BAGHDAD

Political developments

Moqtada Al-Sadr, leader of the Sadrist movement and its Saraya Al-Salam militia, said that the recent victories of the Iraqi Army in Anbar provoked many people, including the “Insolent Militias” in Iraq, asking the army to proceed with its operations without paying much attention to them. [Mada]

DaeshDaily comment. Moqtada has always been the “wild card” in post-Saddam Iraq, and his messages have often seemed inconsistent. It may be meaningful at this political tense time that he has decided to distance himself from other Shia militia leaders and support the government’s war strategy.

 

In an interview with Reuters, Hadi Al-Ameri, General Secretary of the Badr movement, which has a large PMF militia, said he understands Prime Minister Abadi’s position and that there is no intention by PMFs to enter Mosul or any other Sunni city like Shirqat or Hawija, as liberation is the responsibility of their own population. PMFs can help by surrounding the cities from the outside. Ameri also says he supports Abadi’s position in staying away from the Iranian-Saudi conflict. Ameri says that while many Daesh leaders have been killed, it is still strong and has the ability to launch attacks and to recruit youth all over the world.  [AIN] [Mada]

 

The Minister of Justice, Hayder Al-Zamili, said Iraqi prisons are fully secured and there is no chance that previous big escapes would be repeated. He added that new mechanisms were adopted to prevent SIM cards from being smuggled to prisoners. [Maalomah]

 

Minister of Defense Khalid Al-Obeidi called on the Army to exploit recent victories in Anbar to maintain the momentum and morale of the armed forces. He was speaking in a meeting with the armed forces Chief of Staff and other top officers. [Mawazin]

Lt. General Othman Al-Ghanimi, the Chief of Staff, stated that training is of utmost importance in keeping the edge over terrorist groups. He says it’s important to make use of the international Coalition’s expertise in this field. [Mawazin]

 

Security developments

The Ministry of Interior said its intelligence units captured a huge weapons and ammunition cache in Al-Mada’in District in southern Baghdad Governorate, based on arrested terrorists’ confessions. The cache included mortars and mortar shells, guided missiles, TNT, hand grenades, rifle ammunition, and RPG rockets. [Maalomah]

 

59th army brigade destroyed 21 IEDs in Al-Annaz in north Baghdad, Baghdad Operations Command (BOC) said. [AIN] BOC also reported that the 43rd army brigade captured a weapons cache in Kmaira, east Baghdad. [AIN]

 

The Labor Party in the Netherlands, part of the governing coalition, today supported sending Dutch military personnel to contribute to the Coalition airstrikes in Syria. [Shafaq]

 

According to security sources:

  • An IED placed in a commercial area in Saba’ Al-Bor, north Baghdad, killed one civilian and wounded five others. [Baghdadia]
  • An IED placed in a commercial area in Al-Hamamiyat in Taji, northern Baghdad Governorate, killed 2 civilians and wounded 7 others. [Baghdadia]
  • An IED placed in an industrial area near Basmaya, south Baghdad, killed one civilian and wounded eight others. [Baghdadia]
  • An IED exploded on a police patrol passing in Arab Jabour in south Baghdad, killing one policeman and wounding three. [Mada]
  • An IED placed in a commercial area in Al-Wardiya in Mada’in killed 2 civilians and wounded 7 others. [Ghad]
  • A roadside IED exploded as an army patrol was passing through Latifiya subdistrict in south Baghdad, wounding three soldiers and inflicting major damage on their vehicle. [Ghad]
  • An IED placed in a popular market in Latifiya killed one civilian and wounded five others. [Maalomah]
  • A sticky bomb attached to a civilian car killed a Ministry of Education supervisor and badly wounded his two children as he drove through the Washash area of west Baghdad. [Baghdadia]
  • An IED, placed in a popular market in Al-Amel neighborhood, west Baghdad, killed 2 civilians and wounded 5 others. [Baghdadia]
  • Unknown armed men shot and killed a civilian and stole his car and 30 million Iraqi dinars in Bakriya in west Baghdad. [Baghdadia]
  • An explosion took place at the Che Che restaurant in Mansour Mall, in west Baghdad, wounding 3 persons. The initial explanation is that a gas cylinder exploded, a security source said. [Mawqif]

The Coalition said its warplanes executed 15 attacks in Iraq, destroying a mortar position near Hawija and five mortar guns and a Daesh tactical unit near Habbaniya. The attacks in Ramadi destroyed tactical units and vehicles, and an oil tanker. The Coalition also destroyed a fighting position in Sinjar, a tactical unit near Kasik, and one in Mosul, in addition to four fighting positions and a storage facility. [AIN]

 

ANBAR

Falluja

Baghdad Ops Command said one of its units, accompanied by air cover from army helicopters and Coalition warplanes, killed 25 terrorists and destroyed 16 IEDS, and a tunnel used by Daesh in Albu Shijil and Nuaimiya. [AIN]

 

PMFs repelled an attack by Daesh with three car bombs in Saqlawiya, northwest of Falluja, using Kornet (Russian made anti-tank) missiles, the PMF said. [Mawqif]

 

The village of Rumaila near Saqlawiya was liberated by PMFs today, while a considerable advance was made in the Albu Shijil area, PMF sources said. [Mawqif]

Ramadi

15 Daesh terrorists including several leaders were killed when army helicopters attacked a Daesh meeting place in Jazeera Al-Khaldiya east of Ramadi. Leaders killed were Omar Khamis, the security official of the organization; Abdul Hammed Al-Qutub, the person in charge of suicide attackers; Abu Ruqaya, responsible for transferring suicide bombers from Syria to Iraq; and Ahmed Al-Fahdawi, a Daesh emir; among others, according to Ali Al-Dulaimi, Chairman of the Khaldiya council. 6 Police battalions are deployed in Ramadi to take over security responsibilities in the liberated city, a Ramadi Police command source said. This follows up the reopening of two police stations in the city, in Malaab and Wataniya.  [Maalomah]

 

An Anbar Governorate source says the pollution in Ramadi exceeds 40% because of the lack of environmental services and because of the explosives and dead bodies in the streets. The source says the provincial government lacks the capacity to deal with this problem. He also says there are still 3,000 IEDs planted by Daesh in Ramadi. [BasNews]

 

A source in Anbar Operations Command said that 190 Daesh terrorists were arrested while hiding themselves among civilians being evacuated to Habbaniya and Ameriyat Al-Falluja. The source added that the lists of names were thoroughly checked with the help of local tribes. [Maalomah]

 

Major General Ismail Al-Mahalawi, commander of Anbar Operations, says he was entrusted by the Army General Command to liberate Hsaiba, Juwaiba, and Sajariya east of Anbar, under Coalition air cover. He added that preparations to evacuate civilians are complete.  [Sumaria]

General Al-Mahalawi called on the Anbar Provincial Council to return to Ramadi and resume its work in the city. [Buratha]

 

General Mahalawi says Iraqi forces launched a large military operation and destroyed Daesh headquarters in Sufiya east of Ramadi. He also says Iraqi forces repelled a Daesh attack in Sufiya, killing 6 terrorists and destroying a vehicle bomb. [Mada]

 

Turki Al-Shimmari, a leading figure in Anbar popular forces, said that the US ordered a halt to liberation operations east of Ramadi on pretext that PMF figures are participating in operations under the cover of IFP, which they don’t like. No air support will be provided by the Coalition until those are removed from service, he said. [Maalomah]

A security source in Ramadi said operations were halted for tactical reasons related to holding ground in Ramadi, and they will be resumed in the coming hours. [Mawazin]

 

An operation by Rapid Intervention force in Hsaiba killed 48 Daesh terrorists, while “Al-Karrar” rocket regiment destroyed seven Daesh positions in the same area. [Mawqif]

IFP commander Lt. General Shaker Jawdat stated that intense shelling of Daesh positions by the IFP resulted in the killing of 15 terrorists in Hsaiba. [Mawazin]

General Al-Mahalawi, AOC Commander, said an army unit destroyed a Daesh attack by a bomb-rigged Hummer in Hsaiba, using a Russian made Kornet missile. [Sumaria]

 

Army helicopters attacked a Daesh gathering in Juwaiba, killing six and destroying two vehicles. [Etejah]

 

Tha’er Ismail, the commander of Rapid Intervention units said Iraqi Air Force and army helicopter strikes on Daesh targets in Juwaiba and Sajariya are very effective, and that it is a matter of a very short time before the final victory. Meanwhile, AOC Commander Al-Mahalawi said a military campaign is under way to liberate Tel Mshaihda which is a step towards liberating Sajariya, Juwaiba, and Jazeera Al-Ramadi. [Etejah]

DaeshDaily comment. Tal Mshaihda was liberated before Ramadi, but apparently Daesh still maintains a presence there and still has the ability to attack the Iraqi forces in the area.

 

Shallal Naji, member of Anbar Provincial Council, said Sajariya and Juwaiba were already liberated and that Daesh terrorists withdrew from the area. He added that the delay in announcing that is due to the large number of IEDs placed in houses and  infrastructure  facilities in the area that take a long time  to remove. [Mawazin]

 

General Al-Mahalawi reported that an army unit detonated an explosives workshop inside a house in Jaraishi, north of Ramadi. The workshop contained ammonia, detonators, ten projectiles, and a mixer.  [Baghdadia]

Hit/Haditha

Naeem Al-Gaood, the Sheikh of Albu Nimr tribe, said in a press statement that army and security forces backed by tribal forces are ready to retrieve Hit from Daesh, adding that such an operation will be quick and decisive. He said that there are only 900 Daesh fighters inside the city, most of them Iraqis, and that foreign leaders have already left the city. [Mawqif]

 

Western Anbar

Daesh executed 11 young men in Al-Qa’im, in far western Anbar, on charges of cooperating with security forces, a security source said. [Baghdadia]

 

An Iraqi Intelligence source says Daesh is preparing female suicide bombers in Rutba to conduct attacks in Anbar. The source says the women will disguise themselves with the displaced families. [Buratha]

DaeshDaily comment. If this happens it will force Iraqi security troops to search displaced women and that will create even more tension with the people of Anbar. Daesh shows again its creativity in making problems.

 

SALAHUDDIN

Baiji

Bassem Al-Salami, a leader in the Badr militia of the PMF, said that the withdrawal of military brigades from Makhoul Mountains to Basra to resolve tribal problems assisted Daesh to intensify its attacks in the area. He added that Daesh is trying to occupy the main road in Saqlawiya near Falluja, to cut the road between the Japanese bridge and Taqsim Dam, and that the PMFs are preventing that. [Mawazin]

 

IFP commander Lt. General Shaker Jawdat said that IFP 3rd brigade artillery achieved direct hits on Daesh gatherings in the Makhoul Mountains and Fatha areas. [Mawazin]

 

Ali Al-Akbar Regiments of the PMF destroyed four Daesh vehicles that were approaching their defense lines in the Makhoul Mountains, killing and wounding several terrorists. [Ghad]

 

Tikrit

Sheikh Abdullah Al-Jubouri, the sheikh of Jubour tribes in Al-Alam subdistrict, said that the tribes of Al-Alam are forming a force of 4,000 fighters to support army and security troops, and will be led by a former Army major general. He added, speaking in a tribal gathering, that all battalions will be commanded by ex-army officers. [IraqPress]

 

Major-General Baha Al-Azzawi, commander of Ninewa Police, was badly wounded in a traffic accident in Speicher camp in Tikrit, a security source said. The statement of the Ninewa Police said his car overturned due to bad weather. [IraqPress]

Muqdadiya/Abu Saida

An IED placed at the gate of a policeman’s home killed him and his wife in the Al-Qala neighborhood of downtown Wajihiya, south of Muqdadiya, a police source said. [IraqPress]

 

The imam of Abdul Aleem Al-Jubouri Sunni mosque was shot dead by unidentified armed men in Al-Jubour village, a police source said. [IraqPress]

 

Two civilians working in a shop selling alcohol were kidnapped by unidentified armed men in Muqdadiya, a security source said. [IraqPress]

 

Northern Diyala

A wide scale campaign was started by the army, police, and PMFs in Himrin Hills to prevent reestablishment of a Daesh presence in the area, and chase down persons wanted by the authorities in the area. The campaign is based on prior intelligence. [Sumaria]

 

The Udhaim council announced the formation of a subdistrict PMF unit, formed from returnees. Over 500 families are returning to the city and 7 surrounding villages after a forced evacuation due to Daesh’s occupation of the area. [Sumaria]

KIRKUK

An airstrike by Iraqi warplanes on a Daesh convoy of oil tankers and trucks with machine guns heading from Riyadh to Hawija destroyed the convoy completely and killed 10 Daesh terrorists. [Sumaria]

An attack by Coalition warplanes on Hawija killed Daesh 30 terrorists and wounded 15, destroyed a workshop for manufacturing IEDs and booby-trapping cars in the city’s industrial area, and destroyed eight tactical units at the Bakara airbase near Riyadh. [Sumaria]

 

Daesh executed seven of its own personnel, including four leaders, in a village in Hawija, for leaving the battle for Tel Ksaiba north of Salahuddin 4 days ago, in which Daesh lost over 100 fighters. One of the leaders executed was Abu Saeed Al-Iraqi (alias), who operated previously in Muqdadiya prior to its liberation.  [Sumaria]

 

Daesh says 13 were killed and 11 wounded in Coalition airstrikes on Hawija and Riyadh. [A3maq]

 

13 persons were arrested on terror charges in a search campaign in three villages of Dibis District, a security source said. [Sumaria]

 

A Kirkuk Asayesh spokesman says 2 more terror suspects were apprehended in Laylan, 25 km (15.5 miles) southeast of Kirkuk. [Sumaria]

 

NINEWA

Mosul

Several important foreign Daesh leaders are leaving Mosul for Raqqa, according to a high-ranking military source. He added that salary cuts and the anticipated attack on the city are two reasons for the tensions among the leadership. The source added that these leaders are convinced Mosul will not hold for long in case of a major attack. [BasNews]

 

A PUK official says Coalition warplanes destroyed the Daesh security office in Safina village in Qayara, killing more than 10 Daesh members.

He also says Daesh executed four civilians in Haj Ali village in Qayara. [PUKMedia]

 

An informed source says Daesh had kidnapped over 50 children under 8 years old from various parts of Mosul to sell them in the human market in Qayara, before taking them eventually to be sold in Turkey at a price of US$ 5,000 per child. [Sumaria]

DaeshDaily comment. Daesh is a criminal organization despite its religious pretentions, and places no limits on its atrocities. However, this report would need to be confirmed by other sources.

 

Daesh executed three of its members before a firing squad in downtown Mosul, a Ninewa Police source said, after the three were caught escaping Sultan Abdullah village towards Makhmur District southeast of Mosul. [BasNews]

Unidentified armed men shot dead Abu Ya’rob Al-Masri, a leading Daesh figure in Mosul, as he exited a house in the city, an informed local source said. [Maalomah]

 

Iraqi Intelligence arrested today the religious “mufti” of Daesh in Mosul in a location near the city after killing his escorts, an intelligence source said.

Daesh initiated a search campaign for four young men who assassinated 7 Daesh members in the religious court of Mosul. [Maalomah]

 

Southern Ninewa (Baaj, Hatra)

Other Governorates  

KURDISTAN

The KRG President Masoud Barzani said an independence referendum should be conducted in Kurdistan before the American elections in November 2016. The statement came in a meeting with the Kurdish political parties in Erbil. One of the meeting attendees said Barzani repeated many times he was ready to quit the presidency and leaves the KRG if there was anyone in the meeting ready to take the position but no one answered the call.

The source says a committee of the KDP, PUK and the Islamic Union was formed to reactivate the KRG Parliament and another meeting will be held in 10 days. Gorran and the Islamic Group boycotted the meeting. A Gorran spokesman said yesterday Gorran will not attend the meeting because Barzani’s term is over and he is no longer the KRG president. The KRG PM Nechirvan Barzani issued a statement after a meeting with the EU Mission in Iraq saying that the referendum will be discussed with Baghdad peacefully. [BasNews]

DaeshDaily comment. Barzani has trapped himself in a bad political situation with his political and military coup against Gorran, for which his solution is to double down. He obviously hopes to extend his leadership, despite holding office illegally at this point, by leading an independence movement, knowing that independence is a popular idea with the Kurdish population. As time is not on his side, he needs to move quickly. In Baghdad and in Washington, however, this blatant attack on the unity of Iraq while the conflict with Daesh is still ongoing is entirely mistimed and is unlikely to get any support.

 

SOUTHERN IRAQ

Basra. The Basra Operations Commander says his troops have arrested 1,000 suspects and confiscated a lot of heavy and mid-size weapons since PM Abadi sent troops to stop the tribal fights and lawlessness in Basra. [Rudaw]

 

Babel. Unknown gunmen with automatic rifles shot dead lawyer Majid Al-Masoudi as he left his house in Al-Qarya Al-Asriya, in northern Babel, a security source said. [Mada]

 

Qadessiya. Diwaniya Police arrested a man wanted on terror charges, a police source said. [Ghad]

Political developments

Turkey’s Foreign Minister Mevlüt Çavuşoğlu has threatened that Ankara will boycott the upcoming talks in Geneva if the Syrian Kurdish PYD party is invited to attend. [Anadolu]

Military developments

Daesh leader Awwad Baghdadi has reportedly issued instructions that foreigners traveling through Turkey to join Daesh in Syria should dress and act like soccer fans to avoid the suspicion of Turkish police, according to reports in the Turkish press. [Cumhuriyet]

Northwest (Aleppo, Idlib)

Syrian Army troops and allied militias, with supporting airstrikes from the Syrian Air Force, seized control of Ain Hansh in the countryside east of Aleppo from Daesh, a local activist reported. The two sides fought an intense battle, leading to an unspecified number of casualties on both sides, before Daesh’s fighters retreated, he said. Syrian aircraft also rocketed Tadif, Al-Bab, and Bza’a, killing at least two people and injuring a number of others, according to the activist source. [ARA]

The Syrian Foreign Affairs Minister says the Security Council should condemn the 2 terrorist attacks in Hay Al-Zahra, as the attacks came in response to the efforts to solve the Syrian crisis at the upcoming Geneva meeting. Twenty-four people were killed and more than a hundred wounded in the double attack. [SANA]

 

Daesh says one of its suicide terrorists attacked Hay Al-Zahra in Homs with a car bomb, killing more than thirty people and wounding more than a hundred. [MRKZGulf]

East (Deir Ez-Zor)

Daesh shelled the Al-Qusour neighborhood of Deir Ez-Zor on Monday, killing six civilians and injuring seven others. Daesh also targeted the largest Syrian Army base in the city with a vehicle bomb that exploded around the same time as the vehicle bomb attack near the Furat Al-Sham Hotel, reported yesterday. Local sources reported deaths and injuries among the Syrian troops. Fighting continued in the Al-Bughaliya area where Syrian ground troops battled Daesh fighters amid Russian air strikes on the Daesh positions. Russian warplanes also targeted Al-Kharita and Al-Hosn, destroying property. No information on human casualties is available at this time. [Qasioun]

 

Deir Ez-Zor is facing a shortage of doctors as medical professionals are leaving the areas that Daesh controls, an activist said, citing heavy restrictions by Daesh on medical practitioners and deteriorating living conditions as the reason for the migration of doctors out of the city. [ARA]

United Arab Emirates. An Emirati man accused of seeking to join Daesh had declared himself the Daesh “emir” in the UAE, according to eyewitnesses cited in the Emirati press. The 34-year-old suspect, known in the press only as “Muhammad E.,” is reportedly the husband of Alaa Badr al-Hashemi, an Emirati woman executed last year after being convicted of stabbing an American teacher to death in a shopping mall in Abu Dhabi. Egypt

Egyptian engineers defused an IED packed with 100 kg of explosives that had been planted by the international highway linking Arish and Qantara East. Egyptian police exploded another IED planted near the village of Sabil. Libya

Daesh has confiscated all cash available from banks in Sirte, seizing a financial windfall of over 35 million US dollars, a former local official in Sirte has said. Daesh confiscated approximately 50 million Libyan dinars from the banks in the city, the equivalent of 35.7 million US dollars, he said. [LANA]

 

In Sirte, Daesh has called in former traffic policemen and compelled them to collect taxes from residents on Daesh’s behalf, local sources said. Daesh also seized all vehicles belonging to the government in Sirte on Tuesday, the sources added. A religious leader who was held 10 days by Daesh, Sheikh Muhammad Jazie Al-Warfali, has been released, the sources said. [AfriGate]

 

Three boats assumed to be carrying Daesh fighters advanced from the sea on an oil refinery in Sirte, prompting Oil Facilities Protection guards to respond. There are no reports available of the results of the fighting. [Libya24]

 

Fayez Al-Sarraj, the Prime Minister-designate of Libya’s yet-to-be-formed government of national accord has announced through his spokesman that he would propose a second list of ministers within ten days. The first list was rejected by the Tobruk Parliament last week. [AfriGate]

 

The 613 Brigade captured two suspected Daesh members in Jafara, southwest of Tripoli, a security source in the Misrata municipal council said. The two had explosives in their possession at the time, the source added. [Wasat]

In an opinion piece penned on the occasion of the fifth anniversary of the “Arab Spring” uprising that brought down the regime of Zine El-Abidine Ben Ali, Rachid Ghannouchi, the leader of the Ennahda Party, argues that Tunisia’s post-2011 experiment with democracy has provided the best antidote to Daesh by refuting extremists’ claims that democracy and Islam are incompatible.
