Political developments
Iraq will eliminate the Daesh military threat in 2016 despite Iraq’s financial challenges, Prime Minister Abadi stated from Davos in Switzerland. [Ghad]
Abadi said Kuwait is the only Arab country that stood by Iraq in this “delicate period,” It allocated $200 million to assist with the IDP crisis in Iraq. He said Daesh would have seized many areas in the Gulf were it not for the sacrifices of the Iraqi people and military forces; yet some media outlets in that region are trying to aggravate the situation and instigate sectarian violence in Iraq. He says Daesh is still benefiting from Gulf-region financing and support.
Abadi also said Turkey is trying to re-establish the Ottoman Empire and there is no proof it is fighting Daesh in reality. He says Turkey is focusing more on fighting the PKK and doesn’t deal with Daesh as a serious threat. Abadi repeated Iraq’s demand that Turkey withdraw its forces from Iraq. [Rudaw] [Mada] [Mada]
Turkey’s PM Davutoglu, also in Davos, says the accusations that Turkey is supporting Daesh are insulting to Turkey, which has put Daesh on its terror groups list and suffered from Daesh attacks in Ankara, Istanbul and Suruc. [Mada]
Speaking from Davos, Ashton Carter, US Defense Secretary, said the Coalition should concentrate on liberation of Mosul and Raqqa, which would have the consequence of separating the Iraqi and Syrian fronts. He added that the roads between the two cities are being bombed. He also says PM Abadi has the right to be ambitious about liberating Mosul in 2016 after the Iraqi victory in Ramadi. [Ghad] [Sumaria]
Khalid Al-Obeidi, The Minister of Defense, said Mosul’s liberation operation will take place in the first half of this year. He says it will take less time than many expect, and that the Iraqi Army’s tactics will surprise Daesh. [Sumaria] Al-Obeidi said the newly formed four-nation intelligence center is providing intelligence to the Iraqi forces, although still below the level required. He added that there is no intention in Iraq at the movement to invite Russia to participate in the strikes against Daesh due to regional sensitivities. [Maalomah]

It takes on the central issues that have to be solved, including a process of justice and reconciliation that faces up to the revenge motive felt by so many Iraqis toward neighbors who supported Daesh; avoiding the real danger that Shia militias will usurp the government’s authority at the point of a gun once Daesh is defeated; the desperate need for non-sectarian leadership and cooperation; and a political process that serves the public interest instead of the corrupt private interests of those elected. The statement could have been made by Sistani himself, and shows why he is the most influential person in Iraq.
Security developments
For the fourth time, the US Army announces civilian casualties resulting from its air attacks in Iraq and Syria. It said today that internal investigations revealed that 2 non-combatants were killed and 4 wounded between the 4th and 17th of July 2015. [Qurtas]
France said it is intensifying its raids on Daesh by using its aircraft carrier Charles de Gaulle based in the Mediterranean, and that the results are starting to show, adding that the defeat of Daesh is a matter of months. The Charles de Gaulle is manned by 2000 sailors and has 26 aircraft. [AIN]

- An IED placed in a commercial area in Taji District in northern Baghdad Governorate went off, killing two civilians and wounding eight. [Mada]

Tribal mobilization forces in Ramadi announced the burying of 700 Daesh bodies in various areas in Ramadi, adding that there are more buried under collapsed buildings in the city. Photos of the dead were taken in addition to their IDs and fingerprints for identification purposes. [Mada]
The Anbar Ops Command (AOC) said today the Iraqi Army was heading towards Sajariya, Juwaiba, and Hsaiba under air and artillery cover. The three areas are the last Daesh strongholds east of Ramadi. The statement said that the Daesh resistance to the advance is rather weak. [Ghad]

A 100 m long tunnel was cleared by the IFP in Hsaiba, said the IFP command. The tunnel contained Daesh weapons and medical supplies of Daesh, as well as some dead bodies. Also, in Hsaiba, the 3rd IFP brigade destroyed a Daesh command center that was apparently important, given the heavy security arrangements surrounding it, and destroyed a truck with an SPG9 launcher near a school in Hsaiba. Al-Suqoor Intelligence Cell said today that the wide scale security operation in Diyala initiated under the name of “Lion Claw’ resulted in the arrest of 20 terrorists who took part in recent security incidents in Diyala and Baghdad, while IAF planes and IAA helicopters killed over 92 terrorists in Himrin. KURDISTAN
Hundreds of people demonstrated in Suleimaniya demanding reforms and improvement in living conditions. Security forces went to the area and forced the demonstrators to leave. [Sumaria]
German media sources say they found German weapons being sold in the markets of Erbil and Suleimaniya. The weapons were branded with the German Army initials and were obviously part of the shipment to the Peshmerga. The sources say the weapons were sold by Peshmerga fighters who didn’t receive their salaries for months because of the economic crisis in the IKR.
The deputy chairman of the KRG Parliament says these reports are not true. He says the Iraqi Army has the same weapons and it might be the source for the weapons in the market.
However, a spokesman of the Peshmerga Ministry said today that while the news of weapons black markets in Kurdistan is rather exaggerated, a “very few Peshmerga fighters sold their weapons to use the revenues to migrate to Europe”.

Political developments
US Vice President Joe Biden is in Turkey to discuss regional issues, including Syria and the PKK, with Turkish officials including President Recep Tayyip Erdogan, Cihan writes. [Cihan]
In a statement issued Friday, President Erdogan said that Turkey would not accept a Russian presence in Qamishli in northeast Syria, where 100 Russian troops have recently been transferred. Turkey would not allow such a presence anywhere along its border the President said. [Anadolu]

Turkey’s Prime Minister Ahmet Davutoglu is in Berlin to meet with German officials, including Chancellor Angela Merkel. In a press conference with the German Chancellor he stated that “no place in Syria remains safe” after the Russian intervention in the country. Merkel announced that Germany would combat Daesh in coordination with Turkey and would intensify its raids on Daesh sites. The two also discussed the question of Syria’s refugees, with Davutoglu stating the view that refugees outside Syria would be more likely to return if Assad were removed from power. A US official speaking to Fox News has denied media reports that US forces will be stationed at Rmeilan Air Base in Hasaka. [ARA]
Coalition planes targeted Daesh positions near the village of Al-Silb in the Jabal Abd Al-Aziz area west of Hasaka, a local source said. Fighting continues between Daesh and the Syria Democratic Forces in the countryside south of Hasaka, a militia commander said. [ARA]

The Revolutionaries Army (RA), which is a faction of the Syria Democratic Forces, and the Mare’ Operations Room (coordinating other armed groups) have reached a new agreement on the area outside of Azaz which would allow the SDF-affiliated RA to enter into the Azaz countryside to fight Daesh. The agreement also includes opening the road between Afrin and Azaz, cessation of hostilities, and exchange of prisoners between the two sides. In the wake of yesterday’s deadly explosion in Giza, two contradictory claims of responsibility have emerged: one from Egypt’s Daesh affiliate and the other from a radical anti-government organization. Competing Egyptian statements have blamed Daesh and the Muslim Brotherhood, respectively.
The “Eqab Al-Thawri” [“Revolutionary Punishment”] organization has issued a statement claiming that its militants lured police to an ambush before attacking with suicide bombers, while also regretting the civilian casualties. One hour before, the Daesh-affiliated Ansar Bayt Al-Maqdis group (now self-titled as “Wilayat Sinai”) issued a statement online claiming that its militants had booby-trapped the building where the blast took place. Daesh media claimed that all ten killed in the blast were police, while the official toll includes seven policemen and three civilians. On Thursday night after the attack, the director of Giza investigations blamed Ansar Bayt Al-Maqdis for the blast, citing evidence found on a laptop computer at the scene. However, in a statement issued by the Egyptian Ministry of Interior, the Egyptian authorities accused the banned Muslim Brotherhood organization of the attack, saying that the apartment was being used as a weapons cache and was booby-trapped by the Brotherhood.
