ANBAR

Falluja

The Chairman of the Anbar Provincial Council says there are 18,000 displaced families from Falluja and they are in a dire situation. He asks international organizations for help. [Sumaria]

Prime Minister Abadi’s spokesman also asks international organizations to help an estimated 70,000 displaced people from Falluja. [Sumaria]

DaeshDaily comment. Watch out! This could be where the pro-Daesh political counter-attack starts. The displaced families and the inadequate services for displaced people are already a major news story. All the displacement from other major battles has been treated as an unfortunate consequence of the conflict, but the displaced from Falluja will be used by sectarian media to paint the government as insensitive to Sunnis. A lot of those people sitting under the desert sun for lack of tents need to be moved back home as fast as possible, not just treated as sympathetic subjects for government statements.

The Chaldean Patriarch says his church delivered $50,000 in urgent humanitarian assistance to displaced families from Falluja. [Sumaria]

Falluja city. U.S. Army Col. Christopher Garver, the Baghdad-based spokesman for the coalition, said on Tuesday that only a third of Fallujah has been “cleared” of Daesh. He also says that other parts of the city are “contested,” with clashes underway between Iraqi security forces and Daesh terrorists. Most of the cleared area is in the south of the city. “Clearing operations continue outward from the city center,” Garver added. [Baghdadia]

DaeshDaily comment. This cautious statement is hard to evaluate, and may depend on the definition of “cleared,” but the individual battle reports show Iraqi forces winning in every part of the city and Daesh fighters retreating. The battle reports today come mainly from the north of the city, suggesting that the battle is largely over in southern and central parts of the city.

Baghdad Operations Command issued a statement saying its troops liberated the Askari neighborhood in northeast Falluja. [Ghad]

The PMFs found a 3 km (2 mile) long Daesh tunnel that extends from Askari to the Jordanian Hospital. [Harbi]

In a separate story, the Minister of Planning, Salman Al-Jumaili, issued a statement saying he is suing media outlets that claimed he helped to release captured Daesh terrorists from his tribe. [Mada]

A Sunni MP from Diyala warns from attempts to change the demography of Mukhaisa village. [Sumaria]

DaeshDaily comment. The village is a launch pad for Daesh attacks on civilians and security forces in the area. The honorable MP forgets to mention that Sunni and Shia civilians and security personnel have been getting killed in such attacks in this area for a long time now. Many Daesh attacks target Sunni PMF fighters. Even now, some political leaders can’t get past their own sectarian rhetoric.

NINEWA

The former Governor of Ninewa, Atheel Nujaifi, says that what is best for Ninewa is to be part of a strategic region that has good relationships with the KRG as part of Federal Iraq. [Xendan]

DaeshDaily comment. This has been Nujaifi’s game since the beginning. He is a separatist. He wants a Ninewa region, perhaps under Turkish protection, that leaves Iraq’s authority out. And regardless of whether he likes Daesh or not, Daesh enabled his recent maneuvering and made his plan more achievable. The biggest cause of concern about the Mosul liberation campaign is not Daesh; it’s the very real risk that Iraq’s victory will be stolen.

The UN Humanitarian Coordinator for Iraq, Lise Grande, says the biggest humanitarian crisis in the world will happen this year, with the start of the Mosul liberation operations. [Anadolu]

KURDISTAN

A local NGO says the self-proclaimed Sunni mufti, Rafi’ Al-Rifa’i, should be taken to court because of his statements that glorified Daesh. The NGO also criticized the KRG for allowing him to stay in Erbil. [ROJ]

Daesh issues a video of the results of the American airstrike on a residential area. [A3maq]

DaeshDaily comment. It’s the same old propaganda theme. What Daesh wants people to believe is that the Coalition airstrikes are always by Americans and that they always attack civilians. You are expected to assume that this “residential area” was populated entirely by innocent civilians and that Daesh was not the real target.

The Coalition spokesman, Army Colonel Chris Garver, says the noose has been tightened around Daesh terrorists in the Syrian city of Manbij near the Turkish border but he expects Daesh to fight to the end to defend their stronghold.

“We’re around the city and we’re coming in, and we’ve cut the lines of communication into it and the noose is getting tighter around the city,” Garver says.

“We are anticipating that that’s going to be another good fight when we get in there.”

“We’ve anticipated that they (Daesh) would hold Manbij till the last, that it would be one of those places that they defended till the end and we have not seen anything that’s going to change that assessment right now,” [Qasioun]

OTHER MIDDLE EAST/NORTH AFRICA REPORTS

Neighboring countries

Jordan

An Amnesty International official says the attack on the border guards in Jordan should not affect the situation of the Syrian displaced people. The Jordanian authorities declared the border areas with Syria and Iraq closed military areas after a terrorists attacked Jordanian troops with a vehicle bomb near a refugee camp on Tuesday, killing six border guards and wounding fourteen. A military source said later that another guard died of wounds he suffered in the attack, raising the number of victims to seven. The King of Jordan met with the Presidential Envoy, Brett McGurk, and vowed that Jordan will continue supporting the war against Daesh. [ARA] [BasNews]

DaeshDaily comment. The Jordanian authorities accused Daesh of the attack, although Daesh didn’t claim responsibility for it. But the timing suggests it is a typical Daesh move, to cause chaos somewhere else so as to draw attention away from its problems in Iraq and Syria.

Local activists published a video of the suicide attack on social media. The Jordanian government disputed the accuracy of the video. [Arabi21]

DaeshDaily comment. The Jordanian government said the video is old and shows a suicide attack in Iraq in 2003. However, the vehicle in the video is a newer model, probably made in 2014.

SOCIAL MEDIA REPORTS

Daesh and the Tribes

Daesh has published countless videos and photos about the support it gets from the tribes in areas in controls. In Falluja, Daesh previously published photos of tribal leaders pledging allegiance, while an Iraqi soldier was being executed in the same place in front of them [Twitter]. That created a media and social media firestorm. Now, most Falluja areas have been re-captured and those tribal leaders are on a wanted list. Allegedly, 17 of them were captured. [Twitter]

Photos of old men tied and humiliated by Iraqi soldiers and PMF fighters, allegedly the same tribal leaders, are now surfacing every day. [Twitter] [Twitter] Such photos have created a backlash from the other side. Many Sunnis, Iraqi and others, are getting angry because they see old men being humiliated. [Twitter]

Even if the photos do depict some of these tribal leaders, we have to put in mind that some of them were forced to go to such occasions and pledge allegiance. Second, there is no easy way to confirm that the people who appear in the photos are the same tribal leaders anyway. Acts of arbitrary revenge are exactly what Daesh had in mind when it published such photos and videos in the first place. Daesh is a creature of hate. The more anger it can generate the more it can guarantee its continuity. The Iraqi government needs to be smart enough to see through the strategy and more vigilant about the impressions created on social media.
