BAGHDAD

Political developments

Turkish troops in Ninewa. Iraqi Prime Minister Haidar Al-Abadi says some people are trying to divide Iraq and the Turkish forces should leave Iraq immediately. Through his spokesman, Abadi described the Turkish withdrawal from Bashiqa as “partial” and not complete, He say Iraq’s position has not changed and that it still wants a UN Security Council meeting to discuss the issue. In a statement issued today, the cabinet has again demanded that Turkish forces withdraw from Iraqi, referring again to Iraq’s request that the UN Security Council discuss the complaint raised by Iraq against the Turkish presence in Iraqi territory, and to implement “measures to avoid the repetition of this violation.” [Sumaria]

Turkey’s Prime Minister Ahmet Davutoğlu has confirmed that his country’s forces only “redeployed” in Ninewa and have not withdrawn completely. This position was also voiced by Turkey’s Deputy Prime Minister, who cited the invitation of former Ninewa Governor Atheel Al-Nujaifi to train militiamen in the Governorate to justify the Turkish presence. KRG President Masoud Barzani has met with Iraqi national security advisor Faleh al-Fayad to discuss planning for the anticipated operations to eject Daesh from Mosul, as well as the Turkish deployment in northern Iraq, according to a statement issued by Barzani. [BasNews]

 

Iraqi judicial authorities issued arrest warrants on Tuesday for four officers in the “National Mobilization Front” militia, a judicial source said, without providing further details. The NMF has been tied to the leadership of former Ninewa Governor Atheel al-Nujaifi. [Baghdadia]

DaeshDaily comment: The NMF was embroiled in the recent controversy over the deployment of Turkish forces to Zilkan camp in Bashiqa, ostensibly to train NMF and Peshmerga fighters. It’s not surprising that its anti-Iraq separatist scheme would attract law enforcement attention.

 

New Saudi-led alliance. Several Iraqi political factions have rejected the newly announced Saudi-led “Islamic Alliance against Terrorism,” an initiative ostensibly bringing together 34 countries under Saudi leadership to combat terrorism. An MP from the National Alliance said that Saudi Arabia was acting to cover up past support it has provided to armed groups in the region, while a member of the Civic Democratic Alliance said that the Saudi-led initiative could be disastrous for Iraq, as it could strengthen political forces that seek the breakup of the country. However, the Uniters for Reform Coalition has called for Iraq’s “immediate joining” of the Saudi-led alliance, citing Iraq’s unique problems with terrorism and its need for support in the fight against Daesh. The Saudi Foreign Minister Adil Jubeir has said that the new Saudi-led coalition would conduct information and training initiatives, but did not rule out the possibility of a joint ground force to fight against Daesh. However, a top Saudi defense advisor said that a joint force had not yet been discussed for the Saudi-led Islamic alliance. [Sumaria] [IslamMemo]

The Lebanese foreign ministry has issued a statement denying knowledge of any details related to the formation of the Saudi-led coalition, even though it was announced as numbering among the 34 states that ostensibly joined the grouping. [AA]

 

High ranking Egyptian officials say the coalition is a “matter of formalities” and Egypt will not commit troops for it. The Egyptian Ministry of Foreign Affairs issued a brief statement saying Egypt supports all efforts, especially if they were Arab or Islamic, to fight terrorism and will be part of them. The Saudi Minister of Foreign Affairs says Saudi Arabia and other Gulf countries are discussing sending troops to Syria to fight Daesh. [Erem]

 

The Saudi Ambassador to Iraq says the Saudi diplomatic mission to Iraq will start its work within the next couple of days. The Saudi King ordered the Embassy in Baghdad reopened. [Aawsat]

 

Other Political Developments

An MP from Basra has denied reports that Iran is preparing to back oil drilling operations in Basra’s oilfields without Baghdad’s approval, saying that “we refuse Iran digging oil wells without the agreement of the government.” [Rudaw]

 

Finland will not extradite to Iraq the two Iraqi twins whom it recently arrested on charges of involvement in the Camp Speicher massacre in Salahuddin last year, the human rights committee in the Iraqi Parliament has announced. Finland received a request from Iraq to hand them over but has declined, citing the lack of a security agreement between the two countries. [Sumaria]

 

Iraq’s Integrity Commission has launched an investigation into the former director of the office of commerce, Baha Nasir Hussein, who is already under investigation for possible links to armed groups, on charges that Hussein stole digital media containing the entire list of ration card holders for all of Iraq. A member of the CoR’s Agriculture Committee says the committee sent an official letter to the Minister of Agriculture asking him to prevent government silos from buying grains from Daesh controlled areas. He says Daesh is using corrupt officials to sell its harvest to the government. [Etejah]

 

Security developments

Unidentified armed men in two four-wheel-drive vehicles opened fire on a lieutenant colonel who had been working in the PMFs, a police source said. The officer was killed in the attack, which occurred near his house. [Baghdadia]

According to security sources:

  • A roadside IED detonated on a passing Army patrol in Tarmiya north of Baghdad, killing a soldier and wounding two others. [Baghdadia]
  • An IED exploded in the Souq Shalal market area of Shaab in north Baghdad, killing two civilians and wounding seven others. [Baghdadia]
  • Also in the Shaab area, unknown armed men raided a privately owned power generator, opening fire on the generator’s owner and killing him on the spot. [Mada]
  • The bodies of two unknown men were found shot in Saba Al-Bor in north Baghdad. [Gharbiya]
  • An IED exploded targeting a shop selling alcoholic products in the Fadwat Arab area of Bab Al-Sharqi in central Baghdad, causing heavy damage to the shop but no human casualties. [Sumaria]
  • An IED exploded in a popular market in the Amin area of east Baghdad, killing one person and injuring as many as seven others. [Mada] [Baghdadia]
  • An IED exploded on a commercial area of Al-Masraf Street in the Jisr Diyala area of southeast Baghdad, killing two people and wounding five. [Mada] [Baghdadia]
  • Unknown armed men in a civilian vehicle shot and killed a civilian in Zafaraniya in southeast Baghdad. [Ghad]
  • The body of an unknown man was found shot in Zafaraniya in southeast Baghdad. [Sumaria]
  • Unidentified armed men threw a hand grenade on a residential building in the Al-Amil area of southwestern Baghdad before fleeing in an unknown direction. The blast caused material damage but no human casualties.
  • An IED exploded near a commercial area in Iskan in west Baghdad, killing one person and injuring four others. [Mada]
  • A roadside IED exploded in the Suwaib area west of Baghdad, wounding a civilian. [Baghdadia]

ANBAR

An informed source says Khamis Al-Khanjar, a Sunni businessman from Anbar, met with several Sunni armed groups’ leaders in the UAE to discuss the formation of an Anbar Region. [Ghad]

DaeshDaily comment. Some Sunni leaders from Anbar and Ninewa are seeking formation of regions in each of the two governorates and not a unified Sunni region. This looks like a companion move to that in Ninewa by Atheel Al-Nujaifi and the NMF, and is equally suspicious. Al-Khanjar has been a supporter of anti-government armed groups in Anbar and has a website we consider pro-Daesh. As for the idea of autonomous Sunni regions in Anbar and Ninewa, this is a good way to create weak government entities that will be easily taken over by the next coming of Daesh.

 

The Tribal Affairs office in Anbar has said that it will bring legal proceedings against the Amlaqa communications company of Anbar, which is accused of funding Daesh. [Sumaria]

 

Ramadi

Coalition airstrikes reportedly killed a Daesh commander responsible for IED bombing operations and ten other Daesh members in various areas of central Ramadi, a security source said. Another report cites a security source who says that 15 Daesh members were killed in five Coalition airstrikes in the Aziziya area of central Ramadi. [Baghdadia] [Baghdadia]

 

Five detachments of tribal PMF fighters have arrived to Ramadi’s northern front and will join the battle to seize Jazeera Ramadi from Daesh, Anbar Operations commander said. [Sumaria]

 

East of Ramadi, Iraqi joint forces repelled a Daesh attack in the Tal Mshaihda area southeast of Ramadi, killing an unspecified number of Daesh fighters in heavy battles, a security source said. [Baghdadia]

An Anbar security source described the assault in Tal Mshaihda as the organization’s “most violent attack”, saying that Iraqi forces with Coalition air support destroyed 15 Daesh vehicle bombs in the fighting, and that two policemen were killed in the attack and six wounded. [Sumaria]

However, an Anbar police source says Daesh attacked Tal Mshaihda after the Iraqi units withdrew and left the local police in charge. [Ghad]

DaeshDaily comment. Within the political agreements the Iraqi Army hands liberated areas to local police and tribal fighters to hold the ground while the Army moves ahead. In some cases the local police don’t handle the situation well, if not leaving all together. Many local police were fired after they left their positions when Daesh attacked and they were reinstated because of political deals.

A security source says Coalition warplanes bombed Daesh in Albu Ali Al-Jassem and Albu Dhiab northwest of Ramadi, destroying 6 hideouts and killing many terrorists. [Mada]

 

The Iraqi Army’s 8th Division Commander says Iraqi troops supported by Iraqi and Coalition airplanes killed 37 Daesh terrorists, including Asians, east of Ramadi. [Sumaria]

 

Daesh says its terrorists attacked Iraqi forces alongside the highway near the Albu Hayes Bridge north of Ramadi and captured more than 10 barracks and killed or wounded many Iraqi soldiers. Daesh says the Coalition bombed an Iraqi Army headquarters in the area by mistake. [JustPaste

 

An Anbar Operations Command source says Iraqi forces stopped a Daesh attempt to sneak into the Palestine Bridge area northwest of Ramadi, killing 7 Daesh members and destroying a construction shovel and an armored vehicle. [Mada]

 

Iraqi forces killed 10 Daesh terrorists and defused 25 IEDs in the Albu Risha area northwest of Ramadi. An Iraqi Army officer and three soldiers were wounded. [IWMC Report]

 

The chairman of Khaldiya District Council says a local Daesh leader was killed in a Coalition airstrike on Zangoura west of Anbar. [Ghad]

Falluja

Saraya Al-Jihad has killed a Daesh sniper, originally from Chechnya, in fighting north of Falluja, the militia announced in a statement, adding that the tribal PMF group repelled a Daesh attack in the same area, killing four Daesh members. [Sumaria]

Baiji

Salahuddin Operations Command troops destroyed a Daesh hideout in the Sukariyat area in Siniya. [IWMC Report]

 

A Rapid Intervention unit conducted a military operation in Fatha north of Baiji, killing 2 Daesh fighters. An Iraqi soldier was killed in the operation. [IWMC Report]

 

An IFP unit conducted a military operation in the Makhoul Mountains area, killing a Daesh sniper. An IFP member was wounded in the operation. [IWMC Report]

 

A Salahuddin Operations Command captain says Iraqi warplanes intensified their bombing on several areas near the Makhoul Mountains, preparing for the Iraqi forces’ attack on Daesh in Zuwiya and Msahaq north of Baiji, and Shirqat. [BasNews]

 

Shirqat

PMF forces destroyed a 50-meter-long tunnel linking homes near the northern entrance to Shirqat. The tunnel contained IEDs, one loaded with more than 30 kg of explosives, as well as clothing and food supplies. [Sumaria]

 

Tikrit

Heavy clashes erupted east of Tikrit between Iraqi forces and Daesh, in which at least one Iraqi officer and another Iraqi soldier were killed. Iraqi special forces (SWAT) are battling Daesh in and around the Al-Alam area, a Salahuddin security source said. An Iraqi special forces soldier was killed and two injured, including the force commander Lt. Col. Hussein Dawoud, with fighting still ongoing.

The Rapid Response intelligence force engaged in a related battle in the neighboring Al-Ali area. The details are still unclear but the fighting has also involved tribal PMFs. A Salahuddin security source said PMF fighters killed a Daesh suicide attacker in the fighting and that two PMF fighters were killed. Security forces have closed all roads leading into the Al-Alam area to hamper Daesh movement. The IFP killed a Daesh sniper in the Makhoul hills and an artillery unit destroyed a Daesh vehicle mounted with a machine gun, killing multiple Daesh members inside, an IFP commander said. [Baghdadia]

KIRKUK

The Kirkuk Governorate Council has accepted the resignation of the head of Kirkuk city council, Khalid Hussein Al-Assi, amid a recent spike in violent criminal activity including kidnappings, theft, and armed robbery. The head of Kirkuk GC, Ribwar Talabani, said that criminal activity by “gangs and criminal mafias” was threatening the safety of Kirkuk’s citizens. He called for the GC security committee to step up its role in the response. Yesterday the Governorate announced the formation of an operations room to coordinate the response to the crime spate in Kirkuk. [Mada]

 

A security source in Kirkuk says French warplanes bombed Daesh in Hawija, killing 18 terrorists and destroying 4 vehicles and 4 tactical locations. The source also says Daesh is using civilian locations as headquarters in Hawija to show that the airstrikes target civilians only. [Sumaria]

 

SWAT forces in Kirkuk conducted raids and search operations in Intisar village, south of Kirkuk city, a Kirkuk security source said, during which they responded to gunfire from one of the houses in the area. After the skirmish the force entered the house to discover the body of the suspected attacker along with weapons and explosives, and made five arrests in the area. [Sumaria]

 

NINEWA

Mosul

A KDP official says Daesh executed 135 civilians, including 24 women, during the last 24 hours in Mosul after they were arrested on different accusations. He also says Daesh confiscated the belongings of the victims. [Rudaw]

DaeshDaily comment. The civilian death toll in Mosul from Daesh executions is extremely high and is getting worse. The delay in retaking Mosul is taking a large human toll. Confiscating the belongings of people who get executed for political reasons was also a common Baathist tactic.  

 

A local source says Daesh executed 3 more mosque imams in Mosul for refusing to urge people to join Daesh. [Karemlash]

 

Daesh’s Hisbah religious police have arrested more than 100 youths in a widespread arrest campaign in Mosul on charges of “disobeying instructions,” a local source reported. Daesh also confiscated identity papers and identification cards for surveillance purposes from tens of other residents in Mosul during the raids. The source said that Daesh had announced that those arrested will receive punishments of lashing, fines, or incarceration. [Mada]

 

Coalition warplanes launched airstrikes on multiple sites around Mosul, a Ninewa security source said, specifying that one attack in the Bashiqa area, 15 km (9 miles) east of Mosul city, killed and injured 10 Daesh members, while another air raid in the Ayadhiya area, 30 km (19 miles) west of Mosul, killed seven Daesh members including a local security commander.  [Mada] A Ninewa Police source says Daesh’s wali of Ayadhiya was also killed in the airstrike. The representative of the Iraqi Shabak minority in the Iraqi Parliament, MP Salim Al-Shabaki, has announced that 1,000 Iraqi Shabak are ready to volunteer for the Peshmerga to fight and hold territory in operations to liberate Shabak areas of the Nineveh Plain from Daesh. More significant, he said the community “insists” that its areas in Ninewa Governorate be annexed to the Iraqi Kurdistan region, and will not accept being administered again by Ninewa Governorate as they were before Daesh took control of large areas of Ninewa in 2014. One Shabak division already operates under the Peshmerga Ministry of the KRG, while Al-Shabaki has announced that a second division would be created. [Sumaria]

DaeshDaily comment. Shabaks are a small, mostly Shia, Kurdish-speaking ethnic minority who are concentrated in the Nineveh Plain east of Mosul, normally home to a major Christian population, and in Sinjar near the Yazidis. This looks like another political coup by the KRG against the central government. It looks more suspicious when you realize that Shabaks are the majority of the population in Bashiqa, location of the would-be Turkish military contingent that moved into Bashiqa with Barzani’s connivance.

However, the Shabaks are divided about their political future just as the Yazidis are. Some are pro-KRG, like this CoR representative, some not (particularly the Shia). Moreover, whatever their collective or divided opinion, they are not large enough to force the Christians or Yazidis to accept any particular political status decision.

 

Eyewitnesses say Daesh blew up five Shabak houses in Rashidiya, 20 km (12.5 miles) north of Mosul, after looting them. Daesh took over the houses when they captured the area and used them as headquarters. [BasNews]

 

Elsewhere in Ninewa

A Ninewa police source says Daesh executed its Iraqi wali of Hatra and ten of his associates, accusing them of cooperating with the Peshmerga, and appointed a Syrian wali in his place. Daesh also arrested over 100 young men in Mosul for disobeying Daesh’s instructions. [Karemlash]

 

Other Governorates  

SOUTHERN IRAQ

Dhi Qar. A (Sunni) mosque guard has been arrested in Nasariya on terrorism-related charges. [Mada]

 

Basra. A group of ten suspects has been arrested on charges of involvement in the explosion at the Shia Al-Ashour Husseiniya mosque south of Basra, Basra’s Chief of Police announced, adding that the coming days will see the implementation of a joint security plan for northern Basra in conjunction with security forces from neighboring Maysan Governorate. The Chief referred to 4,000 outstanding arrest warrants in the area, many dating back years.  [Baghdadia]

 

REPORTS FROM TURKEY

 

Turkish authorities say they arrested a Daesh suspect who was planning a terrorist attack on the American consulate in Istanbul. [Sumaria]

 

REPORTS FROM SYRIA

 

Daesh issues an order prohibiting the sale, use, promotion or repair of satellite dishes in all the areas it controls (photos). [RRB Facebook page]

 

Northeast

Raqqa Tribes Gathering, a coalition of Arab tribes, issued a statement accusing the YPG of forced displacement in “tens” of Arab villages in Suluk and Tal Abyad and asking the international community to intervene. They demanded that the YPG leave those areas and allow them to be run by the residents. The tribes issued the statement in a meeting after the funeral of one of Al-Raqqa Revolutionaries Brigade (RRB) fighters who was killed in clashes with the YPG yesterday (video). A RRB official said an Asayesh vehicle didn’t stop at the checkpoint of the Tribes Army (an ally of the RRB) checkpoint and shot at it, killing one fighter and wounding another. He says the incident is a dangerous precedent and it might affect the relationship between the RRB and the YPG. [Smart]

DaeshDaily comment. The Raqqa Revolutionaries Brigade is part of the Burkan Al-Furat coalition of moderate opposition forces, as is the YPG, so the military clash that killed one of its fighters is worrisome and makes no sense. (See the Brigade’s Facebook page referenced below.)

The statement of the Raqqa Tribes Gathering is a significant political development. The military efforts of the YPG have perhaps given the impression that northeast Syria is overwhelmingly Kurdish, but Arabs are a significant percentage of the population and there are many Assyrian Christians. The emerging efforts of the PYD to develop a system of governance around its own leadership will continue to be opposed by others in this area, as well as by Turkey and the KRG.

 

Sky News publishes a video about a Daesh underground prison for Yazidi women in north Syria. The prisoners were not able to move a single step in those cells and no one knows what happened to them. [IslamMemo]

 

Daesh shelled the Keri Abria village, 35 km (22 miles) west of Kobane, wounding two children. [Hawar]

 

The YPG says Daesh attacked the Ishra village near Mount Abdulaziz, 22 miles from Hasaka, but the YPG fighters destroyed the 2 vehicles and killed 3 Daesh terrorists.

Daesh also attacked the Mejjo village near Suluk, but the YPG fighters stopped the attack killing 2 terrorists. [Hawar]

 

A field source says a Coalition warplane bombed Daesh locations near the Qara Quqaz Bridge southwest of Kobane. The source says Daesh used these locations to shell Kobane areas with mortars. [ARA]

 

Daesh publishes photos of rocketing and shelling areas in western Kobane countryside. [DabiqNews]

 

Daesh looted an archeological site in Tal Abyad before it was driven out of the city. The YPG collected the remains, waiting for archeological experts to come. [Hawar]

 

Northwest

Local activists say Russian warplanes bombed a local market in Maskana in Aleppo’s countryside twice, killing more than 50 civilians and wounding many others. Russian warplanes bombed the Daesh-controlled town on Sunday, killing 20 civilians. [BasNews]

 

A Jabha Shamiya commander says Daesh launched another big attack on Mare’ while Russian warplanes were bombing the area. The commander accused the Russian warplanes of supporting the Daesh attack. [ARA]

 

Local sources say the Turkish Army has started to build a wall on the Syrian border near Afrin. [Hawar]

 

Daesh says 2 people were killed and 9 wounded in 5 airstrikes on Manbij (photos). [DabiqNews]

 

East

Heavy battles erupted near the Deir Ez-Zor military airport and a Syrian colonel was killed. The Syrian Army and Daesh shelled each other’s locations. A woman was killed when a Daesh shell fell on her house in the Joura area.

Daesh executed a young man in Deir Ez-Zor eastern countryside, accusing him of trying to establish armed groups against Daesh. Daesh also cut off the hands of two young men in Mayadin.

Coalition airplanes dropped leaflets asking people to stay away from Daesh oil fields and oil tankers. [Qasioun] [Qasioun]

Egypt. Egyptian police raided a village west of Arish looking for a terrorist. A policeman saw the terrorist and grabbed him to prevent him from detonating himself on the police, but the terrorist blew himself up and killed both of them. [Mogaz]

Egyptian security forces arrested 5 Daesh female members in Sinai who participated in several attacks on Egyptian forces. A woman was caught earlier after she detonated an IED on an Egyptian Army vehicle; she admitted she leads a cell of 4 other women whom Daesh uses for its terrorist attacks.

DaeshDaily comment. Daesh uses women because in Middle Eastern societies’ security forces usually don’t search women. Many women have been arrested in Iraq, and Sunni politicians and media constantly complain about the female prisoners and ask for their release.  

 

Libya.  A Libyan military commander says a security operations room was formed from border forces, oil facilities protection services, and Ajdabiya security directorate and has established checkpoints and deployed forces in the city. [AfriGate]

A security source says a large military operation will start in Ajdabiya to clear the southern and western parts of the city from Daesh. The new Director of Security in the city ordered his employees to report to their jobs, otherwise they will be fired. [AfriGate] [AfriGate]

The Shoura Council of Mujahidin in Derna says the Daesh leader in Libya, the Iraqi Abu Nabil Al-Anbari, was not killed in the American airstrike a couple of weeks ago. The SCMD says it got the information from Daesh prisoners it keeps. [AfriGate]

Local sources in Sirte say Daesh cut off all internet and mobile phone communications in the city, except for several internet offices it supervises. Daesh also prohibited satellite dishes and smoking in the city, confiscated the employees’ salaries from the banks, and issued a document of 13 articles intended to govern life in the city.
