East. A tribal PMF commander says Iraqi forces captured Rafi’ Al-Jumaili, the Daesh “emir” of Qarma, who was trying to sneak out with displaced families. [Mada]

DaeshDaily comment. We haven’t seen any photos or videos about this report yet. If true, this is a major story. This terrorist is the son of a prominent Falluja tribal leader and joined the Sahwa for a while before joining Daesh. In 2014, he appeared in a TV interview denying the existence of Daesh, as did many other Sunni politicians.

He was responsible for many crimes against civilians, and was reportedly killed by an airstrike in May. The Daesh incubator media tried to show him as a revolutionary tribal leader who was fighting an oppressive government, regardless of the fact that he was fighting with Daesh. There is a photo of him with the German rapper turned terrorist Abu Talha Al-Almani in Mosul.

In 2014, he trapped and killed 24 Iraqi soldiers, who were unarmed and in civilian clothes going home.

Some people from Anbar fear that terrorists like him will be released in a political deal or because of corruption.

REPORTS FROM SYRIA

On Friday, Defense Secretary Ash Carter called out Russia for bombing a Syrian rebel group that’s backed by the U.S.

The attack appeared to be deliberate and the Russians ignored repeated U.S. warnings. It happened in southern Syria where two Su-34s bombed opposition forces, some trained and equipped by the Pentagon.

CBS reported that the American-run command center, which tracks Russian flights, called the Russian command center in Syria–on a hotline set up specifically to avoid incidents like this–demanding the planes cease fire. Two American F-18 jet fighters were dispatched to help troops on the ground to evacuate their casualties. But when the F-18s broke away to refuel, the Russians returned for a second bombing run. This brought another call to the Russian command center. The crew of an airborne command post tried to contact the Russian pilots directly, getting no response. The second bombing run left more opposition fighters dead. [CBS]

Meanwhile, Syrian Kurds and political allies are reported by Reuters to be moving toward a new federal system of government for newly captured areas. A Kurdish official said a constitution should be finalized in three months or less, to be followed quickly by elections.

While Kurdish groups insist this is no separatist bid, it is set to redraw the political map of Syria. This will likely deepen Turkey’s concerns about growing Kurdish influence in northern Syria.

The plan gained more significance from the Syria Democratic Forces new advance westward this month into Daesh’s last foothold on the Turkish border. This could add more areas to the proposed federation.

The idea of newly-captured territory joining the “Democratic Federal System for Rojava–Northern Syria” was discussed last week with a local council set up to run the IS-held city of Manbij. Reuters quotes Hadiya Yousef, co-chair of a group overseeing the project, as saying “We gave them an idea about the plan we are working on, and expressed to them our desire for Manbij to be part of the democratic federal area after its liberation.” [Reuters]

The fight against Daesh in and around Sirte has gained traction over the past weeks. However, reports of shelling, suicide attacks and activity by armed groups have compounded fears for civilian safety, with reports of casualties emerging. The UN and partners are monitoring the situation closely, with the conflict likely to cause further displacement. More than two-thirds of Sirte’s 80,000 residents have already fled oppressive Daesh control. As of 11 May 2016, IOM recorded the displacement of up to 5,560 households to Al-Khums, Bani Walid, Tarhuna, Tripoli, and other cities. This number increased to around 7,000 families by the end of the month. Gauging the needs of those displaced is a priority for the Libya Inter-Sector Coordination Group as it works to deliver assistance to the most vulnerable. UNICEF, UNHCR, IOM and WFP have provided food and non-food assistance to newly displaced in Bani Walid and Tarhuna. [UNSMIL]
