Political developments

President Obama said in a press conference in Riyadh, “Inside of Iraq, there are understandable concerns about Iranian influence in the Iraqi government at a time when the Iraqi government is also critical for us fighting (Daesh). It was very important I think for us to describe our assessment that Prime Minister Abadi is in fact effectively fighting against (Daesh) and trying to reach out to Sunnis inside of Iraq, while acknowledging that there are significant problems in terms of government stability inside of Baghdad. And that’s a reason for us not to withdraw, but rather to get more involved in helping to stabilize areas like Anbar, where we’ve not cleared out Daesh but the towns that they were governing have been left devastated.  If we want Sunni communities to be able to rebuild themselves and to get back into the lives they were leading before ISIL took over, then we’re going to have to help the Iraqi government respond.”

“Right now in Baghdad, there’s some big challenges in terms of Prime Minister Abadi forming a new government–or a new cabinet.  Until that’s settled, I think it’s important for us to make sure that any additional stabilization dollars that are put in are going to be effectively spent.”

“I think Prime Minister Abadi has been a good partner for us.  But interestingly enough, right now in Baghdad, the challenges within the government don’t fall along the usual lines of Kurdish-Sunni-Shia.  There’s actually significant dissension and disputes even among the Shia power blocks.” [WhiteHouse]

 

Prime Minister Abadi met in his office with General Joseph Dunford, the US Military Chief of Staff, to discuss the war on Daesh and the military cooperation between Iraq and the US. General Dunford said the United States will continue to support Iraq, according to a statement from Abadi’s office. [Mada]

 

Prime Minister Abadi met in his office with Ambassador Patrick Simonnet, the Head of Delegation of the European Union to Iraq, to discuss the political, security and especially the economic situation in Iraq according to a statement from Abadi’s office. The Ambassador expressed the EU support for Iraq in the war against Daesh and the PM reforms. [Mada]

 

Prime Minister Abadi issued a statement saying that he has fulfilled his commitment by submitting 2 cabinet candidate lists to the CoR, and he is waiting for the CoR to vote on them. [Mada]

 

The sit-in elected CoR speaker kept the session open until Sunday to vote on a new speaker. 135 MPs attended the session. [Mada]

However, a Sunni MP said the Sunni alliance and other blocs are capable now of holding a session with a quorum, led by Speaker Saleem Al-Jubouri. [Sumaria]

 

Jubouri met in his office with Ambassador Jones and discussed the recent political development. Jubouri stresses on the importance on keeping real reforms measures within a national consensus. [Sumaria]

 

Security developments

The CJTF reports that on April 20 Coalition military forces conducted 21 airstrikes against Daesh targets in Iraq, all in Anbar and Ninewa. Target locations included these areas: In Anbar, Hit (2) including destruction of 27 boats, Baghdadi (5), Haditha, Rutba, and Falluja (2); In Ninewa, Mosul (6), Qayara, Sultan Abdullah (2), and Sinjar. The Military Intelligence Service says it captured a Daesh cell and confiscated an explosives vest and IEDs. [AIN]

A police source says security forces found the body of an unknown young man shot in Tarmiya District. [Maalomah]

Falluja

The Iraqi army 14th division commander says his troops, supported by PMF fighters, stopped a Daesh attack on the technical institute in Saqlawiya, just northwest of Falluja, killing 11 terrorists and destroying a vehicle bomb. [AIN]

Daesh’s version says its terrorists attacked Iraqi forces near the technical institute, killing nine soldiers, wounding others, and destroying 4 Humvees and another vehicle before returning safely. [JustPaste]

 

Baghdad Operations Command says Coalition warplanes killed 26 Daesh terrorists and destroyed 2 combat locations and 3 small bridges in the Qarma military sector. [Ghad]

 

The spokesman of Anbar tribes says the Qarma liberations operations are still ongoing in order to isolate Falluja completely. [Mawazin]

 

Daesh says Iraqi army troops supported by Sahwa fighters and Coalition warplanes attacked Albu Khanfar and Rofa in Qarma. Daesh says the clashes continued for hours (in its favor), then one of its Iraqi suicide terrorists attacked the Iraqi forces with a vehicle bomb, killing or wounding many soldiers and fighters, forcing the remaining troops to flee (photos). The Mayor of Ramadi says six civilians were killed when 6 booby-trapped houses exploded in the Andalus, Dhubat, and Hawz areas of Ramadi. He says the civilians entered the houses on their own accord, despite the fact that the houses had not been cleared for entry. [Sumaria]

He also says that a British company has started removing mines and IEDs from different areas of Ramadi. The company was contracted by the UN. [Sumaria]

 

An Anbar Operations Command source says AOC artillery killed 3 Daesh local terrorists and wounded 2 others in East Hsaiba. [Harbi]

 

The Anbar Operations Commander says Iraqi forces killed 4 Daesh terrorists hiding in a house in Albu Ghanem in Ramadi. [Maalomah]

The IWMC says Iraqi Army 16th division troops found 2 rocket launchers and 17 IEDs in Albu Chlaib, west of Ramadi.  [AIN]

 

Hit/Kubaisa/Baghdadi

The Chairman of Hit District Council says Daesh still has sleeper cells hiding in basements and underground tunnels, and that Iraqi units are attempting to locate these tunnels and hideouts. [Maalomah]

 

The Chairman says five people from the same family were killed when their house exploded in Khawdha in eastern Hit. The house was booby-trapped by Daesh. [Mada]

An Iraqi Army 7th division source says Coalition warplanes bombed a Daesh gathering in Sakran, north of Barwana, killing several terrorists. [Harbi]

 

The IFP commander says his troops destroyed 4 Daesh vehicles, killing the terrorists inside, in an ambush near the Haditha intersection, on the Haditha-Baiji road. [Maalomah]

 

Daesh says it attacked the residential compound of the Ain Al-Asad base with 9 mortars, destroying a military vehicle. [JustPaste]

 

Rutba/Western Anbar

The IWMC says Al-Suqoor Intelligence Cell foiled a Daesh plan to send vehicle bombs from Rutba to southern governorates. The SIC requested an airstrike by the Iraqi Air Force in the Mithaq area in Rutba, destroying a fuel tank bomb and an entire vehicle bomb factory, and killing 8 terrorists. The IWMC also says the IAF also destroyed Daesh’s main Daesh vehicle bomb location, in the Al-Wadi area in Rutba. [Mada]

DaeshDaily comment. This story suggests that Rutba has more strategic importance that one might expect, as taking it from Daesh could reduce the flow of vehicle bombs into other parts of southern Iraq.

 

A Jazeera Operations Command source says Iraqi Army artillery destroyed a Daesh convoy of 7 vehicles in an unspecified location in Rutba District, killing 10 terrorists. [Mada]

 

A tribal PMF commander says “tens” of Daesh terrorists fled from Rutba toward Al-Qa’im and then to Turkey after heavy bombing on the city. He says some Daesh terrorists defected because didn’t they didn’t get their salaries for months. [Maalomah]

 

Eyewitnesses say Daesh publicly executed 12 of its terrorists who fled the Hit fighting, in Al-Qa’im. [Maalomah]

 

Daesh says its fighters burned up a PMF food supply truck and killed its driver, and captured a Sahwa fighter near the 160 Kilo area. [JustPaste]

The IWMC says IAA helicopters destroyed 5 Daesh hideouts and 2 vehicles in Abu Qaddour village, southwest of Baiji, killing 20 terrorists. [AIN]

 

The IWMC says Coalition warplanes bombed a poultry farm used by Daesh as a vehicle bomb storage location in Sheikh Ali village in the Makhoul area. [AIN]

 

The MoD says an Iraqi Abrams tank destroyed a Daesh construction shovel bomb in the Siniya-Haditha road military sector. Iraqi forces, supported by the IAA, killed 35 Daesh terrorists and captured a vehicle bomb and destroyed 2 machine gun-mounted vehicles in the same area. [Harbi]

 

Daesh says its terrorists attacked the Iraqi army on the road between Baiji and Haditha. Daesh says the attack started with 170 mortar shells and 250 heavy artillery shells. Daesh says its terrorists attacked Iraqi forces in the Abu Jamal village near the Baiji-Haditha Road and managed to break through the sand barrier of the Iraqi forces, burning down 9 military positions. After that, one of the Daesh suicide terrorists attacked the Iraqi forces with a vehicle bomb, killing thirty soldiers, wounding others, destroying a Humvee and bulldozer. The Chairman of the Abbara subdistrict council says Daesh terrorists attacked a police post on the perimeter of Zaghinya village, killing one policeman and wounding two. He says the policemen foiled a Daesh plan to sneak into the village to attack civilians. He also says that tribal leaders met with security officials and Dijla Operations Command, demanding a quick response to Daesh’s presence in the area. [Sumaria]

Northern Diyala

Daesh says it detonated an IED on a SWAT vehicle in the Um Tlail area in Udhaim, killing four personnel and destroying the vehicle. [JustPaste]

 

Southern Diyala

The Diyala police chief says security forces arrested a Daesh terrorist in Bani Zaid in Kanaan. The terrorist was responsible for many crimes, including the murder of 13 cadets in the Speicher massacre in 2014. [Sumaria]

A local police source says an IED exploded near a market in east Kirkuk, killing two people. [Maalomah]

 

A Badr commander says PMF units received orders to deploy to Hawija, Makhmur, and Qayara, awaiting orders from the Prime Minister to participate in liberation operations. [Mawazin]

 

A local police chief says security forces captured 7 men wanted for involvement in operations against Iraqi army, Peshmerga, and police. The terrorists are members of Ansar Al-Sunna and Naqshbandi Army, and helped Daesh in several attacks. [Harbi]

 

A security source says Iraqi warplanes bombed Daesh hideouts and gatherings in Bashir and destroyed a vehicle bomb. [Maalomah]

 

NINEWA

Mosul

An MP from Ninewa says people of Mosul in general don’t support Daesh but there are some who were involved in crimes such as murder and displacing people from their homes who still support the terrorists. Some of those supporters are military officers and others come from the elites of the city. [Xendan]

 

A local source from Mosul says Daesh executed 45 of its own men who fled the battles in Hit by putting them in the refrigerators of the morgue for 24 hours, killing them. Daesh put the frozen bodies in different areas in Mosul, according to the source. [Sumaria]

 

A PUK official says Coalition planes bombed 8 Daesh locations in Mosul and one in Bashiqa, killing more than 25 terrorists and destroying many vehicles. [PUKMedia]

 

The IWMC says the Coalition destroyed a Daesh vehicle bomb factory and a bomb-rigged vehicle in Hammam Al-Alil south of Mosul, killing 15 terrorists. [AIN]

Makhmur/Qayara

The MoD says Iraqi Army 72nd brigade killed several Daesh terrorists who attacked the brigade’s headquarters. The terrorists wore Iraqi Army uniforms. [Harbi]

Daesh’s version says 3 of its Iraqi suicide terrorists attacked Iraqi forces in Kharbadaran village and clashed with the troops there for several hours, then 2 of the terrorists detonated their explosive vests, while the 3rd was killed in the clashes. Wasit

The Wasit Police say a man wanted on terrorism charges was captured at a checkpoint north of Kut while he was trying to enter the governorate. [Etejah]

 

REPORTS FROM SYRIA

 

The CJTF says on April 20, Coalition military forces conducted three airstrikes in Syria. One near Deir Ez-Zor struck a tactical unit and destroyed a vehicle and a rocket system; in nearby Bukamal, one struck an oil well head; and near Mare’ in Aleppo, one struck a large tactical unit and destroyed a vehicle and two large battle tanks. Northeast (Hasaka, Raqqa)

A local official says battles continued in Qamishli between Syrian troops and militia allies on one side and YPG fighters. He says the Syrian Army shelled Kurdish neighborhoods with heavy artillery and mortars. [Rudaw]

 

Local sources say four civilians were killed and 25 wounded in the Syrian Army shelling in Qamishli. [BasNews]

 

Daesh says one of its Syrian suicide terrorists detonated his explosive vests in a gathering of YPG fighters in Qamishli, killing or wounding 15 of them. [JustPaste]

Opposition armed groups recaptured Hamzat village near Mare’ after heavy clashes with Daesh. The groups also shelled Daesh locations in Harbal with mortars. [Qasioun]

 

An opposition group commander says the opposition groups recaptured some of the areas recently lost to Daesh in Aleppo’s northern countryside after receiving reinforcements. He says the Turkish artillery shelled Daesh locations in the area. [ARA]

He also says the opposition groups stopped a Daesh attack on Mare’, killing or wounding several terrorists and forcing the rest to withdraw. [ARA]

 

Syrian opposition groups also captured Kafr Shosh and several Daesh locations inside Baraghida village. Daesh terrorists detonated a car bomb near Kafr Ghan village without reports of casualties. [Qasioun]

The Russian Ministry of Defense says its experts finished defusing mines and IEDs planted by Daesh in historical Tadmur city. [SANA]

 

A Syrian military source says Syrian warplanes bombed several Daesh convoys north and east of Tadmur, killing or wounding many terrorists. [SANA]

A Syrian military source says Syrian troops killed 20 Daesh terrorists and destroyed several vehicles southeast of Bir Al-Qasab in Rif Damashq. [SANA]

DaeshDaily comment. Daesh is saying that its terrorists didn’t want to stay in the area for a long time. They just wanted to break the siege and then flee?

 

The Libyan army issued a statement asking people to leave the Fata’eh area in Derna, fearing Daesh land mines and IEDs. Daesh had withdrawn from the area on Wednesday.  [Libya24]

A Libyan special forces commander says Libyan troops supported by local volunteers captured the Faakat area in west Benghazi. [Libya24]
