit

Army units found a mass grave in Mkaishifa southwest of Tikrit, containing the remains of 55 persons who might have been killed by Daesh. The remains were moved for forensic checking and identification, a security source said. [BasNews]

 

Samarra

The PMF media said that PMF units destroyed a Daesh armored vehicle and machine gun in Wadi Asilan northwest of Thirthar. [Harbi]

 

Army units in coordination with the IAA repelled a Daesh attack on the joint forces defense lines in Thirthar, destroying two machine gun-mounted trucks and killing terrorists inside, the IWMC said. Baquba

An IED killed a woman and wounded two men in the Khalis District west of Baquba, a security source said. [Maalomah]

 

Muqdadiya/Abu Saida

 

Northern Diyala

Major General Mizhir Al-Azawi, Commander of Dijla Operations, announced a wide scale security operation by the army and the PMF covering the areas of Himrin Lake, Khalawiya north of Muqdadiya, and south of Qara Tapa. The operation managed to discover three secret Daesh hideouts and defuse 10 IEDs, and capture several C4 containers. The operation aims to eliminate sleeper cells in remote areas. [Sumaria]

 

KIRKUK

Kirkuk city

Kirkuk Education department revealed new statistics on education under Daesh. The superintendent of Kirkuk education, Farhan Hussein Saleh, said that 70,000 refugee students have enrolled in Kirkuk schools; 6,000 teachers have been reappointed. However, over 700 schools are closed in Daesh controlled areas, including Hawija. Saleh said that over 100,000 students in southwest Kirkuk have missed two academic years so far.  [BasNews]

 

Three Daesh members were arrested in the Kiwan area northwest of Kirkuk, by a unit of the National Security agency, a security source said. [Sumaria]

 

Taza

A security source in Kirkuk said that six attacks by IAA helicopters targeted Daesh positions in Bashir village, killing 8 terrorists and wounding 5 others. [Buratha ]

 

Hassan Wali, the commander of Daesh’s Jund Al-Khilafa unit, was killed in an air raid on the convoy taking him and 7 others to the hospital after being wounded in Bashir, the IWMC said. He was a Daesh deputy ”judge” in Suleiman Beg in Salahuddin before moving to a command  position in Bashir. The IWMC said that total Daesh losses in the past two days are 47 killed and “tens” wounded, in addition to a Ford vehicle destroyed by the Turkmen Mobilization. [Harbi]

 

Najat Hussein, member of Kirkuk PC, said that about 90% of the Taza population was evacuated in fear of Daesh retaliation against Taza after the recent Coalition and Iraqi strikes on Bashir. [Mawazin]

 

NINEWA

Mosul

A Ninewa Police source says Daesh leaders in Mosul informed Daesh members they received orders from Awwad Baghdadi to withdraw from markets and public places and close down many of their offices in the city. [BasNews]

 

Coalition warplanes again attacked the University of Mosul in Al-Majmo’a Al-Thaqafiya and the presidential palace area, destroying the major Daesh security and intelligence center. The attack killed 22 Daesh members, including the “religious judge of Ninewa” (French national), in addition to several other Daesh security and military leaders. Daesh used anti-aircraft guns to counter the attacking planes. [Sumaria] [Mada] These news reports were later confirmed by the IWMC, which stated that Daesh has turned the Mosul University campus into a major command center, and that it has not been used as an educational center since 2014. Mosulyoun magazine said the Coalition attack destroyed the university mall used by Daesh as its main internet center, which provided services to the population and was a source of funding for Daesh. The internet connection in Mosul is now cut almost totally except for some individuals who have private internet systems, and Mosulyoun says Mosul can be considered isolated from the world now. Nineveh Plain

A Ninewa police source says Coalition warplanes bombed destroyed 4 Daesh checkpoints in Tel Keif, killing 13 Ashbal Al-Khilafa members. [BasNews]

DaeshDaily comment. It has been reported earlier that Daesh is using these kids to man its checkpoints and to fight or commit suicide attacks.

 

Makhmur

The Coalition command said that 10 Daesh terrorists opened fire on the US base in Makhmur from around 200 yards, without causing any casualties. The camp’s guards fired back, killing two attackers. Col. Steve Warren, the Coalition spokesman said that it was not difficult for Daesh to locate the US base without an official announcement; they could figure it out from the helicopters flying in and out or through some other means. Gen. Joseph Dunford says eight Marines were injured in the Islamic State attack at a fire base in Iraq Saturday that killed one U.S. service member. Dunford, chairman of the Joint Chiefs of Staff, tells the House Armed Services Committee that the U.S. has not compromised security as it deploys forces to Iraq. He says President Barack Obama has approved any requests that have reached his desk. [Stripes]

 

Daesh says after “precise monitoring” and getting information about a secret American base in Mahkmur, its terrorists rocketed the base with 2 Grads. Then, 4 Iraqi terrorists attacked the base and clashed with American soldiers using light weapons and hand grenades. Daesh concedes that all 4 were killed. [JustPaste]

 

Northwest Ninewa (Tal Afar, Sinjar)

Daesh says one of its Iraqi suicide terrorists attacked a Peshmerga convoy with a vehicle bomb in the Bab Shelo area west of Sinjar city, killing or wounding many fighters and burning several vehicles. [JustPaste]

SOUTHERN IRAQ

Wasit

Major General Qasim Rashid Zewed, commander of Wasit Police, said that his forces arrested two men from Diyala wanted on terrorism charges who were planning to conduct terror attacks in Wasit. The two men were pursued extensively through intelligence reports and judicial; arrest orders. [Mada]

 

Maysan

Three tents and one caravan were destroyed by a fire that erupted in a refugee camp in southeast Amarah. No human casualties were reported. Fire brigades controlled the fire, said to be caused by electrical shortcut. [Mada]

Political developments

Ankara’s Foreign Ministry warned Turks against travel to Belgium in the wake of the deadly attacks in Brussels on Tuesday. [Anadolu]

 

Security developments

Turkish troops arrested ten Daesh members as they crossed into Turkey from Syria on Tuesday, including one person wearing an explosives vest, security sources said. A group of 12 Daesh militants attempted to cross the border near the Syrian city of Jarabulus, prompting clashes with Turkish troops that lasted for “hours” according to Turkish sources. Two members of the group fled into Syrian territory while the remaining ten were captured. [Anadolu] [ARA]

 

Turkish artillery units fired across the border, targeting Daesh positions in Syria north of Aleppo on Tuesday, as Daesh clashed with opposition militias near the border, according to a militia fighter. [ARA]

Northeast (Hasaka, Raqqa)

The YPG announced the names of five of its fighters who were killed in fighting around Shaddadi between the 17th and 20th of March (photos). [Hawar]

 

Daesh says its fighters killed three YPG fighters with an IED in Qahtaniyah, in Raqqa District. [A3maq]

 

Northwest (Aleppo, Idlib)

Opposition militias launched attacks on Daesh positions in Jaka, Qara Kubri, and Mraigel north of Aleppo in a bid to seize territory in the strategic border area from Daesh, according to a militia fighter. Turkish artillery fired from across the border in effort to support the attacking militias. Daesh mortared the city of Mare` from positions in Harbal, the militia fighter added. Casualty reports were not available. [ARA]

 

Daesh executed six civilians in Manbij for various charges, and using various methods, an activist said Tuesday. [ARA]

 

Daesh says its terrorists stopped an attack by Syrian opposition groups on Tal Battal and Toqali villages in Aleppo’s northern countryside. Daesh says the opposition groups, supported by Coalition planes, came from Turkish lands to Azzatiya village, on the Syria-Turkey border, then to Tal Battal, but its terrorists forced the opposition groups to retreat. East (Deir Ez-Zor)

Syrian troops seized areas near the Al-Tim oilfield on Tuesday in fighting with Daesh south of Deir Ez-Zor. The Syrian government lost control of the oilfield in 2012. Syrian troops and Daesh fighters also clashed in Deir Ez-Zor city around the neighborhood of Haweiqa amid Syrian artillery shelling of the area. Daesh mortared residential areas of the Syrian-held neighborhood of Al-Jura, damaging civilian property. [Qasioun]

The Muthanna Islamic Movement, which is tied to Daesh, mined a strategic bridge Monday evening with explosives in an apparent bid to prevent the advance of opposition militias. The bridge links the city of Muzayrib to Jillen to the north.  [Qasioun]

Neighboring countries

Lebanon. Hasan Nasrullah, General Secretary of the Lebanese Hezbollah militia organization, said his group’s militia fighters will stay in Syria until Daesh is defeated, according to Media reports. [Wasat]

DaeshDaily comment: While Hezbollah and Daesh are bitter enemies in Lebanon and throughout the region, and the two groups are clashing openly in Syria, we suspect that the militia’s decision to remain in Syria has as much to do with its broader regional strategy as it has to do with combating Daesh.

 

North Africa

Egypt

Defense ministers of 27 African countries of the Sahara and Sahel region met Tuesday in Sharm El-Sheikh to discuss regional concerns. According to the Egyptian ambassador to Libya, Cairo proposed a pan-regional counter-terrorism center to be hosted by Egypt. [Aawsat]

 

North Sinai

Three policemen including two officers who have not been accounted for since the recent deadly Daesh attack on a checkpoint at Safa that killed 18 police, are presumed captured by Daesh, according to a security source. [Arabi21]

 

Egyptian troops south of Rafah reportedly killed 20 militants and injured another 30 in operations in the Mahdiya village south of Rafah on Tuesday. Egyptian troops also reportedly killed four Ansar Bayt Al-Maqdis members and wounded six others in operations in central Sinai. [VetoGate] [VetoGate]

 

Two women were killed and three others injured when an IED exploded on their vehicle on the road between Mahdiya and Hurriya villages south of Rafah on Tuesday, according to a security source. The IED was planted by Ansar Bayt Al-Maqdis, the source said. [ElWatan]

 

A security source denied Tuesday a Daesh claim that it had destroyed a security vehicle in the Khariza village in central Sinai. [VetoGate]

Libya

The Mujahidin Derna Shura Council (MDSC) executed eight members of a Daesh cell who had been apprehended and had confessed to bombings and other attacks in the city. The MDSC media wing released video confessions of the captured Daesh militants on Monday and said the cell had been planning further attacks. The group reportedly belonged to a larger Daesh cell of up to 16 individuals of which at least six had been able to flee before being captured. [Ewan] [Libya24]

Reconnaissance patrols from the military’s “Marada Brigade” recaptured two trucks that Daesh had commandeered as they carried foodstuffs from the west of Libya after fighting with Daesh Monday evening that erupted after the patrols discovered the trucks traveling outside the Marada area. Libya refused to reopen the Ras Al-Jedir border crossing with Tunisia, a security source said, despite the Tunisian decision to open its side of the crossing after having closed it for two weeks following the Ben Guerdane attacks. [Wasat]

 

Tunisia

Representatives of neighboring countries to Libya met in Tunis on Tuesday along with representatives of the United Nations, European Union, and African Union to discuss the situation in Libya and the war on Daesh. [AfriGate]

 

Tunisian authorities broke up a cell in Tunis that was involved in sending Tunisians to Libya to join Daesh, according to an Interior Ministry statement. The cell was composed of 12 Daesh sympathizers, the statement said.  [LANA]

 

Tunisian authorities opened the Tunisian side of the two border crossings with Libya, Ras Al-Jedir and Al-Dhahabiya, after they were closed for two weeks in the wake of the deadly Daesh attacks at Ben Guerdane earlier in the month. [Erem]

Bangladesh

Daesh says it beheaded a man for converting to Christianity in Kurigram in north Bangladesh. [JustPaste]

 

Belgium

As has been widely reported, Daesh claimed responsibility for Tuesday’s deadly attacks in Brussels. Suicide bombing attacks targeted a departure lounge in Brussels airport and the Maelbeek metro station at rush hour in the Belgian capital, killing at least 34 people in total, according to the latest updates, and injuring as many as 230 more. Belgian authorities are seeking an individual who was seen in surveillance footage with the alleged attackers but apparently left the scene after the attacks.
