BAGHDAD

Political developments

Prime Minister Al-Abadi made several phone calls today, to the President of Iran, the Prince of Kuwait, the Prince of Qatar, the Crown Prince of Abu Dhabi, and the King of Jordan. The official explanation is that he called to discuss the war on Daesh. [Sumaria] He also called the President of Egypt and the King of Saudi Arabia. [Mada] [Mada]

DaeshDaily comment. We hate official explanations that are designed to reveal nothing. In this case, there is no real explanation for the calls, but any time the head of government calls seven other foreign leaders in one day there must be an important reason.

 

Moqtada Al-Sadr issued orders to his MPs to withdraw from the sit-in and to suspend their attendance in the parliament, which they did, immediately. This sudden change left many MPs from other blocs in a difficult situation because they have broken with their blocs and now the sit-in seems to be failing. [Mada] [Mada] [Mada]

Sadr also ordered his followers in the demonstrations not attack, or even chant against, embassies in Iraq because “they didn’t interfere” in the current crisis. Sadr asked them to keep up the demonstrations near the ministries without stopping the work in the ministries. [Mada] [Mada]

 

Jubouri’s office issued a statement saying Jubouri and his two deputies have asked Abadi to submit the names of the nominees. Jubouri also thanked Sadr for his position on the issue. Jubouri also said “comprehensive” CoR session will be held. [Sumaria] [Rudaw]

DaeshDaily comment. This sounds confusing but may be good news. This story has to be connected to the Al-Sadr statements above. Those sound like he is yielding to the counter-pressure from the Prime Minister, reported yesterday, against Sadrists invading ministries, and perhaps to the blowback from other CoR members unhappy about the sit-in.

        However, we think Jubouri’s seemingly routine expression of thanks to Al-Sadr is actually a major political concession and part of a larger deal. (1) Jubouri will bring Abadi’s cabinet nominations to a vote, which he had refused to do earlier (either because he opposed the nominations or thought he lacked the votes to pass them). (2) Sadr withdrew his MPs from the sit-in, thus reducing its numbers to obvious minority status, which will allow Al-Jubouri to stay in office. (3) This seems to suggest that Abadi’s job is safe for the moment too, but that can’t be read from the Sadr and Jubouri statements.

        As Abadi submitted two different lists earlier, it’s not clear whether he is resubmitting the original list or some compromise list. Either way, the MPs still in the sit-in group will presumably vote no, but if Sadr’s support means his CoR bloc will be asked to vote yes, that would likely lead to the reform cabinet actually getting approved. This seems like too much good news at one time for Iraq, which makes us cautious about what we just said.

 

The coalition of former PM Ayad Allawi (Wataniya) issued a statement saying it will stay with the sit-in. A Wataniya MP says 110 MPs are still in the sit-in. He accused the US, Iran and Turkey of interfering to keep Saleem Al-Jubouri in his position. [Mada] [Mada]

Ambassador Jones said there has been no communications with Iran about Abadi or Jubouri. [Sumaria]

 

Security developments

The Coalition spokesman, Colonel Steve Warren say the US Air Force for the first time deployed a B-52 bomber against Daesh.

The bombing mission, in which a hulking B-52 destroyed a weapons storage facility in Qayara, comes the same week that Defense Secretary Ash Carter visited Baghdad and announced extra US troops, cash and equipment for the anti-Daesh campaign in Iraq. [Arabi21]

 

Ambassador Jones says Secretary Carter is allowing the use of the High Mobility Artillery Rocket System for the Mosul military campaign. He says the American Apaches in Iraq will also be used. [Mada]

 

On April 18, Coalition military forces conducted 17 airstrikes, in or near Baghdadi and Rutba; Hawija; and Kasik (3), Mosul (7), Qayara, Tal Afar, and Sinjar. All aircraft returned to base safely. [CJTF]

Daesh Daily comment. The repeated airstrikes on Rutba in far western Iraq could be a clue that it is in fact an intended Iraq target.

Falluja

An Anbar Operations command source says Coalition warplanes, in coordination with the AOC, destroyed a Daesh hideout near the Japanese Bridge near Saqlawiya, killing the terrorists inside. [Harbi]

 

A PM source says PMF troops destroyed a Daesh vehicle bomb and captured another, killing several terrorists in Saqlawiya [Harbi]

 

A Rapid Intervention unit killed 3 terrorists in Sikrab, while Iraqi Army 35th Brigade troops killed 2 terrorists in Hitawiyeen. [BOC Facebook Page]

An Iraqi army 14th division source says the division, supported by the IAA and Coalition warplanes, liberated Albu Khanfar, Albu Taha, and Albu Ali Al-Jassem villages, killing 15 Daesh terrorists. He also says that Iraqi forces found weapons caches and explosives factories. [Harbi]

 

Another Commander says Iraqi army, Qarma police and Qarma fighters have started the Qarma liberation operations. He also says 22 Daesh terrorists were killed so far. [Mada]

Later he raised the number killed to 25. He also says Daesh withdrew from some of its locations without fights. [Maalomah]

The same commander later said the liberation operations stopped this evening, awaiting military reinforcements. He then raised the Daesh death toll to 40, but an Iraqi captain and four soldiers were killed and four others wounded. [Mada]

 

He also says Iraqi forces, supported by the IAA, liberated Rofa and east and west Dawaya, killing “tens” of Daesh terrorists. He says the goal of the operation is to isolate Qarma from Falluja and provide secure roads for civilians to leave both cities.  [Maalomah]

Daesh’s version is that its fighters stopped the Iraqi troops’ attack on Albu Khanfar and Rofa after heavy clashes that lasted for hours. Daesh says many Iraqi soldiers were killed and wounded. Daesh also says one of its Iraqi suicide terrorists attacked Iraqi forces with a vehicle bomb, killing more soldiers. [JustPaste]

The Chairman of the Security Committee in Anbar Provincial Council says the American company that was contracted to clear Ramadi from IEDS and booby-trapped houses has not yet started its work. Meanwhile, five people were killed in a booby-trapped house in Ramadi yesterday. He says 15,000 families have returned to Ramadi since the liberation, and some of the areas still have booby-traps and IEDs. [IraqPress]

 

The Anbar Operations Commander says his troops killed 4 Daesh terrorists who were hiding in a bunker in a house in the Albu Ghanem area. [BasNews]

The Dijla Operations Commander says a military operation in the Al-Zor area in Muqdadiya destroyed 3 Daesh guest houses. A security source says Coalition warplanes bombed 3 Daesh locations in Sargaran, 45 km (28 miles) northwest of Kirkuk city, killing 15 terrorists. [Sumaria]

A commander in the Al-Abbas Combat Division, a Shia PMF unit, says his troops ambushed Daesh terrorists in Bashir, killing 30 terrorists. He also says PMF troops stopped a Daesh attack on Tal Hamad village, killing 40 terrorists and wounding 30, and destroying 5 vehicle bombs and a bulldozer. The IWMC issued a much more modest success report, saying 7 Daesh terrorists were killed in the failed attack and 2 vehicles and a construction shovel bomb were destroyed. The driver escaped and abandoned the shovel before it was destroyed. [Maalomah]

NINEWA

Mosul

A Ninewa police source says Coalition warplanes destroyed a secret Daesh hospital in the Hadba’ area, north Mosul. The attack killed 19 Daesh members, including 6 Syrian doctors, and wounded 13. [BasNews]

Eyewitnesses say a warplane launched 5 rockets on the Hadba’ residential compound in north Mosul. They say the fuel station of the compound was destroyed completely. They also say most of the residents are Daesh foreign terrorists, mostly from Russia, including Chechnya. [Karemlash]

 

A Ninewa Police source says Coalition warplanes launched heavy airstrikes on the Ninewa Appeal Court in the Dendan area in Mosul center, killing or wounding “tens” of Daesh members and destroying several vehicles. He says Daesh used the building for its sharia court. [BasNews]

Bashiqa

A PUK official says Coalition warplanes bombed Daesh locations in Nawaran in Bashiqa, destroying 2 combat locations in addition to a vehicle bomb. [PUKMedia]

 

The Peshmerga commander of the Nawaran military sector says Coalition warplanes destroyed 2 Daesh vehicles loaded with weapons and explosives, killing 10 terrorists. [Xendan]

 

Daesh issues a video of its terrorists in Bariman village, near Bashiqa Mountain, after they recaptured it. [A3maq]

DaeshDaily comment. A video was published yesterday of NMFs entering an apparently empty village. The video said NMFs captured Nouran and Bariman villages after a “lightning attack”. Well, apparently they also made a “lightning” withdrawal. Daesh didn’t even mention that it attacked them. Let’s just remember that the NMFs are largely ex-Ninewa police personnel who left Mosul without firing a shot when Daesh arrived, and refused the Iraqi government’s later call to join the MoI’s training camps allocated for them in Salahuddin. Instead they preferred to enjoy life in Erbil with their former governor, Atheel Al-Nujaifi. 

 

Makhmur/Qayara

The Deputy Governor in Ninewa says a mobile field hospital arrived at the Makhmur military sector and military police will arrive in the area soon. However, he says the military support from the Iraqi General Military Command is weak and more troops are needed. [Mawazin]

Northwest Ninewa (Tal Afar, Sinjar)

The Special Representative of the United Nations Secretary-General (SRSG) for Iraq, Mr. Ján Kubiš, extended his best wishes to the Yazidi community of Iraq on the occasion of their new year, and also remembered those Yazidis who have been killed and displaced as well as the suffering of the thousands of their women who have been kidnapped and who continue to be subjected to slavery by the Daesh terrorists.
“While this is a celebration of the new year by an ancient community, it is also a particularly painful reminder of the current suffering of the Yazidi people at the hands of the terrorists of Daesh since 2014,” the SRSG said.
“More than 3,500 women, mainly Yazidi, remain enslaved by the terrorists and subjected to horrific violations on a daily basis. Many Yazidi children were kidnapped, hundreds of men were killed and thousands others fled their homes to escape the onslaught of Daesh, which singled out this community for particular savagery.” [UNIraq]

KURDISTAN

The manager of the Qandil local government says Turkish warplanes bombed several areas in Qandil Mountains, destroying several roads and cutting off electricity to 15 villages. [Sumaria]

 

REPORTS FROM TURKEY

 

A Syrian opposition commander, who spoke on condition of anonymity, says Turkish officials met with opposition leaders in Kilis and expressed their anger over the groups loss of Al-Ra’i. He says the opposition groups suggested that Turkey launch a major ground attack on Daesh in north Aleppo, but the suggestion was refused by the Turks. The general commanders of the Jabha Shamiya and Nour Al-Din Zenki armed groups, among others, were replaced on Turkish orders. Another commander says the changes happened based on “internal agreements,” and that the meetings are held in Kilis on the Turkish side of the border to avoid airstrikes and Daesh attacks. REPORTS FROM SYRIA

 

Northeast (Hasaka, Raqqa)

On April 18th, Coalition military forces conducted one air strike using remotely piloted aircraft, striking one tactical unit and destroying one vehicle. [CJTF]

 

A local source says 2 Asayesh members were killed and 6 wounded in clashes with government-backed militias in Qamishli. A local activist says the Asayesh attacked the Syrian military compound in Qamishli killing 8 military soldiers. The source says the clashes erupted after Syrian troops arrested an Asayesh traffic patrol in the area. [Rudaw] [BasNews]

 

The YPG Asayesh says two people were wounded severely by a Daesh mine in Hadaja in Shaddadi countryside. [ARA]

 

Local officials say civilians are returning to their houses in Tal Barak, in Qamishli’s southern countryside, after it was cleared from Daesh IEDs, based on an agreement between Arab tribes and the YPG. [ARA]

Local activists say Daesh beheaded three young men publicly after sewing their mouths and parading them in Manbij. The sources say Daesh arrested the young men, with others, a couple of days ago, accusing them of opposing Daesh and leaving Islam. The sources also say Daesh issued orders to keep the bodies of the victims hanging for 3 days before allowing their families to bury them. [Qasioun]

DaeshDaily comment. Islam, within Daesh’s definition, is following Daesh orders. Anything else will prompt them to declare you a non-Muslim and you will be killed.

 

Northwest (Aleppo, Idlib)

A Turkish newspaper says the PYD had a secret meeting with American military officials and discussed the battles near Al-Ra’i. The American officials promised air cover to allow the Syria Democratic Forces to capture the city. The newspaper says the meeting happened after Syrian opposition groups lost Al-Ra’i to Daesh. Syrian opposition groups stopped a Daesh attack in Mare’ in Aleppo’s northern countryside. The opposition says 20 Daesh terrorists were killed in the attack. Daesh detonated 3 vehicle bombs near Mare’ and shelled and rocketed residential areas in the city. Clashes also erupted between Daesh and the opposition groups near Harbal. [Qasioun]

 

Daesh says its terrorists attacked a position of an armed group in Mare’ and clashed with them for 4 hours. Daesh says two of its suicide terrorists detonated 2 vehicle bombs near the city, killing or wounding many soldiers. A Syrian opposition commander says opposition groups launched a surprise attack on Daesh and captured Kafr Ghan, in Aleppo’s northern countryside, after heavy clashes. He says several Daesh terrorists were killed or wounded and 3 were captured. A Syrian military source says Syrian troops launched an extensive attacked on Daesh north and east of Tadmur, destroying Daesh vehicles and military locations and killing several terrorists. [SANA]

 

Daesh says Syrian troops, supported by Russian warplanes and Shia militias, attacked its military locations southeast of Tadmur but its terrorists stopped the attack, killing several soldiers and destroying 2 tanks. Daesh says the battles are still going on. [JustPaste]

Local sources say clashes near Sinaa near Deir Ez-Zor continued after Daesh captured the area. Sources say 35 citizen soldiers were killed since yesterday, and a similar number of Daesh were killed or wounded. They say the Syrian government controls less than a third of Deir Ez-Zor now. Local sources say Daesh terrorists left their positions in Dhumair in Damascus northern countryside, after agreements with the opposition armed groups in the city, and apparently with the Syrian Army. Security sources say security forces took control of the Tarabin neighborhood south of Sheikh Zuweid, after evacuating the entire neighborhood. Informed sources and eyewitnesses say Daesh terrorists fled Fata’eh and the 400 area. The sources say a Daesh convoy of “tens” of vehicles filled their cars with fuel from a fuel station in the Makhili area, then burned up the fuel station and headed to Ajdabiya.
