REPORTS FROM IRAQ

President Masoum, PM Abadi, CoR Speaker Jubouri and many other Iraqi officials mourn the Deputy Anbar Operations Commander and the Iraqi Army’s 10th Division Commander, killed in a Daesh rocket attack on Jaraishi north of Ramadi, according to official sources. Abadi, the Minister of Defense, and many other officials attended the funeral of the two commanders. (video) [Al-Ghad] [Al-Maalomah] [MoD Website]

A source in Anbar Operations Command refutes reports that Daesh breached Iraqi defense lines in Jaraishi north of Ramadi with car bombs. He Daesh shelled the area with Katyusha rockets at a time when the IAA was not flying in the area. [Al-Maalomah] The chairman of the Khaldiya subdistrict council had said the 2 commanders were killed by a suicide bomber in a car bomb. [Al-Sumaria]

DaeshDaily comment: The unfortunate death of the commanders, and the injury to the Anbar Operations Commander last week, shows that Iraqi commanders are in the frontlines with their soldiers, unlike the corrupt officers who ran away from Mosul in civilian clothes. It also shows Daesh is still capable of attacking heavily in the Ramadi area even though they have been losing ground steadily.

People in Mosul are talking about the arrival of Coalition troops with heavy vehicles and weapons to areas east and west of Mosul. Ninewa officials say the weapons and equipment with these troops indicate they are not advisors and might be part of an unannounced military campaign to liberate Mosul. [Al-Mada]

DaeshDaily comment: This could be a huge development if true, but so far there are no confirming reports and we don’t know which Coalition country it might be. It’s a mysterious and intriguing rumor. (Also see the first news item under Ninewa below.)

SALAHUDDIN

Baiji

A member of Salahuddin GC says the situation in Baiji is getting more dangerous because some PMF troops, including the KH and AAH, are leaving Baiji and letting the local police face the danger alone. The deputy commander of the PMFs, Abu Mahdi Al-Muhandis, says the situation in Baiji in under control and Iraqi forces are preparing for a major battle. [Al-Mada]

DaeshDaily comment: The troop movement could hypothetically reflect the improved security situation in Baiji and the need to build up forces elsewhere, like neighboring Kirkuk. However, our sources in Baghdad told us that some Shia militias are not happy with PM Abadi’s reforms that targeted some of their leaders and started to withdraw from Baiji about 2 weeks ago. In other places, leaving captured areas to local police control has led to renewed Daesh activity.

A source in Baiji police says the IAA destroyed 2 Daesh vehicles in Siniya, killing 12 terrorists. He also says an Iraqi policeman was injured when he was shot by a sniper. The source says Daesh attacked the Baiji area heavily during the last 2 weeks with more than 58 car bombs and fuel tankers, which destroyed hundreds of civilian houses. [Al-Mada]

Another source says Iraqi Joint Forces stopped a Daesh attack on Tal Abu Jarad in Baiji killing 13 terrorists and destroying 2 vehicles. [Al-Baghdadia] Al-Nujaba’ Movement says their troops stopped the attack and stopped Daesh terrorists from sneaking in from Siniya to Baiji, killing 20 of them. [Buratha]

Samarra

A source in Samarra Operations Command says an IAA M-35 helicopter was hit by ground fire in Jazeera Samarra but landed safely near the Strategic Line. [Al-Mada]

DaeshDaily comment. The IAA, part of the Army, is primarily a helicopter force.

The Iraqi 17th Infantry Brigade defused 8 booby-trapped houses and 12 IEDs in Jazeera Samarra. The Integrity Committee in the CoR says they it will pursue political parties who are occupying government owned properties. The Committee says the properties are worth billions of dollars. [Al-Sumaria]

DaeshDaily comment. This is apparently a common problem, and goes back to the first days after Saddam was removed.

An official in the headquarters Inspector-General office says his office will shortly publish its first report. He says the office returned 21 billion dollars from different ministries. [Al-Sumaria]

DaeshDaily comment. The US helped Iraq create an Inspector-General system on the US model, with an IG in each ministry. The essential political independence of these positions was quickly compromised, their work was obstructed, and some IGs were assassinated, so the system underperformed. A positive report on progress made by the IG system is therefore significant, especially in the context of the new anti-corruption reform program

NINEWA

In a startling development, an informed source says tribal fighters and PMFs supported by the IAA launched an attack on a village in Qayara, 60 km south of Mosul, and liberated it completely, killing 37 Daesh terrorists. [BasNews]

DaeshDaily comment. This is startling because up to now there has been no ground campaign in Ninewa south of Mosul. All the attention has been on Anbar and Salahuddin. The overall strategy as enunciated by General Allen, head of President Obama’s task force on Iraq, has Mosul as the final target in the campaign. As of now, we have no further information on this, so can’t speculate as to whether this is a one-time attack or the beginning of a larger campaign in Ninewa.

A PUK official says the Coalition launched airstrikes on a Daesh headquarters in Qayara killing 3 terrorists, and on another location in Hammam Al-Aleel killing 7 terrorists, and destroyed a car bomb and a headquarters in the Al-Nasr area, and bombed several other Daesh locations in Ninewa killing dozens of terrorists.
